PPS believes that Amazon will find the talent, innovative culture, and business environment necessary for H02 to thrive, while positively contributing to the city?s ongoing growth. As one of the Pittsburgh region?s three taxing bodies, we are fully committed to using our legislative and regulatory capacities to offset site-specific costs, support social initiatives that benefit our residents, Amazon, and the broader region, and work collaboratively to facilitate efficient and transparent regulatory approvals. Specifically, we commit to the following: Use existing economic development tools ?such as Tax Increment Financing and Transit Revitalization Investment Districts to divert future taxes associated with the H02 site(s) towards site delivery and public infrastructure. These programs will directly offset costs to Amazon associated with site development and ensure sufficient infrastructure capable of meeting Amazon?s growth needs. Utilize other anticipated tax increment generated by H02 to invest in Pittsburgh's future by supporting neighborhood stability, affordability, education, and infrastructure. We would support the issuance of a series of bonds, or similar debt instruments, directed towards: 0 Education and workforce development programs; 0 Neighborhood investment in housing affordability, neighborhood stability, and small business; and 0 Public infrastructure development, including public transit and transportation. Work collaboratively to ensure that regulatory and legislative approvals related to site development, incentives, and bond or debt initiatives are completed efficiently and transparently.
