To the manager{s} and the owners of The Yards Apartments located at 945 NW Naito Pkwy, Portland, Oregon: We, the tenants residing at The Yards Apartments, through our signatures below, formally voice our demands concerning health & Safety issues. First Issue: For a number of years we have been forced to live in conditions that risk our health. Those conditions have been reported to management along with documentation of those problems many times resulting in little to no progress to resolve the problem{s}, many of them becoming worse throughout the years and include but not limited to: ●Constant urine in the elevators ●Rats & Cockroaches ●Discarded drug syringes on the ground inside & outside ●Foul smells in hallways from rotting trash ●Black Mold in common areas ●Urine and discarded drug paraphernalia in stairwells ●Trash buildup on the ground outside for weeks at a time ●Urine and soiled carpets in common areas. Second Issue: We at the Yards know that in consideration for us paying rent that the management and the owners have a contracted responsibility to provide us with a place to live that is reasonably safe. We also feel that you have not fulfilled your part of that contract in that this is an unsafe environment to live in. These conditions have also repeatedly been reported to management with documentation of those problems resulting with the problems becoming worse throughout the years and include but not limited to: ●Non residents assaulting residents with knives, bats, guns, etc…. ●Physical assaults ●Non residents moving freely throughout the property causing damage Personal property ●Non residents bringing aggressive and violent dogs on the property ●Gang graffiti not removed for months ●Fire code violations ●Banned individuals accessing the building. ●Obstructions installed by management in thruways without providing Access for the handicapped. ●non resident shot & paralyzed on the property. Therefore the tenants of The Yards Apartments are demanding the following from Home forward and/or IPM Management: 1. Fix serious maintenance, health and safety issues arising from poor building maintenance and repair. 2. Cancel IPM’s contract with The Yards within 30 days or when current contract expires. 3. Cancel Signal 88 security company effective immediately. 4. Agree that the Tenants Union ability to approve or reject the replacements for management and/or security at The Yards. 5. Install adequate trash bins and include additional trash pick ups to keep trash off the ground and from rotting in the trash rooms. 6. Compensate all tenants with a one day rent reduction resulting from not posting notice on 06/26/18 that there would be workers on the property using chemicals ,paints, adhesives, glues, mineral spirits, and/or other liquids that produced fumes through the property and with out proper ventilation, harming and/or risking tenants health. 7. Commit in writing to no rent increases on fixed-income tenants, and no rent increases on any tenants until negotiating a “maximum annual rent increase” rule with the Tenants Union. 8. Recognize the Tenants Union at The Yards and commit in writing to meet our demands. Announce this confirmation in a public statement within 7 days of receiving this letter.
