The use of cover letters identical save for differing salutations would, we believe, trigger the need to file a Rule 401 "Dissemination Report." Even though a proper F.A.R.A. disclosure accompanied each letter, a proper "Dissemination Report" was not filed until this date. Thank you so much for talking with me this afternoon about President Mobutu's desire to announce his plans for free elections and economic liberalization in Zaire to the U.S. Congress. After we talked, I pressed President Mobutu's intermediaries hard to explain the seeming sudden urgency of the May 16 visit. They responded that, notwithstanding the invitations Mobutu has pending from other nations, there was nothing from their standpoint magical about May 16. They have been working for over 212 months for a date in May and the urgency-seemed to result from the reactions of Jack Abramoff and myself (when contacted last week) when confronted with the prospect of a pseudo-state visit with only two weeks preparation. Zaire believed it to be a happy coincidence that their wish to visit the U.S. in mid?May overlapped with our suggestion of hosting a table at the Republican Senate-House Dinner on May 16. Thus that date quickly became memorialized as the target. I have not been able to uncover any other motivation for these dates. By all appearances, President Mobutu came to believe sometime in February that Zaire faces a choice between elections or chaos and he has authorized his aides to seek the former. Mobutu would prefer the U.S. to monitor the elections and suggest economic reforms rather than France, which has offered. (Although with Chirac's election as president and the ouster of the socialists from parliament, France might finally have some good ideas.) In advance of our discussion. I thought it would be useful to send over some background materials to you. We represent Andre Soussan, a Dutch businessman and journalist who resides in France, who is interested in bringing democracy to Zaire. Speci?cally, to further the democratic processes, we are working to assist in securing a visa for President Mobutu to come to the United States. We are hoping to bring Mobutu to the States for the sole purpose of arranging U.S. supervision and oversight of democratic elections in Zaire. The problem with getting a visa for Mobutu stems from a Presidential Proclamation of President Clinton (attached). This proclamation precludes entry into the United States ?certain Zairian nationals who formulate or implement policies that impede Zaire's transition to democracy or who benefit from such policies?. Claudia Hantman June 20. 19.95 Page 2 Mobutu, as a consequence of discussions with Soussan, accepted the fact that, if he does not do something to break the impasse in Zaire and move the nation onto the right track, the country would become ungovemable and descend into chaos. With this in mind, he is reaching out to the United States to assist in?the electoral process. He knows that no one in the West will trust the process if it is implemented by him or his surrogates and that. therefore, he is willing to turn it over to the proper people here. In this light, on June 10, 1995, Mobutu gave a speech (reprinted in the Washington Times, as attached) which outlines his willingness to take a bold new direction and involve the United States. This speech, and his other undertakings of recent date, have led a number of Congressmen (including Burton and a number of other Black Caucus members) to indicate that they would support bringing Mobutu here to move the process fonivard. Now that Mobutu has accepted the premises that democratization is the only way to save Zaire, he wants to get going as soon as possible and, as a consequence, to come to the United States to discuss proper U.S. oversight presence (which he will underwrite, if no other funding is available). . There is a sense of urgency here because, according to the constitution they have adopted, Zaire was supposed to have elections by July 10, 1995. Of course, that no longer looks viable, but Mobutu does wish to have a schedule in place which he can announce as soon as possible. The other reason it is important, I believe, to bring him here is that every step he takes in Zaire regarding elections (and there were even positive steps taken recently between Mobutu and the opposition party) does not lock him into an international commitment. Only that which he does in the ?light of day? here in Washington will be of leverage to those who wish to move Zaire to a positive model. Additionally, anything which is done in Zaire is done on Mobutu's home turf and, therefore. he has the home team advantage. Things done here where Mobutu has few or no friends would be less susceptible to manipulation. We would have lost the opportunity to do something positive because of a policy of not allowrng to come to the States. The risk/reward ratio would, therefore, favor action. all of this in mind, I had the opportunity to present this matter to Congressman and he indicated an interest in participating with us. We view his involvement as quite vital and are grateful for his initial interest. Of course. he asked us to be in touch with you on this matter.
