The feasibility study was created to address all aspects of a development plan including the establishment of phasing and construction cost estimating to assist in budget preparations. The scope of services included the assessment of the camp water supply, wastewater disposal, wetlands/state open waters, stream encroachment, building permits, zoning/planning requirements. Additional areas of investigations included the evaluation of back-up power supply, green design, accessibility routes and pedestrian / vehicular circulation. An alternatives analysis was performed to establish the limitations of local and state agency jurisdictions to maximize the expansion of the camp. Former Jersey Plating Facility – Town of Boonton, County of Morris, NJ Contact: Terry McCue, Administrator (973) 402-9410 Date: July 2008 – 2015 The completed project activities included review of prior work by others, preparation of a Remedial Investigation Workplan (RIW) and implementation of a Remedial Investigation (RI) for a former metal plating site in the Town of Boonton. The work involved an intensive assessment of soil and groundwater contamination associated with the former metal plating operations in accordance with the NJDEP and with funding secured by SCE via the Hazardous Discharge Site Remediation Fund (HDSRF). Potential impacts associated with vapor intrusion were assessed in nearby homes and businesses as part of the RI and summarized with other data in a complete Remedial Investigation Report (RAR). SCE is coordinating with the NJDEP for a subsequent phase of deep groundwater evaluation to assess off-site impacts. 1 SIMILAR PROJECT EXPERIENCE ENVIRONMENTAL SERVICES Remediation of Historic Fill Contamination – Borough of Washington, County of Warren, NJ Contact: Scott McDonald, Mayor, (908) 689-8959 Date: January 2008 – 2012 This completed project involved a review of historic data obtained for the remediation site, which consisted of an amalgam of various vacant lots impacted largely by historic fill, but also limited discharges of dry cleaning solvents. SCE developed and implemented a Remedial Action (RA) program that included engineering design for fill balancing and capping remedies with limited soil disposal to reduce overall remediation costs. The RA included preparation of a Deed Notice with long-term monitoring of engineering controls. The site was returned to active use as a municipal off-street parking facility complete with lighting, landscaping, and drainage features as part of the Borough’s streetscape improvements. Remediation of Historic Fill and Underground Storage Tanks – Trinca Airfield, Township of Green, County of Sussex, NJ Contact: Mark Zschack, Township Administrator (908) 852-9333 Date: June 2006 – Present SCE completed this project after intensive public scrutiny and hearings to retrofit this small public airfield with aircraft parking, storage and drainage improvements. A major component of the work included site remediation to address historic fill associated with a former railroad right-of-way that was removed for site grading. The project also required the removal of two, 3,000-gallon aviation fuel Underground Storage Tanks and associated piping, hydrant and dispensing components. SCE also provided extensive survey, wetland delineation/permitting, and stormwater engineering for this currently operational facility. Charters Farm - Township of Mount Olive, County of Morris, NJ Contact: Tim Quinn, Director of Department of Public Works, (973) 691-0900 Date: 2006 Environmental engineering and oversight services consisting of a site investigation (SI) for Charters Farm were initially performed for the Township regarding the acquisition of agricultural property by the Township. The project transitioned into the remediation of localized pesticide impacted soils discovered during the SI, including the preparation and submission of reports to NJDEP summarizing activities, analytical results and findings that request no further action for the site pending future transportation of stockpiled soils to a certified disposal facility. Weights and Measures Facility-County of Morris, Morristown, County of Morris, NJ Contact: Chris Vitz, PE, County Engineer, (973) 285-6750 Date: April 1998 to May 2005 Environmental engineering and oversight of the Weights and Measurements Facility gasoline UST system, including remediation of impacted soils and ground water utilizing natural attenuation and Enhanced Fluid Recovery. UST system closure and installation of monitoring and sentinel wells with the intent to remediate impacted ground water by utilizing natural attenuation under a Remedial Action Workplan that establishes a CEA for the site with periodic monitoring until obtaining a No Further Action letter from the NJDEP. 2 SIMILAR PROJECT EXPERIENCE ROADWAY/INTERSECTION PROJECTS East Main Street Streetscape Phase III Improvements - Borough of Oceanport, County of Monmouth, NJ Client: Borough of Oceanport Contact: Raymond Poerio, Borough Administrator, (732) 222-8221 Dates: 2015 – 2016 SCE provided design, permitting, and construction administration and inspection services for the planning and design of the East Main Street Streetscape project located in the Borough of Oceanport, New Jersey. SCE performed a field survey and topographic surveys of the project area to determine drainage patters to necessitate the proper design of ADA ramps and direct stormwater runoff. SCE also designed traffic calming pedestrian safety upgrades for all intersections, including high-visibility crosswalks and stop-for-pedestrian signs. SCE furnished all preliminary and final plans, specifications, cost estimates and project delivery schedules for review and approval by Borough officials. SCE assisted with preparing bid documents and provided bid tabulations and analysis to recommend the lowest responsible bidder for contract award. SCE also performed all construction administration, inspection and monitoring services and completed all state and federal paperwork and reports to facilitate the successful completion of the project for reimbursement to the Borough. Downtown Streetscape Phase I & II – Borough of New Providence, County of Union, NJ Client: Borough of New Providence Contact: Douglas Marvin, Borough Administrator, (908) 665-1400 Dates: June 2016 – April 2017 SCE was contracted to prepare a downtown streetscape improvement plan for the Borough of New Providence business district, formally known as Phase One of the Downtown Streetscape. This project entailed a detailed survey and sidewalk inventory of all conditions located between the curbline and store fronts in the downtown business district which totaled 2,800 feet of roadway. The final plans depicted new curbs, handicapped ramps, paver block sidewalks, use of stampcrete, new lighting, benches, refuse cans and the removal of any non-ADA conditions. The plans also included the realignment of the main driveway into the shopping center and the design and inclusion of a memorial park near the Town Hall Plaza. SCE most recently revisited this project by providing the Borough with professional engineering, land surveying and environmental engineering services in Phase Two of the Downtown Streetscape. Ocean Beach III – West Bay View Dr. Paving Improvements- Township of Toms River, County of Ocean, NJ Client: Toms River Municipal Utilities Authority Contact: Stephen C. Acropolis, Executive Director, (732) 240-3500 Dates: 2017-2018 Estimated Construction Cost: $472,000 SCE performed engineering services associated with the paving design, bid, construction administration and inspection services of the reconstruction/rehabilitation of West Bay View Drive known as Ocean Beach III. SCE is coordinating with TRMUA and all respective project representatives in order to meet the goals of this project. SCE is performing value engineering on the project to ensure the project fits within the budget constraints of the TRMUA and other funding sources. 