The manuka planting programme that Minister Peters will announce involves a $1.9 million funding package from the Provincial Growth Fund for a training programme on Ngāti Hine Forestry Trust land. This programme aims to enable 40 trainees (20 in 2019 and 20 in 2020) to achieve level two forestry training alongside four months paid work experience. The programme will deliver skilled forestry workers, which are in demand in Northland where labour shortages have been reported. The mānuka plantation to be established will provide a source of cash flow for land owners and an opportunity to build upon an existing apiculture business. 6. This programme will also improve the use of Māori primary sector assets by transferring land better suited to mānuka out of pine and establishing riparian buffers, as well as supporting land owners’ cultural aspirations to increase the amount of indigenous forestry on their land. It is normal commercial practice for forestry joint ventures to include an indemnity clause.  A commercial partner would normally take out insurance to cover the risk but as the Crown self-insures an indemnity is way forward. 3. The Minister of Finance’s permission is required for the Crown to provide an indemnity. 4. Permission to include a third party indemnity clause is the only outstanding issue preventing the Ngati Hine contract from being presented to you for consideration. or m at io n Ac t1 1. al I nf Background – third party indemnity in forestry contracts Indemnity clauses between parties to forestry rights and leases are usual commercial practice and are an expectation of the private parties that Crown Forestry is and will be negotiating with. 6. Failure to give an indemnity in these situations will be a major impediment to reaching agreement and advancing the Government’s One Billion Trees afforestation program. 7. A third party indemnity clause indemnifies the land owner from claims made by a third party due to the activities of the Forestry Right owner. For example where a contractor suffers a loss because of poor forestry road maintenance and pursues both the landowner and the holder of the forestry right who has engaged it. 8. However, the likelihood of the indemnity being triggered is remote.  MPI is not aware of any such claim across the existing 50,000 hectares of Crown Forestry estate during the past 30 years.  Even if it were triggered the costs and damages to the landowner would be relatively minor.  In the extreme, costs might reach $250,000 but it is more likely to be in the $50,000 to $100,000 range. Alternatives to the indemnity clause were explored during negotiations but Ngati Hine felt strongly that as they are usual commercial forestry practice an indemnity clause should be included. Separately from the specific Ngati Hine indemnity, MPI will also seek a general delegation from the Minister of Finance to allow you to sign similar indemnity clauses in future Crown commercial forestry agreements. Ngati Hine and the Ministry for Primary Industries have negotiated a proposed Crown joint venture to plant 3 million trees over the next four years. 12. 1.2 million Pinus radiata seedlings will be planted on 1,200 hectares in the coming 2018 planting season. This is the first joint venture negotiated under the One Billion Trees Programme. 14. The Crown Forestry Kickstart funds (CBC-17-MIN-0061) will provide the Crown contribution for this project once you authorise the funds to be committed. 15. As well as increasing production, it’ll enable the nursery to expand its workforce from nine to 90. un de rt Many can see the potential for planting commercial crops of radiata in the traditional way and this can have a range of benefits for soil and water quality. The One Billion Trees Programme is focussed on enabling planting of a wide range of both native and exotic species. ea se d “We see opportunity for a mix of permanent and harvestable plantings, exotics and natives,” says Ms Collins. “We’re a nation of lateral thinkers, so people will see even more opportunities for innovative planting of both native and exotic species including redwood, tōtara, eucalyptus, mānuka and radiata.” el MPI is developing options to help enable planting efforts, but funding is available now to help. R “Many councils have funding available to help with planting and fencing, and MPI has a number of investment programmes, including the Afforestation Grant Scheme (AGS) that provides $1,300 per hectare for new forests of between five to 300 hectares,” says Ms Collins. The AGS is open now and applications close 14 May 2018. Opening later this year is the Erosion Control Funding Programme (ECFP) for treatment of Gisborne’s most severely erodible land, to help ensure it remains productive and sustainable for future generations. To date, the programme has provided around $49.8 million and treated 42,000 hectares of erodible land. Applications for ECFP investment towards community projects can be made at any time of year. MPI’s Hill Country Erosion Programme will also be opening later this year for applications. More information about these are available on the MPI website. MPI’s Crown Forestry team is talking with landowners interested in entering a joint forestry venture, or in leasing land to the Crown for planting. It’s an opportunity to reclaim our forestry heritage together, and get the gains for our environment, our regions and our people. se We all have a duty to make this work and work well, for now and for future generations.” el ea Hitting one billion trees, step by step R MPI is developing policies to avoid unintended environmental or economic outcomes, land is being identified, seedlings are being grown, private investment is being stimulated and infrastructure is being developed to provide a strong foundation for growth. “Extra planting will be starting when the new season opens in winter – it will be low in this initial year, then quickly ramp up,” says Ms Collins. “That will see us go from 55 million trees planted this year, to 70 million in 2019, to 90 million in 2020. R el The NES-PF complements wider environmental and resource management legislation and plans such as the National Policy Statement for Freshwater Management and the New Zealand Coastal Policy Statement. MPI is working with the plantation forestry industry to inform owners, operators and managers about their responsibilities under the NES-PF. A copy of the NES-PF is available on the MPI website. MPI will be reviewing the NES-PF after one year to ensure it’s being successfully implemented, then after both three and five years to assess how well it’s achieving its objectives. Ends count: on XXXXX Side box: SaferWord harvesting steep slopes A recently completed programme led by Forest Growers Research Ltd (FGR) and partnered by the Ministry for Primary Industries (MPI) has boosted the productivity of forest harvesting on steep slopes, launched a new era of mechanisation and, importantly, reduced serious harm injuries. The programme, Steepland Harvesting, was a $7.6 million, 7-year Primary Growth Partnership (PGP) programme, completed in September 2017. The programme’s theme was “No worker on the slope; no hand on the chainsaw.” Ac t1 98 2 The programme developed and commercialised seven innovative harvesting products such as the ClimbMAX winch-assisted harvester that can operate on slopes of up to 45 degrees, and teleoperated (out of line-of-sight) control systems, which allow harvesting machines to be operated remotely. The latter is believed to be a world first. or m at io n Eleven of the million-dollar-plus ClimbMAX machines have been produced, of which eight have been exported to Canada and the USA, creating an export line for the Nelson manufacturers of the machines. ci al I nf The programme has been a catalyst for further innovation in mechanised harvesting systems across the forest industry. Since 2012, more than $80 million has been invested by the industry in new harvesters, winch assisted machinery and other equipment designed to enable safe work in tree felling and extraction. Around 165 workers have, as a result, been removed from hazardous roles such as chainsaw felling and log extraction. The new forest will be planted and managed to a high standard to support regional development and provide an opportunity for training, and the ability to employ local contractors. We have gone to the market for a management contractor and by the time this report is read PF Olsen Ltd will be confirmed as the selected management contractor. In the meantime, Hancock Natural Resources Group has been contracted to complete pre-plant aerial spraying for blocks that can sensibly be replanted in 2018. Seedlings have been procured for the 1,100 ha planting programme for 2018, but it looks as if that area of land will not be available.
