Specht, Supervisor Re: Termination of Memorandum of Agreement dated December 20, 2016 Dear Supervisor Specht: The New York State Department of State and the Town of Ramapo (the ??Town?) entered into a Memorandum of Agreement dated December 20, 2016, (the ?Memorandum of Agreement?) relating to the appointment by DOS of an Oversight Of?cer to review the Town?s activities relating to administration and enforcement of the New York State Uniform Fire Prevention and Building Code (the ?Uniform Code?). Today, December 19, 2018, the Department of State?s Division of Building Standards and Codes issued a Final Report of Code Enforcement Program and Activities of the Town of Ramapo (the ?Final Report?) based upon the Oversight Of?cer?s observations from December 2016 to the present. I am pleased to inform you that based on the Final Report, it appears that the Town is currently in substantial compliance with minimum standards for administration and enforcement of the Uniform Code (the ?Minimum Standards?), as set forth in 19 Part 1203. Therefore, pursuant to the paragraph in the Memorandum of Agreement entitled ?Termination,? the Memorandum of Agreement is hereby terminated, effective immediately, and the Oversight Officer previously designated to review the Town?s activities relating to administration and enforcement of the Uniform Code and Energy Code will cease her oversight activities, effective immediately. While the Oversight Of?cer will no longer act pursuant to the Memorandum of Agreement, she and other members of the staff of the Department of State?s Division of Building Standards and Codes (the ?Division?) will remain available to provide technical assistance to the Town?s building department upon request. Building Department staff should contact Mark Mirando of the Department?s Division of Building Standards and Codes at (518) 334-9768 to request such technical assistance. While the Town has made marked improvements in its code enforcement program and activities, it is important that the Town continue achieve and maintain compliance with the Minimum Standards. In addition, while the Division will no longer have an Oversight Officer on-site in the Town, the Division will continue to monitor the Town?s $340? Department Of State Hon. Michael B. The Town should continue to assist the Division in this regard and should, for example, provide the Division with information and records upon request, as required by 19 section 1203.403), and file annual reports as required by 19 section On behalf of the Department of State, I would like to thank you, the staff of the Town?s building department, the Town?s attorneys, and others in the Town who worked to improve the Town?s code enforcement program.