3 SIMILAR PROJECT EXPERIENCE ROADWAY/INTERSECTION PROJECTS Oldwick Sidewalk Improvements - Township of Tewksbury, County of Hunterdon, NJ Client: Township of Tewksbury Contact: Jess Landon, Township Administrator, (908) 439-0022 Dates: 2010-2013 In 2007, Tewksbury Township initiated the process of obtaining funding for the replacement of sidewalks within the Oldwick Village. The Oldwick Village dates to the late 1700’s, with much of the sidewalk having been installed by the individual property owners in a piecemeal fashion throughout the past 150 years. As such, the sidewalk was made of various materials depending on the needs, material availability, and preference of each property owner. These included red brick, blue stone, and concrete. Given the age of most of the existing sidewalk, severe settling and deterioration of the brick and blue stone had made the sidewalk hazardous based on today’s standards for public access for sidewalks. As a historic district within a community which places great value on maintaining every aspect of its’ historic nature, there was a considerable amount of effort in establishing a suitable design for the replacement sidewalk meeting all of the current sidewalk design standards while preserving the individual character of the Oldwick Village. This required the development and presentation of multiple design scenarios and their associated costs for evaluation and approval by the Township and Village constituents. Ultimately, the blue stone sidewalk installed on standard concrete sidewalk base was determined to be most in keeping with the nature of Oldwick Village. Funding was made available through a Federal Housing and Urban Development grant. The first phase was the replacement of 650 feet of sidewalk along the east side of Old Turnpike Road along with the installation of six ADA compliant, handicap ramps at the intersections of Church Street, James Street and Joliet Street. The second phase was the replacement of 750 feet of sidewalk along the opposite or west side of the same section of Old Turnpike Road and an additional 250 feet along the south side of King Street extending west from Old Turnpike Road. This phase included the installation of two ADA compliant handicap ramps as well as a number of driveway crossings. Lake Hopatcong Foundation Beautification Project - Township of Roxbury, County of Morris, NJ Client: Lake Hopatcong Foundation Contact: Martin Kane, (973) 663-2500 Dates: 2014 – 2015 SCE was contacted by the Lake Hopatcong Foundation (LHF), a non-profit organization, to provide assistance on a Beautification Project at the intersection of the southerly end of Lake Hopatcong. SCE volunteered services to work with the LHF President, Grants Administrator, Lake Hopatcong Historical Museum President and other organization members to develop plans and design elements related to this project. The project included the replacement of the Landing Road Bridge over the New Jersey Transit Railroad and Morris Canal, intersection improvements such as realignment of Lakeside Boulevard and additional access to the Lake Hopatcong train station, streetscape improvements to include widening of sidewalks, decorative 4 SIMILAR PROJECT EXPERIENCE ROADWAY/INTERSECTION PROJECTS lighting, planted medians with safety islands, signals for improved pedestrian circulation, landscape improvements, “green” stormwater drainage improvements and the addition of a pocket park at the intersection. Roadway Improvements - Township of Allamuchy, County of Warren, NJ Client: Panther Valley Property Owners Association Contact: Matthew Begley, Manager, (908) 852-8400 Dates: 2010 – Present SCE was engaged by Panther Valley Property Owners Association (PVPOA) to provide assistance with their roadway improvements projects from 2010 through to 2018. SCE provided engineering services on all phases of the roadway projects within the community including preliminary and final design, bid phase and construction administration phase. SCE continues to provide these professional services on current roadway projects within the community. SCE provided field survey on the projects along with inspection of all inlets, evaluate reconstruction and milling, determination of both surface and sub-surface drainage issues and preparation of preliminary probable cost estimates. A contractor provided by PVPOA was used to assist with the removing of inlet grates for their inspections and to excavate and repair test holes to determine existing pavement thicknesses and to investigate areas with pavement failures and ground water issues. SCE worked with PVPOA continually during this process. Final plans, specifications and an updated probable cost estimate were provided to PVPOA and provided the basis of contractor bidding and will show all areas of expected required work of the successful contractor. All plans include quantities, plan sheets, construction details and traffic control plans. SCE assisted with the bid phase services of the projects and prepared bid packages which were made available to the contractors selected by PVPOA. Bid packages include plans as described above, specifications, construction details, and proposal form with estimated quantities, sample contract and all necessary information to receive unit prices from contractors. SCE made recommendations to PVPOA for award of project. Various Streetscapes - Township of West Orange, County of Essex, NJ Client: Township of West Orange Contact: Leonard Lepore, PE, Township Engineer, (973) 325-4160 Dates: 2004 – Present SCE has been providing the Township of West Orange with engineering related services on a variety of road and streetscape projects since 2004. Recently, SCE is assisting the Township of West Orange on their Winding Way Roadway & Drainage Improvements project, where we are providing survey and design services with preparing plans, specifications and a construction estimate for the reconstruction of approximately 1,200 feet of roadway. The streetscape projects which SCE has assisted on over the years included a range of reconstruction elements including providing new granite block curbing, concrete sidewalks, ADA handicap ramp design, driveway aprons, roadway milling and paving, sanitary sewer replacement of mains and laterals, resetting and reconstruction of various utility manholes and catch basins, resetting valve boxes, various traffic markings (stop bars, crosswalks, 5 SIMILAR PROJECT EXPERIENCE ROADWAY/INTERSECTION PROJECTS etc.), and landscaping improvements / restoration. Each of the projects entailed providing roadway design, project specifications and construction estimate for public bid. SCE continues to provide our professional services to the Township of West Orange on any of their roadway and engineering related projects and we have developed a lasting professional relationship with our client where we fully understand their goals and needs for each of their individual projects. 