Narrative - On 10/12/2018, at approximately 2311 hours, i was in fuli patrol uniform, driving a marked patrol vehicle, in the city of Santa Clara. I responded to 4500 Carlyle Ct, #1512, regarding a loud disturbance between residents. Officers Miranda and Swanson arrived on scene before me and advised over the radio that they could hear the argument from outside the residence. arrived on scene shortly after and contacted the female party, later identified via Louisiana driver's license as Elissa Ennis, at the front door to the residence. Ennis provided the following statement; STATEMENT OF ELISSA ENNIS: Ennis stated that she is currentty in a dating relationship with Reuben Foster. Ennis stated that she currently resides at this residence with Foster. Ennis advised me that she was currently supposed . Ennis advised that she was not taking the as she should. Ennis told me that she took Foster's cetl phone and found things in the phone that upset her. Ennis did not elaborate on what she found in the phone. Ennis stated that this was the cause of the argument tonight. Ennis said that a short time later SCPD Officers arrived on scene and notified her that a neighbor had calied the police. NARRATIVE I was advised by Officer Swenson that Foster was being polite, but refusing to provide a statement. i took digital photographs of Ennis and her lack of visible injuries. Officer Miranda took digital photographs of Foster showing his lack of injuries. All digitai photographs and BWC footage was later uploaded to Evidencecom. NARRATIVE (CONTINUED): knocked on all of the adjoining residences to #1512. was unable to contact anyone at or contacted the reporting party at The reporting party, later identified as . 1, provided the following statement. STATEMENT it told me that he heard a lot of loud yelling between and man and a woman. ialso told me that he heard what he believed to be items being thrown inside the residence. said that he did not recall any speci?c verbiage heard and could not provide any further information. Supplemental report Narratw Details BWC wasnatvatecidfor this incident. On 10/12/18, was on-duty, in full police uniform and partnered with Officer Swanson. About 2311 hours, Officers were dispatched to 4500 Carlyle Ct, #1512, Santa Clara, for a report of a domestic disturbance heard in the residence. When we arrived on scene we could hear a male and female arguing inside unit #1512. We knocked on the door and announced ourselves as "Police". A male later identified as, (O) Reuben Foster, answered. Foster said everything was okay and he did not want the police to enter his residence. Foster stood outside the door and called to someone inside the residence. A short time later, a female later identified as, Elissa Ennis,? came to the door and stepped outside. Ennis was crying and initialiy stated that she was "not okay". Ennis waiked inside the residence for a moment and then walked back outside. Ennis stated Foster was her boyfriend and nothing happened. I did not notice any visibie injuries to Ennis. Throughout our contact with Ennis she was reluctant to provide any information regarding the incident with Foster. She later provided a brief statement to Of?cer Diiler. Refer to his report for further detaiis. While was speaking with Ennis, Of?cer Swenson had detained Foster and placed him in the back of Officer Diller's patrol vehicle. I contacted Foster who did not want to provide a statement. i did not notice any visible injuries to Foster. I took photos of Foster's hands, face, and overall person to document his lack of injuries. He was later released without further incident.
