On Thursday, July 20, 2017, I was assigned to the Special Duty Unit (SDU) at the Eden Township Substation
(ETS). About 1550 hours, my partner and I conducted a patrol check of the CALTRANS property located 2405
Castro Valley Boulevard, where an Open Ended Complaint had been obtained from CALTRANS. During the patrol
check, we located a homeless encampment. The encampment was occupied by multiple people to include two
year old Jane Doe, her mother, Candace Steel and father. The conditions of the camp were deplorable and
consisted of piles of trash, decaying food, and a shallow hole containing human feces and urine which was
located directly adjacent to where Doe was found sleeping. Additionally, the encampment bordered the side of
Interstate 580 and was not separated from freeway traf?c by any walls, fences or barriers of any kind. As a
result, Doe had unimpeded access to westbound l-580 traffic. Doe appeared incredibly disheveled and was
covered in grime and ?lth. Does hair was matted and entangled. due to lack of hygiene and her clothes were
incredibly soiled.

Doe was placed on a 300 WI hold and taken to Childrens hospital in Oakland where she was medically cleared
and cleaned. Medical staff advised it appeared Doe had dried fecal matter on her stomach, was incredibly dirty
and had an upper respiratory tract infection. Doe was cleared and taken to an Assessment center.

Steel, who was eight months pregnant, was subsequently arrested for an outstanding warrant and for PC 273a
Child endangerment. Steel was transported to the Santa Rita Jail and booked into custody without incident.