6 SIMILAR PROJECT EXPERIENCE WATER/WASTEWATER PROJECTS Hagedorn Hospital Water Tower Repair – Borough of Glen Gardner, County of Hunterdon, NJ Client: Division of Property Management & Construction Contact: Bill Mahan, Consultant Selection Coordinator, (609) 292-4234 Dates: June – Present Construction Cost: $1,084,200 The Division of Property Management & Construction (DPMC) retained SCE to provide engineering services for the rehabilitation of the Water Tower on the campus of Hagedorn Hospital. As a state-owned facility currently meeting the needs of approximately 150 residents, the water supply to the Hagedorn Hospital Campus is critical for daily domestic and fire suppression needs. A primary component of the water supply system serving this campus is the 250,000-gallon elevated water storage tank. The rehabilitation of this tank was overdue and is the primary objective of this project. The existing tank coatings on the exterior, interior dry surfaces, and interior wet surfaces have reached and exceeded their useful life expectancy with sporadic corrosion and severe rust staining occurring on the exterior bell, stem, upper knuckle, ball, and interior surfaces. The coating was identified as an alkyd system and the coating sampling resulted in lead levels which exceeded OSHA’s Lead in Construction Standard, 29 CFR 1926.62 and Lead in General Industry Standard, 29 CFR 1910.1025. For successful project completion, this required the water storage tank to be removed from service for an extended period of time. The impact of that interruption was adequately and safely managed by the SCE Project Team, the Contractor and the water system operation. This project successfully accomplished the rehabilitation of the existing water storage tank (interior and exterior coating system and all related accessory and structural repairs) while maintaining the adequacy and safety of the water supply pressure, volume and water quality required by the public water system regulations and its users. Fire Hydrant Replacement Project – Township of Brick, County of Ocean, NJ Client: Brick Township Municipal Utilities Authority Contact: Stephen Specht, Deputy Executive Director, (732) 458-7000 Dates: July 2016 – Present The SCE project team was retained by the Brick Township Municipal Utilities Authority (BTMUA) to perform engineering services associated with the Fire Hydrant Replacement project. SCE is providing design, permitting, bidding, and construction administration/inspection services for the removal and replacement of approximately one-hundred (100) fire hydrants throughout the Township. The work also includes replacement of several flushing hydrants which allow for maintenance and cleaning of some sections of the distribution system. The new hydrants will be wrapped with polyethylene encasement and provided with stainless steel hardware because the hydrants are located in a shoreline area influenced by brackish water. Furthermore, the project includes preparing applications and supporting documents for the funding by the New Jersey Environmental Infrastructure Trust. 7 SIMILAR PROJECT EXPERIENCE WATER/WASTEWATER PROJECTS NJSME AWARD-WINNING PROJECT FOR 2017 MUNICIPAL MANAGEMENT PROJECT Wells #4, 7 & 16 – Town of Clinton, County of Hunterdon, NJ Client: Town of Clinton Contact: Rich Phelan, Public Works / Business Administrator, (908) 735-8616 Dates: April 2012 - Present As Consulting Engineer to the Town of Clinton, SCE has advanced the design and permitting of proposed Well 16, a limestone well capable of producing over 1,000 gallons per minute. This project was initiated with Vincent Uhl of Uhl & Associates, who was instrumental in exploring the region and advancing three (3) test wells to find the proposed production well location, depth and casing design. The project was further complicated by the introduction of the Highlands regulations, due to the well’s location within a sub-watershed in deficit. SCE worked closely with the Highland Council in developing a water use and conservation management plan designed to reduce the impact of the new diversion, so as to enable the well to be permitted. Well construction was completed in 2013 and treatment facility construction was substantially completed and operational in 2016. SCE has also worked on Well No. 4 and Well No. 7. The proposed Well No. 7 facility improvements funded under the NJEIT program include the demolition of the existing facility equipment, replacement of the raw water and finished water piping and valves, and installation of new booster pumps on variable frequency drives designed to maintain constant system pressure. The treated water will be discharged to the on-site 100,000 gallon finished water storage reservoir which will be fitted with a tank mixing system, to provide the necessary contact time to achieve 4-log disinfection. The treatment facility will be outfitted with an emergency power generator. Well No. 4 is the eastern most facility for the Clinton Water Department. The current well production facility has outdated mechanical systems and is located in a below ground structure that is defined as a confined space per Occupational Safety and Health Administration (OSHA) regulations. PROJECT HIGHLIGHTS 1. First NJDEP allocation permit modification in the Highlands Region covered by a Water Use and Conservation Management Plan. 2. High Yield well set in Jacksonburg limestone with cavernous aquifer with excellent water quality. 3. Well construction and treatment facility administrated under separate contracts resulting in large cost savings. Boonton Avenue Interceptor Project - Borough of Butler, County of Morris, NJ Client: Pequannock River Basin Regional Sewerage Authority Contact: Daniel Kelly, PE, Consulting Engineer, (973) 285-9058 Dates: 2013 – Present The Pequannock River Basin Regional Sewerage Authority (PRBRSA) owns and operates an extensive sewerage system of main interceptor sewers serving the municipal sanitary sewer collection systems for the Boroughs of Bloomingdale, Butler, Kinnelon and Riverdale as well as a small portion of West Milford in Morris and Passaic Counties. The PRBRSA regional system conveys sewage flows through a 7-mile system of interceptor sewers, ranging to 36-inch diameter that discharge into the Two Bridges Sewerage Authority (TBSA) system for treatment and disposal with effluent discharge into the Pompton River. By contract the Authority currently has 2.6 mgd of treatment capacity in the TBSA system. As an element of its ongoing infrastructure operation and maintenance program, PRBRSA hired SCE to provide engineering services on the rehabilitation of the existing Boonton Avenue Interceptor. 8 SIMILAR PROJECT EXPERIENCE WATER/WASTEWATER PROJECTS The proposed improvements generally include the following:  Replace approximately 770 linear feet of 8 through 18-inch diameter sewer mains  Line approximately 4745 linear feet of 8-inch through 18-inch sewer mains  Replace or refurbish 37 existing manholes The Project includes replacement of a temporary 8-inch line presently suspended under a County of Morris bridge within Valley Road. The line replacements involve only those sections which are hydraulically overloaded to minimize the potential for sanitary sewer overflows or which are structurally deficient and cannot be lined. The remainder is proposed to be lined, again in order to extend the service life for another 40 years. The project is funded through the NJ Environmental Infrastructure Trust Financing Program. Anaerobic Digester - Borough of Glen Rock, County of Essex, NJ Client: Village of Ridgewood Contact: Chris Rutishauser, Director of Public Works / Village Engineer, (201) 670-5500 Dates: 2015 – Present SCE was retained by the Village of Ridgewood to provide design, planning, and construction administration services for the Rehabilitation and Cleaning of two (2) Anaerobic Digesters. SCE examined and assessed the current sludge mixing equipment, the FOG receiving station, as well as conducted an inspection of the existing covers to evaluate performance. SCE is preparing a formal report documenting the existing conditions as well as proposed upgrades. Pump Station NOS. 6 & 7 – Wastewater Sampling SOP’s - Township of Monroe, County of Middlesex, NJ Client: Township of Monroe Contact: Michael Barnes, PE, CME, Director, (732) 521-1700 Dates: May 2015 – Present These stations represent the major transfer points where wastewater discharges from the MTUD collection system and enters the Middlesex County Utilities Authority (MCUA) receiving sewerage system. Flows and water quality parameters are measured at these locations, which are then used by MCUA for determining the bulk transfer