Our professionals pro?ciently work within the available resources and oversight requirements for publicly funded projects, to attain the community?s goals and environmental sustainability. Services Sanitary sewer master plans Wastewater management plans - In?ltration and in?ow investigations and analysis - General consulting 0 Review of developer?s improvements 0 Design of all aspects of sanitary sewer systems including gravity sewers and pumping stations Assistance with regulatory compliance 0 Assistance with pumping station start-up and operations - Design of trenchless sewer rehabilitation systems Construction management - Instrumentation and SCADA Systems Traffic Engineering TRAFFIC OPERA TIONS Traffic Sign System Design Notwithstanding regulatory signage as required by the Manual on Uniform Traf?c Control Devices, sign system design for parking lot way??nding, key terminal facility access points, and signage updates need to be consistent with established signs and convey the message. Traffic Signal Design, Timing, Operation and Modification Our general approach to new traf?c signals and traf?c signal modi?cations is a four step process: project the traf?c volumes for the implementation year, run Highway Capacity and Analyses to determine optimal signal timing, layout above ground plan for client approval, and complete plans, speci?cations, and engineering certi?cations. a 9 Statement of Quali?cations for the Borough of Roselle Park Borough Engineer EGLIA ENGINEERING ASSOCIATES Maintenance and Protection of Traffic Plans (MPTs), Specifications and Estimates NEA considers the context of capital improvements; the logistics of managing traf?c are key determinant on the feasibility of a project and increased cost due to overnight construction?if needed. NEA makes a serious effort to learn the needs of the area in which the work will be performed. For instance, if roadway work affects a shopping area, then construction staging and detour routes need to be implemented, this way a balance is achieved between the needs of the project and the needs of the affected community. We routinely submit MPT plans to state agencies for public and private projects. We can produce digital products in both and Microstation formats. Accident Analysis and Countermeasure Development for High-Frequency Locations Upon receipt of accident data, the accident data is plotted out by type on a sketch of the location in question. The data set usually covers a three (3) year or a ten (10) year time frame. Once plotted, the accident location and frequencies help to Visualize the predominant cause of accidents. Once a Visual understanding of the accident trends is established, then countermeasure options can be developed. TRAFFIC OPERATIONAL ANALYSES Our experience with traf?c operational analyses indicates that smarter traf?c operations with minor roadway improvements and signal equipment upgrades yield better measures of effectiveness (MOEs) returns than new lane capacity. We routinely use traf?c signal optimization software such as to model existing and proposed conditions. experience also includes the management of a state DOT traf?c control center. This real world experience affords our staff insight into operational analysis for both arterials and freeways and allows us to ?temper? purely statistical results. In addition, our working knowledge of traffic signal hardware, system software, freeway management software, and vehicle detection systems provides a complete toolkit to provide our clients with workable solutions for all types of traf?c issues. Signing and Pavement Marking Inventory System Development/Management NEA takes a systematic and cost conscious approach to all data collection and inventory systems development. Legacy data, if any, is reviewed and strategies are developed to maximize our client?s return on previous investments. Continuing data collection efforts are established that utilize as much automation for both software and hardware as is cost effective. Appropriate technology is applied to promote ef?ciency, ensure data integrity, and provide our clients with data that is immediately useful. Subsequently, reports and data visualization tools are employed that aid users in managing infrastructure assets as well as provide insightful information for planning and ?mding efforts. Typically, signing and pavement marking databases are expensive to create (data collection), and ?nal delivered databases are often not maintained, which increases the total cost of ownership. NEA mitigates this problem by examining current data upkeep procedures, identifying discontinuous processes, and ?nally instituting data entry procedures, technologies, and methods that are not burdensome and thus better accepted and utilized by staff. a 10 Statement of Quali?cations for the Borough of Roselle Park Borough Engineer EGLIA ENGINEERING ASSOCIATES TRANSPORTA TION PLANNING Planning, Conducting, Coordinating, and Analyzing Traffic Surveys An evaluation of the project at hand is performed to assess what traf?c information is necessary to support the design/decision process. A site visit by Mr. Intindola and/or members of the project team determines what speci?c locations would provide the necessary information. Typically performed surveys include: manual and automatic traf?c counts, parking demand studies, determination of ?new? and ?pass-by? traf?c, determination of modal choice and pedestrian demand, as well as vehicular speed gap and class studies. In addition to automatic traf?c recorders, manual and electronic traf?c count boards are utilized. The