Dear Mr. Bezos:
Please accept this joint leadership letter from the Commonwealth of Pennsylvania as an expression of our
full support and invitation to Amazon to select a location in the Keystone State for Amazon HQ2. We are thrilled with
the opportunity to become a partner with you and your company on this incredible and unique endeavor to create a
second company headquarters in North America.
We are confident that Pennsylvania has the perfect metropolitan area with the features most important to
Amazon, including a robust and highly talented workforce. Pennsylvania's education system produces the workforce
that drives our economy. From pre-K through college and graduate programs, some of the strongest schools in the
country can be found in the Keystone State. In addition to being a national leader in science, technology, engineering,
and mathematics (STEM) education, Pe1msylvania has some of the top graduate programs for business and computer
engineering.
It is our understanding this second headquarters project may require as many as 50,000 new full-time
employees over ten to fifteen years and could result in an investment of over $5 billion. As unique as this oppo1tunity
is, we appreciate Amazon's acknowledgment that the stature of such a project creates the oppo1tunity for bold state­
level economic development action. Pennsylvania is doing just that.

We suppo1t the creation of a new performance-based program which would be formulated on revenue
collected from Personal Income Tax and for a period of up to 25 years. This new program would be available to a
qualified business anywhere in Pennsylvania. For Amazon, it is estimated that several billion dollars could be
generated to support your HQ2 project.
We understand that Amazon intends to select and announce the final site in 2018, but regardless of which
Pennsy lvania location Amazon ultimately chooses, we are committed to pressing forward with legislation to create a
new economic development program to attract impactful, job creating projects like HQ2. Additionally, we welcome
Amazon to contribute ideas and suggestions as we craft new legislation for a WIN-WIN partnership between
Pennsylvania and Amazon.