charges for collection and treatment. The parameter of concern is Total Dissolved Solids (TDS) and current sampling methods and procedures may not be providing the correct concentration values. SCE is reviewing current sampling procedures of both MTUD and the MCUA at Pump Stations No. 6 and 7 and reviewing the existing compliance monitoring documentation and historical results. SCE is reviewing proposed sampling procedures of both MTUD and the MCUA at Pump Stations No. 6 and 7. Where adjustments to this procedure may establish more accurate data, those procedures will be proposed. Review sampling pull locations of both parties at Pump Stations No. 6 and 7. Prepare recommendations, as it pertains to best practices and achieving the most accurate TDS results at each location. As noted above, SCE is evaluating the historical sampling records and results, and may recommend a program of additional supplemental monitoring and sampling to create a more tactical benchmark of results. Other options that may be recommended include profiling with conductivity probes and other periodic grab samples. An allowance figure is included in the 9 SIMILAR PROJECT EXPERIENCE WATER/WASTEWATER PROJECTS proposal to address those options. Report if there are any specific findings as to direct correlation between MCUA procedures and elevated TDS levels, as well as MTUD procedures that may cause lower inaccurate TDS levels. Pipeline Construction Project - Township of Monroe, County of Middlesex, NJ Client: Township of Monroe Contact: Michael Barnes, PE, CME, Director, (732) 521-1700 Dates: 2017 - Present SCE is providing Preliminary Engineering, Design, and Permitting services for these five pipeline projects, which include: 1) designing a repair for the State Street stream crossing; 2) designing the removal of existing pressure reducing valves (PRVs) and installation of valves and spool pieces at five locations, and a new PRV installation; 3) design of 3,000 ft. of 12 inch non-potable irrigation main along Avenue K, a stub for a proposed well supply, and connections to two existing water mains at existing backflow preventers; 4) preliminary design of three new interconnections with adjacent water suppliers; and 5) preliminary design of a 1 mgd booster pump station to lift water from the low pressure Zone 1 to the higher pressure Zone 3. The projects are located within the established rights-of-way which may also accommodate the sanitary sewers, storm sewers, and gas utilities. The State Street stream crossing is anticipated to be an aerial crossing supported by columns on either side of the stream. The design will be coordinated with the County engineering department with respect to the existing bridge. Approximately 100 feet of HDPE pipe will be encased in an insulated carrier pipe. The work will also include a fire hydrant and isolation valves on either side of the stream. The PRV work includes removing five existing PRVs and installing spool pieces and isolation valves in the existing chambers. The spool pieces range from 4 in for some bypass lines to 12 in from some of the PRV lines. A new PRV chamber will also be designed to MTUD standards. The 3,000 ft. of 12 in irrigation main will connect to existing piping and backflow preventers in the area of Avenue K. The design will include a stub to connect into a proposed well for supply of irrigation water. Environmental protections will be provided, including soil erosion control permits from the Freehold District Soil Conservation office. 2.5 MG Water Tank Construction - Town of Clinton, County of Hunterdon, NJ Client: Town of Clinton Contact: Roger Plaisted, Water Superintendent, (908) 735-2265 Dates: March 2011 – December 2011 The majority of the Town of Clinton Water System utilizes one 2.5 MG steel water storage tank for supply management and pressurization maintenance throughout the water distribution system. As a critical component of the water distribution system, the condition of the structure was evaluated with findings warranting extensive rehabilitation. This work would require that the tank be taken off line for an extended period of time. SCE performed an analysis of the water distribution system and determined the existing tank site, 10 SIMILAR PROJECT EXPERIENCE WATER/WASTEWATER PROJECTS however spatially constrained, was the best location for a duplicitous storage tank. SCE developed site plans for the new tank to be located adjacent to the existing tank with only a minor increase in easement area designated to the Clinton Water Utility. Site plan approval process was required from Clinton Township and addressed by SCE in our services. Given the expense of this project, funding from the NJ Environmental Infrastructure Trust Program was procured for which SCE developed and prepared all submissions from initial application through project award application. Downtown Water Main Replacement Project - Town of Clinton, County of Hunterdon, NJ Client: Town of Clinton Contact: Roger Plaisted, Water Superintendent, (908) 735-2265 Dates: March 2011 – 2012 SCE provided Design and Permitting services for this project, which included the replacement of existing 4 and 6-inch water main with new 8-inch and 12-inch water main along Leigh Street in the Town of Clinton. The project included the installation of 1,500 LF of 12-inch diameter water main and 1,050 LF of 8-inch diameter water main within the established right-of-ways in the Downtown roads which also accommodate the sanitary sewer, storm sewer and gas utilities. The water main connections at cross streets locations were designed for appropriate abandonment of the 4 and 6 inch mains while maintaining water service throughout the project area. Over 60 individual service connections including curb stops and valve boxes are to be replaced transferring these from the abandon line to the new main. The implementation of this project is under strict scheduling requirements for which SCE developed a detailed phasing plan in order to reduce the amount of impact to the commercial and residential properties located within the project area. Relocate Water & Sewer Mains on Saint Charles Street - City of New Brunswick, County of Middlesex, NJ Client: City of New Brunswick Contact: Richard Moody, PE, CME – City Engineer, (732) 745-5056 Dates: 2012 – 2014 SCE was selected by the City of New Brunswick for the relocation of the water and sanitary sewer mains that was in conflict with the replacement of an existing storm culvert across Charles Street. SCE performed a field investigation including identification of water and sanitary system flow patterns and service and lateral connections, adjacent property conflicts. SCE provided survey basemap data from the County’s Engineer to design the appropriate sanitary sewer and water main modifications necessary to maintain these services following the culvert replacement. Greystone State Psychiatric Hospital, DPMC Project # M1394-00, Trickling Filter Media Replacement, Borough of Morris Plains, County of Morris, NJ Client: State of NJ Department of Property Management and Construction Contact: Michael Fitzgerald (609) 984-7913 & Todd Jones (609) 984-4710 Dates: 2012 SCE was contracted by DPMC to design improvements to existing trickling filter media replacement for the Greystone State Psychiatric Hospital WWTP, in response to an NJDEP administrative Consent Order. This project included strict timeline and process conformance specifications. The project included the decommissioning and demolition of two existing stone media trickling filters assemblies and media, and installation of new plastic sheet filter media and rotary distributors. One filter for the facility had to remain in full service during the project and final demolition involved analytical waste classification of media for anticipated ultimate re-use or disposal. SCE provided construction period administration and inspection services including preparation of the final construction as-built drawings, in full conformance with the DPMC Procedures Manual. 