On 10-18-2017 at approximately 1515 hrs. Of?cers Homing and I, Of?cer McDonald, were dispatched to the West End Bridge at Ohio River for an assault report involving a brick. Det. Mercurio made contact with the victim, later identi?ed as Janice Davis Watkins, before we made it to the scene and escorted her off the highway to a parking lot near the intersection of Fulton and Western. That's when we arrived on scene and made contact with Watkins. Watkins stated that she is a teacher at MLK school and that there was an earlier incident today at the Martin Luther King School where a student, Deaijah Williams bit her, over an altercation involving a phone. Watkins is an employed teacher at this school. Williams' mother, Daishonta Williams, was called to the school and responded to the school for a conference concerning the incident. The child (student) Deaijah Williams accused Watkins of choking her. During the conference, Daishonta became very upset of how the school was handling the incident and left the school, stated that she is going to get it later", referring to Watkins. Watkins stated to us that she left the school for the day, was traveling down Ohio River Bivd North bound, exited the West End exit, was sitting in traf?c on the off ramp at the west end bridge north bound, when she noticed a black female and a black male exited their vehicle, which was parked on the right shoulder of Ohio River Blvd. north bound, and began to approach her vehicle from the driver side window. Watkins stated that she was on the phone with he mom with her driver side window rolled down when this occurred. Watkins stated that the male and female approached, when the black female threw a brick at her, which traveled through the window frame, and hit her in the face. Watkins then stated after she was hit in the face, the female then opened her driver door, pulled her out of her vehicle and began to assault her outside of her vehicle, by punching and kicking her. Watkins then stated the male and female ?ed the scene, getting back into their vehicle and traveled North, up Ohio River Blvd. Watkins stated that the female that assaulted her was the parent of Deaijah Williams, that she was involved with in the earlier incident today that happened at the school. Watkins also gave me information of a witness that was parked behind her vehicie on the off ramp and witnessed the incident. The witness, whose name is Erika was not on scene when we arrived. Watkins had injuries to her face, which had a lacerated lip and was missing a tooth. Because of her injuries, Watkins was quickly transported to AGH by medics. Of?cers then left the scene. Back at Zone 1 police station, 1 contacted School police and advised them of the incident. School police advised me of an earlier incident at the school pertaining to both Vl?lliams and Watkins. School police were able to provide us with the information of the mother, suspect Daishonta Williams and all her information. Of?cers will be applying for a warrant for Daishonta Williams. On 10/18/17 at 1743hrs, l, Of?cer McDonald, along with Of?cer Homing, conducted a follow up investigation for the assault on Janice Watkins, attempting to locate the actors vehicle which was a black SUV and determine who the unknown black male was who was involved in the assault. We were provided by School Police earlier with an address of 2108 Charles for the suspect. Daishonta Vl?lliams. We attempted to locate this address but determined that there is no current address of 2108 Charles Street. We continued to drive up N. Charles Street, looking for the actors vehicle. Of?cer Homing observed a female that he believed was Williams sitting on the stairs outside of 2808 1/2 Charles. Officers exited their vehicle and made contact with the female believed to be V\?lliams. Of?cers recognized \A?lliams because of a photo we pulled up early on JNET. We began to talk to Williams about the events that had occurred earlier in the day at the Martin Luther King School, beginning with the alleged altercation between Deaijah Vl?liiams and Watkins. Daishonta lMlliams stated that she had been upset because she believed that the School Police was not taking the appropriate action for the assault on her daughter. Daishonta Williams also stated that she believed that the teacher, Janice Watkins. should be charged criminally for choking her daughter. We then asked Williams if she later went to Zone 1 to ?le a report, which Williams stated she did. i asked Daishonta Vl?lliams if she was alone when she went to the School and she stated that her boyfriend, Vincent Beasley, had been with her. Daishonta Williams also stated that they had been driving a black Dodge Journey PA Reg KHN2037. Daishonta Williams stated that she then left zone 1 and went home. Of?cers asked Daishonta Williams if anything had happened after she left zone 1 and if there had been an incident on or near the West End Bridge. At this point Daishonta lMlliams took a deep breath and looked away, then stated ain?t gonna lie, did it.? i asked Williams to elaborate on what that was. Daishonta Williams then stated that she had assaulted and attacked Watkins because she was unhappy about the incident between Deaijah Williams and Watkins at the school. I asked Daishonta Williams what happened. Daishonta Williams stated that she followed Watkins from the school and followed her to the West End Bridge exit. Daishonta Williams then stated that she saw Watkins sitting in traf?c and then exited her vehicle, walked over to Watkins vehicle and punched her in the face. I asked Williams if there was a brick involved in the incident, which she stated no, and that she only used her ?st. At the time, based on Vl?lliams admitting to the assault, Vl?lliams was then placed under arrest, handcuffed, doubled locked and placed in the back of Unit 3121, with the MVR recording. Vl?lliams stated that her kids were inside the residence. i asked Williams if there was anyone in the residence that could watch her kids. Vi?lliams stated that her boyfriend, Vincent Beasley was inside and that he could watch her kids. Of?cers made contact with Beasley and advised him what was going on and advised him of the early incident and if he knew anything about the incident Beasley stated that he was with Williams and saw the assault. Beasley stated that he was not involved and that all he did was attempt to break up the ?ght. Of?cers received all of Beasleys information. We attempted to call the on call DA to get authorization to make the warrant request that we had applied for earlier but had not been approved, changed to an on view arrest. We called 412-689-5200 at 1810hrs and 1816hrs and Communications at 1817hrs and 1822hrs and were transferred to the on call DA at 689-5200. No one answered any of the calls and Our calls were not returned. Daishonta Vl?lliams was then released outside her home and advised that she would have a warrant in a few days. Daishonta Williams stated she would turn herself in on Tuesday.
