Renewal Renewal Renewal Renewal Renewal Renewal Renewal Renewal Renewal Renewal Renewal Renewal Renewal Extension Extension Overview of Process  The extension and renewal process includes the following: o An extensive review of the school’s state accountability data to assess if it meets renewal standards per the Charter School Accountability Framework, along with the school’s ability to meet expectations related to financial management and organizational compliance. o An annual site visit, which includes additional conversations with the school leadership and charter organization’s board chair and CMO Leader. o For some schools that may be eligible for the Comprehensive Evaluation, additional activities are conducted to assess quantitative and qualitative information  This fall, the district also partnered with schools to give families an overview of the renewal process and more information about why their school was on the list and what the timeline was for official decisions. 8 Overview of Renewal Standards Base Term Renewal Standard for Traditional K-12 Schools 10 years Schools receive a state-issued letter grade of “A” for the three years immediately prior to renewal. AND For three of the four years prior to renewal: Schools receive a Progress Index of 100 or higher for economically disadvantaged students and a re-enrollment rate of 90% or higher for economically disadvantaged students. 7 years Schools that receive an SPRI equivalent to a letter grade of “A” or “B” AND do not qualify for the 10-year renewal. 5 years Schools receive an SPRI equivalent to a letter grade of “C”. OR Schools receive an SPRI equivalent to a letter grade of “D” AND a Progress Index of 100 or higher. 3 years K-8 Schools Schools receive an SPRI equivalent to a letter grade of “D” AND a Progress Index that ranks in the top quartile citywide, among nonselective admissions K-8 schools. 9-12 Schools Schools receive an SPRI equivalent to a letter grade of “D” AND a Progress Index that ranks in the top quartile citywide, among nonselective 9-12 schools. Harney (1 of 2)  Summary of Non-Compliance:     The school has received a total of 11 Notices of Non-Compliance over the past year, 7 of those 12 have been Level 2 Notices High Risk Financial Practices  Louisiana Ethics Board investigation into multi-year contracts with the Chief Financial Officer  Delayed payments for teacher and staff retirement accounts  Personal and church addresses used instead of the school building’s address for key accounts  Pattern of failure to follow the school’s own policies and procedures.  Failure to implement best practices flagged by the school’s auditor for multiple years  Failure to provide important financial documents to OPSB and independent auditor Violations of Student Rights & Special Education  A state investigation found that nearly all students with disabilities were not receiving adequate services as required by their IEPs. The school is in the process of making up these services to families.  The school has received a state-level Corrective Action Plan for having a low percentage of students with disabilities re-enroll from year to year. The state will assess the school’s compliance by the end of the school year. Organizational Compliance  The board of directors provided names of board members to OPSB and the public that were not currently serving on the board.  Having too many board members that do not live in New Orleans. 12 Summary of Concerns with Edgar P. Harney (2 of 2)   Leadership and Stability- The board has suspended the current leader of Harney. This is the 5th leader in a year. In addition, the board suspended the leader and did not indicate who the interim leader would be leaving the school unstable. We continue to receive reports of concerning financial practices. Several of these concerns were reports to the LLA and the DA. 13 Update on Crescent Leadership Academy    On October 5th, 2018 Crescent Leadership Academy notified us that they would stop the operation of the school on October 31st, 2018. Over the last 3 weeks our team has worked tirelessly to locate and place all 66 students that attended CLA We thank The NET and ReNEW for opening their arms to some of our most vulnerable students. 14