13 SIMILAR PROJECT EXPERIENCE WATER/WASTEWATER PROJECTS Water Use and Conservation Management Plan - Town of Clinton, County of Hunterdon, NJ Client: Town of Clinton and NJ Highlands Council Contact: Rich Phelan, Director of Public Works & Business Administrator, (908) 735-8616 Dates: March 2016 – February 2017 The Highlands Regional Master Plan outlines the net water availability for the entire Highlands region and requires that water purveyors in the region that supply areas in deficit must prepare a water management plan. The Town of Clinton Water Department (CWD) was required to prepare a water management plan in order to advance a project which is consistent with the goals of the Highlands RMP to serve an area of planned community development. Preparation of the water management plan was a complicated task due to the extent of the CWD service area across all or parts of nine HUC 14 sub-watersheds. As water system consultant to CWD, SCE developed a work plan for preparing the water management plan in cooperation with and partially funded by the Highlands Council. The water management plan developed by SCE is the first of its kind in New Jersey. SCE worked cooperatively with the Highlands Council technical staff to develop a draft water management plan, which will ultimately serve as a model plan for water utilities within the Highlands region having net water deficits. The work plan included gathering data on the regional wastewater systems, other municipalities, environmental constraints, land use/land cover, population, and other inputs for analysis using the current GIS. The resulting analyses revealed certain findings in the net water availability initially reported. The analyses provided a framework for an implementation plan to conserve the water resources of the area, consistent with the goals of the RMP. Braddock Park to accommodate a multi-purpose synthetic athletic facility of football and soccer fields overlaid on three (3) baseball fields that included backstops, dugouts, bleachers, water fountain, fencing, sports lighting, drainage and all other necessary amenities. An Armed Forces Memorial Area was also designed in an adjacent area to the fields. The project consisted of construction of approximately 260,000 square feet of permanent synthetic multi-use fields to accommodate soccer, football, softball and baseball field are vast improvement in terms of demand and lack of wear. The westerly portion was reconstructed to house a memorial park with integrated pathway linkages and a forest landscaping of the area between the active and passive developments. A restroom building with 12 stalls was constructed to service the entire northerly portion of the County park for simultaneous multiple events, as well as passive recreation. Due to the increased field usage by community activists and local residents, the City of Perth Amboy determined that the installation of a multi-purpose synthetic turf field was necessary. Services on the project include surveying, field design, drainage, permitting, bidding, and construction administration assistance services. SCE met with the City personnel on several occasions to discuss the various aspects of the project to ensure the needs of the City were maintained and the project time-line was being met. Kenah Park Improvements - City of Elizabeth, New Jersey Client: City of Elizabeth Contact: Paul Addessa, Director of Recreation Dates: 2015 - 2016 SCE was selected by the City of Elizabeth as the consultant to provide design and construction observation and administration services on the recreation facility improvements project, which included a synthetic turf field, parking improvements, sport and site lighting, fencing, pathways, rain garden and landscape improvements at Kenah Park located at the end of Fanny Street. SCE met with City representatives to obtain feedback on the concept plan which SCE prepared and received input for the final design of the proposed park. Angela Hibbard Park - Township of Brick, New Jersey Client: Township of Brick Contact: Joanne Bergin, Township Administrator, (732) 262-2933 Dates: 2016 SCE was selected by the Township of Brick to perform Construction Administration Services for the Angela Hibbard Park Improvements. SCE’s attention to detail during the construction process and ability to foresee problems before they arose due to site conditions, ultimately produced a successful construction process. The improvements included in the project consisted of resurfacing and striping an existing parking lot, two (2) playgrounds, one for 2-5 year olds and one for 5-12 year olds both with swings, a basketball court, a tennis and pickle ball court, a monument area, open lawn panel and the first dog park area located within a Township Park. Site furnishings such as bike racks, benches, picnic tables, and trash receptacles, landscaping, irrigation system, decorative site lighting, security system infrastructure, fencing and dog park amenities were provided and installed as part of the project. 24 SIMILAR PROJECT EXPERIENCE HIGHER EDUCATION/BOARD OF EDUCATION Lawrence Township Board of Education - Township of Lawrence, County of Mercer, NJ Client: Township of Lawrence Contact: Thomas Eldrige, Business Administrator, (609) 671-5420 Dates: April 2015 – 2016 Lawrence Township Board of Education retained SCE to provide environmental, conceptual, final design and construction observation services for the Board’s Athletic Facility Improvements project. The state-of-the-art facility is located at Lawrence Township High School and Middle School complex and will include new baseball, softball, men’s and women’s lacrosse, soccer and field hockey fields. Improvements that were associated with the new facility included drainage, stormwater management system, fencing and walkways the athletic fields. The expectations of the Lawrence Township Board of Education were to maximize the amount of sport usage of their new synthetic turf fields and include numerous site amenities which has been accomplished. SCE evaluated two (2) potential locations for the new synthetic fields and created numerous concepts for the Boards consideration and approval. After initial evaluation of the locations, SCE determined the potential following site constraints; freshwater wetlands, flood hazards, riparian zones, Delaware Raritan Canal Commission and stream corridor buffer potential. Tennis Court Improvements – Township of Hanover, County of Morris, NJ Client: Hanover Park School District Contact: Carol Grossi, Superintendent, (973) 887-0320 Dates: 2012 – 2015 SCE completed survey, conceptual master plan study, environmental investigations, preliminary and final design and construction document preparation and construction administration services for the reconstruction of four (4) existing asphalt tennis courts and adding five (5) new Post Tension Concrete Tennis Courts. The newly constructed tennis courts were designed and constructed utilizing Post Tension Concrete Courts with reinforcement steel bars and state of the art concrete PT Slab construction. New fencing, tennis nets and posts were included in the reconstruction of the site amenities. SCE is coordinating with other consultants and contractors as well as various University Departments throughout the duration of this project. Our team of professionals are providing detailed construction cost estimates, construction administration and a construction phasing plan and will obtain all applicable permits from Local, State, and Federal governing authorities for this project. Athletic Field Improvements & Intermural Multi-Use Synthetic Turf Field - Borough of Glassboro, County of Gloucester, NJ Client: Rowan University