I am writing this letter to explain my position. I feel that I have been the target of a great deal of misinformation and false accusations. I am grateful that an independent arbitrator listened to all evidence and made the decision in my favor permitting me to return to the New Philadelphia Police Department. I do not mean to say that I have not made mistakes in my life and career. I have offended a number of people and I apologize to the department, its of?cers and personnel, and to the citizens of New Philadelphia. I have been given a second chance and I hope that everyone will also give me a second chance to continue the career that I love. I understand that coming back to the department after such a long absence has created a great deal of turmoil for several of the of?cers and the staff. I am looking forward to a new start, I feel the only way I can get that fresh start is prove to all that I am sincere in my desire to return and become an integral part of the department. My return affects some of?cers more than others. Although I regret how my return affects Of?cer Rossi, by forcing his departure from the department to make room for my return, I only hope he understands the regret I feel over this. The one problem I do have power to prevent is to Captain Joe Skinner. I am well aware of what Joe has gone through, and do not wish to compound matters by forcing his demotion. I therefore tender my resignation as Captain of the New Philadelphia Police Department as of January 19, 2003. I will return to the rank of patrolman and do the best job that I can. I will also look forward to the next promotional examination and do my best to return to my former position as a Captain with the New Philadelphia Police Department. I also believe that to have a new start with everyone at the department I must clear the slate. I had ?led a civil action against several members of the department due to their treatment of me before I left and the continued actions to prevent my return. I now understand that a great many things have changed including myself. With this in mind, I will direct my lawyer to dismiss the complaint against those officers in the hope that everyone will see that I believe that the department has made a great many changes and so have I. I am doing a great many things to set things right as well as making a great sacri?ce, to have a fresh start with everyone in New Philadelphia. I do not believe that there is anything else that I can do to change people?s minds or to show that I am a different person with a new perspective on my life and career.
