Regulatory:  RCW 36.81.121 requires the County Council to adopt a TIP that is consistent with the comprehensive plan after a public hearing and before the County Road budget is adopted.  RCW 36.81.130 requires the County Engineer to present the ACP on or before the first Monday in October and the Council to adopt the ACP before the County Road budget.