Contact: Anthony Gattone, Previous Project Manager, (609) 617-9849 SCE provided design and construction oversight of the new NCAA synthetic turf soccer field facility and multiuse intramural fields at the existing natural grass field locations. The new parking area and campus walkways will incorporate sustainable design practices to encourage stormwater management and provide an enhanced landscape aesthetic to meet the goals of the University. SCE provided athletic field improvements that include stormwater design, drainage improvements, pedestrian spectator enhancements and circulation, improved landscape and thematic environment enhancements, and vehicular parking area improvements. SCE stripped the existing athletic field and replaced it with a state-of-the-art synthetic turf system equipped with under drainage and below grade stormwater management piping to ensure drainage met the requirements of NJDEP, the Township of Lakewood and the Soil Conservation District. The new facility meets NCAA requirements and include a 400-meter all-weather running track and areas for field events, a multi-purpose soccer/lacrosse/field hockey field that may be later converted to a synthetic turf field, two (2) natural turf softball fields, two (2) natural turf soccer fields, six (6) tennis courts, sports lighting and spectator sitting areas, site walkways, parking areas, and stormwater management facilities. The facility provides a valuable resource and are utilized on a daily basis by the University community. SCE also utilized our in-house survey crew personnel and state-of-the-art survey equipment, including but not limited to GPS and robotic stations to conduct supplemental survey information for the topographic and planimetric survey of the project site, in order to provide detailed engineering plans for construction documents and permitting approval purposes. Site improvements include the design of new site grading and new retaining walls surrounding the entire western perimeter of the stadium to provide additional field areas and improved site access and drainage facilities. Renovations of the restroom facilities were completed along with a new concession and storage building. Site improvements also included the design of an improved subsurface drainage systems, site electric service, security fencing, maintenance access areas, storage buildings, improved pedestrian access and spectator sitting areas. Additional services provided by SCE included coordination with all regulatory agencies and the State of New Jersey Department of Education. Tennis Court Improvements – Township of Ewing, Mercer County, NJ Client: The College of New Jersey Contact: David Matlack, Engineer Project Coordinator, (609) 637-5140 Dates: 2011 Construction Cost: $426,500 SCE provided services to The College of New Jersey for the design, renovation and site improvements to the tennis court facilities. The proposed facilities were designed to meet NCAA requirements and included the design improvements to eight (8) tennis courts, spectator areas, fencing improvements, drainage and landscape improvements, site walkways and stormwater management facilities. 28 SIMILAR PROJECT EXPERIENCE HIGHER EDUCATION/BOARD OF EDUCATION Hamilton Field – Town of Dover, County of Morris, NJ Client: Dover Public Schools Contact: Bob Becker, Superintendent, (973) 989-2000 Dates: 2011 - 2016 The design phase for the Hamilton Field project was completed on a fast track schedule consisting of three (3) weeks from the beginning of site field survey and concept sketches to the completion of construction plans and specification documents and advertisement to bidders. The SCE Project Team prepared an overall site improvement master plan to accommodate future athletic facility, maintenance and spectator area improvements. SCE also designed a variety of custom field logos and graphics including an intricately detailed Tiger head logo with four colors that is custom fabricated of synthetic turf materials. The experience of the SCE project team enabled the project to be designed and receive all required regulatory and municipal approvals within the aggressive time schedule and allow the public bidding and award of the construction contract to meet the requirements of the Board of Education and the Town of Dover community. SCE also provided preliminary phase and schematic design phase services on the Field House Renovation project. SCE partnered with FKA Architects to provide construction documents, bidding phase and construction administration services for the field house to provide a state-of-the-art facility. The existing field house was approximately 4,000 square feet in size and is comprised of brick and concrete masonry unit construction. SCE assisted with the interior renovations of the building to include ADA upgrades and title 9 compliance. SCE’s Project Team is fluently knowledgeable in the requirements of applicable governing building codes and industry standards for this type of renovation improvements. The SCE Project Team is highly experienced in providing design, bidding and contract administration services for the development of state-of-the-art athletic facilities and worked diligently to provide Dover Board of Education with services to successfully complete this project. Track & Field – Borough of Haledon, County of Passaic, NJ Client: Manchester Regional High School Contact: John Serapiglia, Jr., School Business Administrator & Board Secretary, (973) 389-2842 Dates: May 2012 – November 2012 SCE was retained by the Manchester Regional High School District to survey, design, bid and perform full contract and construction administration services on this fast-tracked athletic facility project. The proposed survey and design phases of the project were completed in a two-week time period in order to advertise, publicly bid and award the project to meet the scheduling requirements of the School District. The project consisted of designing an all-weather 400 meter running track, new field events, fencing and drainage facilities at the location of an existing cinder track. The design of the running track and perimeter drainage systems was designed to include a concrete perimeter curb to allow a clean inside edge constructed along the track and to 29 SIMILAR PROJECT EXPERIENCE HIGHER EDUCATION/BOARD OF EDUCATION establish the standard method of construction detailing to allow a header board to be anchored inside the concrete curb edge to allow the connection for a future synthetic turf field surfacing system at the multi-purpose field area. Various design plans and cost estimates were prepared to include six different track surfacing options of various levels of performance, the option to construct additional track lanes, runway chutes, and site drainage and spectator improvements to assist the Board of Education in maximizing the available project construction funding. NJPO ACHIEVEMENT IN PLANNING - AWARD-WINNING PROJECT 2018 Baseball Complex – Town of Hackettstown, County of Warren, NJ Client: Centenary University Contact: Scott Kushner, Assistant Director of Athletics, (908) 852-1400 Dates: 2017 - Present Estimated Construction Cost: $1,900,000 SCE was tasked with providing all professional services necessary for the reconstruction of the existing grass field for the installation of the proposed synthetic turf field at Centenary University in Hackettstown, New Jersey. Services include survey, planning/permitting design and construction, administrative services for the proposed field, spectator seating area, scoreboard, stormwater management and site grading. The project also includes the design of several offsite improvements as a condition of local approvals. A thorough stormwater analysis of the project site was performed including coordination of geotechnical borings and percolation testing of the soils, evaluation