The diesel fuel entering the Florida Avenue Canal was identi?ed by Boh Brothers Construction who were engaged in construction activities on the canal. The product was prevented from migrating in the canal by sand dams constructed by Bob Brothers during construction activities. Boh Brothers personnel con?rmed that the product did not originate from their construction equipment and made noti?cation of the discharge to the essential agencies. Personnel from the Sewerage and Water Board of New Orleans (SWBNO), the United States Coast Guard (USCG) and the New Orleans Fire Department Hazmat were on scene during the investigation of locating the source and responsible party. OMI Environmental Solutions was contracted by the SWBNO to initiate cleanup and recovery efforts and deployed both hard and absorbent boom to aid in containing the spill. Personnel from the SWBNO initiated an investigation of the drainage system and with the assistance of OMI traced the discharge back to the source of the release. The source was identi?ed to be two 2000 gallon above-ground diesel storage tanks located within the abandoned Naval Support Activity facility on Poland Avenue. The drain plugs had been removed from the tanks allowing diesel to migrate to secondary containment. The product escaped secondary containment through an open drain valve in the containment wall and then migrated to an above-ground cement drain where it then entered the drainage system. Leaaf subcontracted OMI to assist in the recovery effort. To prevent product from being discharged to the nearby Industrial Canal. Drainage Pump Station No. 19 was advised not to operate the pumps until water levels necessitated pumping. The duck was unable to be located at the time of investigation. On August 3. 2018 OMI used a vacuum truck to remove any residual product remaining inside the above-ground diesel tanks. The secondary containment area was then pressure washed and the diesel/water mixture was recovered with the vacuum truck. Cleanup operations in the Florida Avenue Canal neared completion with the remaining product being recovered with a drum skimmer and absorbent pads. All recovered product was transferred to sealed plastic drums and the sorbent materials were placed inside pollution bags to be transported to a certi?ed waste facility. They met with Boh Bros, NOFD HazMat, DEQ Emergency Response and US Coast Guard. The diesel was contained by a sand dam the contractms had in place for construction. After continuing that the diesel did not originate from a Spill on the construction site, USCG investigated the Alvar box culvert watershed for any above-ground signs of a diesel spill.
