Dear Colonel Green:

I write today concerning the possibility of using underutilized federal
property at the Army Reserve facility at 5161 Sepulveda Boulevard to
temporarily house homeless persons.

I?m aware that you have been on a conference call with representatives
of the City of Los Angeles, including Councilmember David Ryu, and my
staff. I?m also aware that, on the call, you agreed to provide access to the site
for a preliminary assessment. However, in response to coordinate a visit, you
informed city of?cials and my staff that you will not grant access to the site
until 2019 and that we cannot further have this conversation after that visit.

I understand that you are concerned that the Anti-Terrorism Force
Protection (ATP P) standards may preclude the underutilized property from
being used as a temporary homeless shelter. However, the City of Los
Angeles faces a humanitarian crisis; more than 31,000 homeless individuals
can be found sleeping on the streets any given night. We must, and can, do
better. To get there, every level of government needs to devote more
resources and establish public-private partnerships to combat homelessness.

To that end, I urge you to allow the City's staff to View the site within
the next two weeks. I also strongly encourage you to discuss the matter with
the City?s staff to fully investigate whether or not the ATFP standards are an

insurmountable barrier, or not.