and analysis of historic site drainage reports, generation of detailed stormwater models and the design of a stormwater collection, storage and discharge system to meet all local, state and federal regulations. This analysis included design for protection of a soluble limestone bedrock layer discovered beneath the project site. The design of the multipurpose synthetic turf field includes field impermeable liner for bedrock protection, stormwater under drain, storage and collection system, perimeter curbing/curb-wall and fencing, an elevated spectator area with bleachers along with a landscaped berm to offer a grand view of the field, railing and wall padding, scoreboard, field access driveway and concrete walkways with a decorative entry sign. Value engineering was also performed regarding site grading. The design was to balance the overall cut and fill soil volumes on a site with an elevation change of over twenty feet and keeping all soil on site. Traffic calming and pedestrian circulation improvements were also designed to address existing safety issues. The off-site improvements included sidewalk, curbing, ADA ramps, drainage improvements, and intersection reconfiguration. Originally, the high school stadium field included a natural grass multi-purpose football/soccer field, an oval track with six (6) lanes and a straight away, other track and field appurtenances, home bleacher stand with press box and public address speakers, visitor side bleachers, existing sports lighting and a score board. The design of the new synthetic turf multi-purpose field required SCE to perform site investigations, test pit explorations and stormwater management investigations to accommodate the synthetic turf field and associated drainage system. SCE designed an infiltration based drainage system to retain the majority of stormwater runoff on site and allow infiltration into the existing soils. SCE was also retained to perform engineering services for the planning, site design, construction observation and administration phase services related to the High School Stadium Spectator Plaza. The plaza was designed as a space for students, spectators and fans to gather during events at the newly reconstructed stadium synthetic turf field and 400 meter running track. Future additions to the spectator plaza will link the plaza to the restrooms and concession stand located north of the plaza and home side bleachers. SCE performed surveying and base mapping services, preliminary and final engineering and landscape architecture design services, subsurface investigation and soils evaluation, permitting, budget analysis, site design, custom logo and graphics design services, bidding services, and provided construction administration and observation services for both projects. The field previously consisted of a natural grass soccer and softball field and has been redesigned as a synthetic turf multi-purpose soccer/lacrosse/field hockey and softball field, home and away bleachers, proposed infrastructure for future sports lighting and pedestrian walkways and access areas. The design of the new synthetic turf multi-purpose field required SCE to perform site investigations, test pit explorations and stormwater management investigations to accommodate the synthetic turf field and associated drainage system. SCE designed the drainage system to retain the majority of stormwater runoff on site and allow infiltration into the existing soils. The existing 72” x 132” elliptical storm drain beneath the field was inspected and photographed to enable SCE to recommend repairs to the 40 year-old drainage structure. SCE’s scope of services for the project include surveying and base mapping services, preliminary and final engineering design services, subsurface investigation and soils evaluation, permitting, budget analysis, site design, custom logo and graphics design services, bidding services, and will provide construction administration and observation services. Improvements included replacement of sidewalk and curbing as well as milling and re-paving of existing areas. 32 SIMILAR PROJECT EXPERIENCE HIGHER EDUCATION/BOARD OF EDUCATION A revised layout of the lot adjacent to the elementary school provided a new drop off area as well as sidewalk, curbing, pavement, and lighting. Other improvements included drainage modifications, additional parking spaces, and a revised one-way traffic pattern for vehicular circulation. The landscape architects on the project team designed an environmental education element into the project to portray how “Green Infrastructure” and a Rain Garden works to minimize storm water runoff. A storm water management facility with a rain garden was designed as part of the project to educate individuals on how storm water runoff is collected and infiltrated into the existing soils to reduce runoff and how the rain garden functions as a natural filter to benefit the environment. Ocean Elementary Natural Grass Field Renovations-Borough of Point Pleasant, County of Ocean, NJ Client: Point Pleasant Board of Education Contact: Steve Corso, Business Administrator & Board Secretary (732) 701-2502 Dates: 2018 - Present The project consisted of SCE providing professional construction administration and part-time observation services during the construction phase of the reconstruction of the existing natural grass soccer field located at Ocean Road Elementary School. The Point Pleasant Board of Education contractor will reconstruct the soccer field by removing existing natural grass, adjusting sprinkler heads, testing existing soils, tilling soil amendments, fertilizer and organic compost to build soil structure, regrade the field to appropriate elevations for the soccer field use, install large roll Kentucky Bluegrass/Tall Fescue blend sod on the soccer field area of approximately 180 feet x 300 feet. The contractor will raise and adjust irrigation heads and valve boxes and the construction area will be cleaned, fenced off and secured with temporary fencing and disturbance areas will be restored. Campus Site Improvements – Township of Edison, County of Middlesex, NJ Client: Middlesex County College Contact: Randy Larate, Director, Facilities Engineering, (732) 906-7780 Dates: October 2017 – August 2018 Construction Cost: $ 976,259 SCE provided the design and construction oversight of campus improvements. Services included design, bidding, construction administration and observation of the parking lot improvements to multiple areas. The improvements included milling of existing asphalt, new surface course, sidewalk, guiderail, curbing, drainage, ADA improvements, striping, and parking lot lighting. The initial phase of the project was to provide the College with a Feasibility Study to determine which proposed improvements were required across the campus and to prioritize them with estimated construction costs. The first priority was the various parking lot improvements that included drainage and pavement improvements. The project schedule for construction was accelerated due to the timing of fall classes and the need to complete construction during the summer break period. 