South Platte River Water Development Concept 1 Assumptions for cost estimating purposes: 1 Near Kersey Reservoir storage is broken into three parts: a.) 10,000 ac-ft in Kersey Reservoir b.) 10,000 ac-ft in Empire Reservoir c.) Remainder in ASR. Using 5.7 ac-ft/ac as depth. The amount displayed in cost estimate is surface area. ($2M/ sq. mi which equals about $3125 per acre). 2 Diversion to Empire Canal under canal improvements refers to Kersey Inlet Canal. 3 Location of Henderson Reservoir is unknown, as is the location of the inlet canal. For this area, it is likely the storage will need to be broken up into multiple reservoirs. For now, an assumed length of 10 miles with 114-inch diameter pipe is assumed. 4 Near Henderson Reservoir inlet canal assumes length of 10 miles and no pump station. 5 For pipe length estimating purposes, Jay Thomas/Hewes Cook Bypass will connect to St. Vrain prior to Hewes Cook headgate with a length of approximately 2.25 miles. 6 Permitting costs will vary depending on specific piece of project location, 15% of total project cost is assumed. 7 Land acquisition and easements are dependent on specific project location, $20,000/acre of land is assumed. 8 Northern Corridor length based on the approximation of 23 miles from Cache La Poudre/South Platte to Corridor area. 9 Prarire Waters -Like Project: assumes the need of 50 wells (assume each well is 2 cfs, need 115 cfs) with 8 wells per square mile. Cost is assumed based on approximate $500,000,000 in 2010 with 1.16 index for inflation. 10 All other not specifically mentioned pipeline lengths assumed based on assumed reservoir locations and following the most direct route to reservoirs (typically along roads). Pipe size based on conveyance required (see modeled infrastructure summary of results presented by Wilson Water Group. 11 All pump horsepower is calculated based on assumed needed capacity for each pipeline/canal. Costs: $/HP cost based on Texas Water Development Board + 7% inflation 12 Costs are in present day value. 13 Costs do not include anything associated with operation and maintenance. 14 Costs do not include anything associated with water treatment or water quality. This work product is intended to support informal joint inquiry involving some water providers in the South Platte Basin in their efforts to begin planning for long-term water supply needs of the Basin. As such, this work product has not yet considered many important legal, hydrological, financial, and governance issues that any viable water development enterprise must consider. The absence of any consideration of these and other factors greatly constrains, at present, the practicable nature of the water supply concepts being explored. These discussions are not intended, therefore, to supplant or serve as an alternative to so-called IPPs individual water providers may be pursuing. And while the SPROWG technical consultants have been in communication with certain water providers in the early development stages of this work product, the water supply concepts currently being explored do not have a specific end-user in mind, nor have these concepts been endorsed by any water provider.
