They alternate using the tanks on a basis. and the reasons for that alternation are unknown Those tanks are continuously being filled with city water depending on demand. The top of Legionella?s growth range is 115E or so. So perhaps some inhibition but were not destroyng it at that temp. In early July (date unknown). tank 2 experienced some problems with steam control valve and they shut it down. That is. the Home quit applying heat and valved it off. As a result. tank 2 was sitting there with no steam and left to cool at ambient air temp. probably 80-90 degrees. It was during that time period that the l600 gallons of water was potentially inoculated by the Quincy water supply. And then it sat there in optimal growing temperature for 30+ days. Then on Aug 6 they repaired the valve. But rather than emptying the tank and refilling it. they just applied steam. brought it up to l15F and distributed it for normal use throughout the facility.