33 SIMILAR PROJECT EXPERIENCE SITE/CIVIL ENGINEERING Roof Replacement - Township of Mahwah, County of Bergen, NJ Client: IMPAC Property Management Company/Birchwood Hills Association Contact: Kim Nitz, Community Manager – (800) 624-4294 Dates: 2015-2018 Construction Cost: $1,200,000 Initially in 2015, SCE provided a site wide roof inspection for this community to prioritize all future roof replacements based on condition. SCE then worked with the Community to develop a roof replacement program based on need and available funds. Since then, Birchwood Hills has implemented an annual roof replacement program based on the results of SCE’s initial report and prioritization. In 2015, SCE provided engineering design and specifications, construction administration, and construction inspection services. To date, the Community has successfully installed over 2,000 squares of new roof during the course of this replacement program. The program was completed in January of 2018. DPW Roof Replacement - Town of Boonton, County of Morris, NJ Client: Town of Boonton Contact: Mike Petonak, DPW Director, (973) 402-9640 Dates: January 2017 – January 2018 Construction Cost: $64,200 SCE produced contract documents and provided construction oversight for a portion of the Department of Public Works (DPW) roof replacement project. The building’s roof was over twenty (20) years old and had been patched on numerous occasions over several years. The building’s roof section in need of repair was approximately 6,200 square feet with limited sheathing replacement required. SCE provided daily coordination to oversee the construction to replace the existing roof and apply new membrane roofing on a portion of the DPW building to fix the leaking issues. These roofs consisted of flat roofs with built- 32 SIMILAR PROJECT EXPERIENCE SITE/CIVIL ENGINEERING up systems and parapet walls. The roofs were originally designed for operations personnel to access equipment and building and treatment components on or near the roofs, so installation work had to be carefully coordinated so as to not interfere with facility operations. SCE provided daily coordination with facility operating staff and addressed a variety of changed conditions during the roof removal and installation work, including penetrations, relocation of mechanical equipment, severe flashing and waterproofing repairs and temperature limitations during the fall installation period. Mixed-Use Downtown Development Project - Town of Hackettstown County of Warren, NJ Client: Jade Hackettstown Association Contact: Jeff Weinflash Dates: 2013 - Present SCE provided engineering and landscape architecture services for the redevelopment of a mixed-use downtown improvement project. The project consists of 66 Townhouses, 42 apartments, approximately 31,000 square feet of first floor retail, and 3 acres of passive recreation open space. The project was proposed to advance the downtown streetscape improvements of the Town of Hackettstown and create an actual downtown center. SCE’s scope included survey, site layout and conceptual design, planning/permitting, landscaping design, roadway design, lighting design, utility design, passive recreation space design, and site grading design. Due to historic flooding issues at the project location, extensive stormwater management design and watershed analyses were also performed as part of this project to protect the proposed improvements and support the application. The proposed design includes residential opportunities within in a downtown center with desirable access to restaurants, services, and stores to create an objectively self-sufficient downtown community. Medical Campus Site Improvements - County of Morris, NJ Client: Private Dates: 2013 – Present SCE provided engineering and landscape architecture services for the expansion of an apartment complex that is incorporated into an existing medical facility. The project scope was to expand the on-campus living opportunity for the medical residency program at the medical facility and provide temporary living arrangements for the families of long-term patients. The apartment complex consisted of a total of approximately 315 apartments, 367 parking spaces and pedestrian access to the adjacent medical campus. SCE’s project scope included survey, planning/permitting, site design, landscaping design, lighting design, stormwater management design, utility service design, and site grading design. Facility Research Campus – Township of Hopewell, County of Mercer, NJ Client: O’Brien & Gere Engineers Dates: 2011 – Present The campus located in Hopewell NJ is a research facility with a population of nearly 2,000 employees. The campus was served by an on-site water system, but with limited capacity for expansion. The client identified an alternative water supply to the on-site system and arranged for the extension of service to the Campus. The existing conditions information will form the project base map. Detailed measurements of the decant tower mechanical and structural elements will be collected to facilitate new design elevations and improvements. In addition, survey crews will mobilize within the lagoon and conduct a detailed bathometric survey and well as collect sample data, cores and sludge measurements in the 1+ acre clear zone. This information will provide the details needed to specify and design the ballasted sheet piling installation (discussed below). It is anticipated that historical geotechnical information made available to the team during the development of this proposal will be utilized in re-establishing lagoon floor grades and also as a preliminary basis for sheet pile installation. In that the clear phase weir separation structure is installed in the floor of the lagoon to refusal, with competent rock less than 10-feet below the base elevation of the lagoon floor, and lateral loads on the clear phase separation structure are nominal, it will not be necessary to conduct a detailed geotechnical investigation for purposes of design. Another preliminary project task will be the clearing of vegetation on the lagoon upstream and downstream face of the rip-rap lined embankment (southern side nearest the decant tower). This will facilitate measurement and observation of the embankment during construction. Lastly, the engineering team will collect residuals samples from various locations and from the water treatment plant discharge directly, and conduct jar testing to establish existing conditions densities, solids concentrations, and the range of settling velocities for the purpose of verifying the weir deign elevation and clear zone design capacity to produce high quality supernatant from the lagoon. NJSME AWARD-WINNING PROJECT FOR 2016 MUNICIPAL MANAGEMENT PROJECT Birch Street Step Improvements - Town of Boonton, New Jersey Client: Town of Boonton Contact: Mike Petonak, DPW Director Dates: 2014 – 2015 SCE re-designed and reconstructed the Town of Boonton’s Birch Street Steps, which closed due to safety and financial issues. Due to the unique topography of the Town, the steps have been an integral part of the community for over a century, serving as a connecting point from the low sections of town to the high sections of town and vice versa. The project received a local aid grant by the New Jersey Department of Transportation, which initiated the plans for reopening of the steps. The Birch Street Steps project was approached with the intent to reconstruct the existing stair structure and provide a walking route from the upper section (William Street) to the lower section (intersection of Birch Street and Division Street) with handicapped accessibility. New handicap crosswalks along Birch, William and Union Streets were designed to comply with The Americans with Disabilities Act of 1990. There were many challenges associated with the topography and elevations of the 36 SIMILAR PROJECT EXPERIENCE SURVEYING SERVICES existing roadways, driveways and access to residential homes, but careful planning and design by SCE allowed for compliance and completion of these tasks. SCE plotted all deeds onto recent aerial photogrammetry of the City and have completed the initial submittal of the new digital maps and MOD IV database. Maps are currently being reviewed by State Division of Taxation. Completed maps will also serve as a base for the City’s GIS system. After collecting all the existing data on-site SCE uploaded and formatted the data in GIS and from using Overlay Hydrant data applied it to the GIS with distribution system mains and features, adding new accurately located hydrants.
