Between June 9th 2016 and October 22nd 2016, Sergeant Detective Woodley submitted overtime slips requesting reimbursement for hours he claimed he worked. The Boston Police Department paid him for all of the overtime he submitted. The investigation through the use of a Global Positioning System (G PS) and Visual tracking found that there was overtime slips Sergeant Detective Woodley submitted that were fraudulent. Case Number CAD Incident INCIdent Report P170489722 Report Type Incident Supplement page 3 of 4 Date I Time Occurred Date I Time Reported 00:00 to 10/2212016 00:00 1211/2217 14:12 Statement of Probable Cause Larceny over $250 by Single Scheme 0266 30(1) On various dates between June 9, 2016 and October 22, 2016, William Woodley did steal the property of the Boston Police Department, pursuant to the execution of a single larcenous plan and scheme, such property having a value of more than $250, in violation of 266, Public Narrative I and members of the Anti-Corruption Division of the Boston Police Department have conducted an investigation which establishes that Boston Police Department Sergeant Detective William Woodley, between June 9, 2016 and October 22, 2016, did commit the crime of larceny over $250 by single scheme by submitting false and fraudulent overtime reimbursement slips for overtime in which he did little or no actual work. The Boston Police Department allows its employees to receive extra payment for time worked outside of their regular working hours. In order to receive overtime pay, the employee must ?ll out and submit an overtime authorization record which itemizes the speci?c overtime hours worked and requests reimbursement for the overtime worked. In order to qualify for this overtime pay, the person requesting the overtime must have actually worked during the time claimed. During all relevant times Sgt. Det. Woodley worked in the Recruit Investigations Unit of the Boston Police Department. The Recruit Investigations Unit is responsible for conducting background checks of all Boston Police Department recruits and cadets. Although detectives assigned to this unit perform some of their work outside of the Recruit Investigations Unit Of?ce, the vast majority of Sgt. Det. Woodley?s work at the Recruit Investigations Unit was work that was performed in the of?ce. An investigation by the Anti-Corruption Division of the Boston Police Department during this time period, which included GPS and visual tracking of Sgt. Det. Woodley?s activities during this time period, found that many of the overtime slips submitted by him were fraudulent. Between June 9, 2016 and October 22, 2016 Sgt. Det. Woodley submitted 83 overtime slips requesting reimbursement for a total of 562.50 hours of overtime. These overtime slips were submitted to Boston Police Headquarters, located at One Schroeder Plaza, Boston, Massachusetts. The Boston Police Department paid Sgt. Det. Woodley for all of the overtime he requested, at a rate of $72.50 per hour. In fact, the ACD investigation determined Sgt. Det. Woodley had worked less than 175 hours of overtime during this time period. Of all overtime slips submitted by Sgt. Det. Woodley during this time period, nineteen overtime slips, requesting reimbursement for a total of 114.5 hours of overtime, were submitted for days in which he worked no overtime whatsoever. Sgt. Det. Woodley was paid $8,301.25 for this no-show overtime. Investigators discovered an additional thirteen overtime slips during this time period in which Sgt. Det. Woodley falsely claimed to have worked between 4 and 7.75 overtime hours on days when Sgt. Det. Woodley actually performed less than one hour of overtime work. Sgt. Det. Woodley was paid an additional $4,645.08 for this low?show overtime. In sum, the evidence in this investigation establishes that between June 9, 2016 and October 22, 2016 Sgt. Det. Woodley did commit the crime of Larceny over $250 by single scheme, in violation of 266 30(1) for his fraudulent submission of overtime reimbursement slips to Boston Police Department for days in which Sgt. Det. Woodley performed little or no overtime work.