data is downloaded into the appropriate software that evaluates it and is capable of producing reports, graphs, or simply printing raw data. Traffic Demand and Traffic Assignment Model Development Traf?c modeling is based on the population distribution and existing roadway network in the vicinity of the project area. Population and modal choice data are obtained from the most recent Census data. The study area depends on the nature of the use; however it typically encompasses a 20 - 30 minute travel time. The distribution of traf?c attracted to the site is determined by a comparison of travel time from nearby population centers to the site, thereby helping establish proportional demand. These models are based on methods accepted by the New Jersey Department of Transportation (NJ DOT), as well as by the Institute of Transportation Engineers. TRAFFIC DESIGN Roadway System Conceptual Design In the metropolitan area, right of way acquisition is the critical path activity for the majority of roadway projects. Our design experience, coupled with our NJ DOT Non-Real Estate evaluations (N RE) which takes into consideration acquisition impacts, provide NEA with the perspective that concept design must consider creative alignment alternatives, though guided by accepted design criteria. Parking Lot Design and Analysis The provision of adequate and safe parking is a basic site amenity at the level of gas and electric utilities. We calculate parking demand through our municipal review services, NJDOT acquisition evaluations, and private site layout. On a daily basis, we design and review parking lot layouts with respect to access, adequate widths for circulation aisles, parking space widths that match the intended user, and drainage and lighting installations. We also have experience in multi-level parking facility design in the event that projected parking demand exceeds surface parking capacity. Pavement Marking Design Roadway striping plans for intersections that include details such as left-tum bays, crosswalk treatments, and directional pavement arrows, are routinely submitted for agency review and approval. The Manual on Uniform Traf?c Control Devices serves as our starting reference, which is then applied to the speci?c needs of the project. Our various streetscape projects have provided speci?cation expertise with respect to midblock cross?walks and raised intersections. Additionally, NEA has extensive experience in bid process coordination and grant management, qualities needed in many streetscape projects. a 11 Statement of Quali?cations for the Borough of Roselle Park Borough Engineer NEGLIA ENGINEERING ASSOCIATES Recreational Facility Planning and Design One of the biggest challenges to state, county, and local governments has been the increased demand for additional recreational facilities and modernizing the existing ones. However, when stormwater runoff ?ows exceed the capacity of the PVSC treatment plant, combined sewerage over?ows (CSOs) occur at various outfalls within the Town (the Town of Keamy has ?ve (5) C80 outfalls). Neglia Engineering Associates (NEA) has been engaged by the Town of Keamy since 2015 to ensure that all compliance items related to the New Jersey Pollutant Discharge Elimination System (NJPDES) Permit are completed. This permit allows for the utilization of a combined sewer system and the resulting CSOs within the Town, granted that a Long Term Control Plan (LTCP) is prepared, and is administered by the New Jersey Department of Environmental Protection. The LTCP is a document that will outline measures that the Town plans to complete for the purpose of reducing the utilization of the combined sewer system and the occurrence of CSOs. As part of the overall LTCP effort, NEA will be evaluating the following measures for reducing combined sewer system utilization and the occurrence of C805: 0 Utilization of green infrastructure to reduce stormwater runoff into the existing combined sewer system; 0 Increasing the storage capacity of the system; 0 Reduction of 1/1 into the system; 0 Sewer separation construction of separate sanitary wastewater and stormwater collection system); and 0 Treatment at combined sewer over?ow outfalls to ensure compliance with Clean Water Act standards. Evaluation of the aforementioned measures will require various modelling measures and preparation of reports that will be included in the LTCP. These reports will include data obtained from completed modelling efforts, construction cost benefits analysis, a summary of the effectiveness of the measures, etc. Following, the completion of this overall evaluation, a separate report will be created that will select certain measures that will be completed, based on the results of the above-mentioned evaluation, as well as the timeframe for completing the same. In addition to the above efforts, NBA, on behalf of the Town of Keamy, has been attending meetings with PVSC, as well as with other permittees who are undergoing similar efforts Bayonne, East Newark, Harrison, Jersey City Municipal Utilities Authority, Newark, North Bergen Municipal Utilities Authority, Paterson, and Guttenberg) to discuss progress and to ensure that consistent standards are applied to the LTCP preparation. Upon completion of the same, a singular report consisting of the prepared by each of the aforementioned permittees, including the PVSC, will be submitted to NJ DEP for review and approval. This project is on-going and will be completed in June 2020. Civil Engineering - MuniCIpal Engineering 0 Landscape Architecture 0 Traffic Engineering 0 Planning .
