The UAS Team was advised multiple violent confrontations were occurring in the park and adjacent to the park between opposing groups which resulted in people being attacked. SRU requested the UAS deploy and attempt to identify those involved. Approximately 150 black clad members of AN TIFA were present and marching with makeshift weapons (batons, clubs, bottles) and shields and splinter groups of ANTIFA members attacked people they thought were President Trump supporters. Several thousand people were in the area which made the identification of the involved people dif?cult for of?cers on the ground. Pagliari and I were assigned as operators on the UAV team for a planned protest in Berkeley. We were assigned to observe a free speech event taking place in the park (Martin Luther King Jr. Civic Center Park), which is located across the street from the Berkeley Police station. Our objective was to observe the event and only deploy the UAV if we were provided reports of a felonious act taking place and/or for the preservation of life. While observing the event, we observed a flatbed truck carrying home-made shields and clubs or sticks. Walking with the truck were approximately 100-150 individuals dressed in all black with their faces covered. While observing the event take place, it appeared the shields and home-made weapons were handed off to the individuals dressed in black (Antifa). During the event, we received updates that the Antifa group had broken off into smaller groups and were attacking various individuals. We were requested to deploy the Unmanned Aerial Vehicles for public safety, due to the continued assaults to the public. We were requested to provide assistance in identifying any individuals involved in the assaults and the locations where the assaults were taking place. During our ?ights, we provided updated information to the Command Post. During our in-?ight observations, we made an attempt to off-set as much as possible in an effort to not fly over the crowds, while attempting to locate any suspects of the assaults. Once it was determined that there were no other threats of violence to the public, the use of the UAV was terminated. Mr. Yiannopoulos is a conservative speaker who was expected to draw large crowds of protesters. By Any Means Necessary (BAMN) and ANTIFA members were expected to take part in the protest against Mr. Yiannopoulos and these groups are notoriously violent and encourage civil disobedience, property destruction and physical violence. BAMN states the following on their web page, will employ whatever means are necessary to oppose and defeat these attacks on the democratic and egalitarian aspirations and struggles of our people.? ANTIFA is described as a movement that engages in varied protest tactics, which included property damage and physical violence. BAMN and ANTIFA were expected to arrive and confront Mr. Yiannopoulos? supporters and a con?ict involving property damage and physical violence was anticipated. The event received extensive media coverage in the days leading up to it. UCPD contracted with multiple law enforcement agencies, including the Alameda County Sheriff?s Of?ce, for security and crowd control. The ACSO team was tasked to ?y in support of law enforcement officers if criminal activity occurred. The UAS Team was advised a physical confrontation was occurring at the entrance to Sproul Plaza between opposing groups which resulted in people being attacked. Of?cers requested the UAS deploy and attempt to identify those involved. Several hundred people were in the area which made the identification of the involved people dif?cult for of?cers on the ground. The UAS was deployed after the criminal act occurred in an effort to identify those committing the physical acts of violence and the UAS team provided situational updates to of?cers to assist them in maintaining order and for their safety and the safety of citizens in the area. Revised 07/18/16 Page 2 The group of assailants was not identi?ed and they concealed themselves within the main group of protesters as the group moved approximately 2 blocks to another location where they became involved in a second physical confrontation. The UAS was used to identify some of those involved and they were apprehended by of?cers. Not all suspects were identi?ed and they remained in the main group of protestors who continued travelling on foot to People?s Park. Of?cers followed the group to prevent more physical confrontations and the UAS continued ?ying and providing situational updates during their walk to the park, and at the park, until enough of?cers were present. Of?cers used crowd management techniques to keep opposing groups separate. Once it was determined the crowd was no longer hostile the use of the UAS was terminated. See below for ?ight details. Small Unmanned Aircraft System Consists of the small unmanned aircraft weighing under 55 lbs., the command system, a secure control link, and other related safety support equipment. B. Unmanned Aircraft (UA): An aircraft that is intended to navigate in the air without an on?board pilot. C. UA Flight Crewmember: A pilot, visual observer, or other persons assigned duties for a for the purpose of ?ight. D. Unmanned Aircraft Pilot: A person exercising control over unmanned aircraft during ?ight. The pilot will be ultimately responsible for the operation and solely responsible for the input of commands/piloting during ?ight. The pilot will be certi?ed in the operation of the by successful completion of an approved training course. The pilot must meet standards required by the FAA.
