United States Department of the Interior FISH AND WILDLIFE SERVICE Cabeza Prieta National Wildlife Refuge 1611 N. 2nd Avenue Ajo, AZ 85321-1634 July 6, 2017 Mr. Edward Kender Field Office Manager Lower Sonoran Field Office Bureau of Land Management 21605 North 7th Ave. Phoenix, AZ 85027 Dear Mr. Kender: On June 1, 2017, the individuals listed below were encountered by a Cabeza Prieta National Wildlife Refuge federal wildlife officer while returning to their vehicle after allegedly putting out water and other material for illegal border crossers (they admitted to the officer that they were performing “humanitarian efforts”). Their vehicle was parked 2.3 miles within designated wilderness along an administrative road closed to the public. The individuals had been previously told that they could not drive on administrative roads within designated wilderness. Two of the individuals representing an organization known as “No More Deaths” were told in an April 28, 2017 meeting that the refuge would not give them permission to drive within designated wilderness. They indicated in that meeting that they would “do what they had to do”, even if that meant receiving a ticket from us. One of the individuals, Mr. Scott Warren, had his permit revoked last Spring by the Air Force for putting out water and other materials on the Barry M Goldwater Range. We are also pursuing legal action against Mr. Warren as he was the driver of the vehicle mentioned above. After consultation with our solicitor, we have decided to not issue access permits to the individuals identified below for the Cabeza Prieta National Wildlife Refuge for the permit year July 1, 2017 through June 30, 2018. We therefore request that you do not issue them access permits for the Cabeza Prieta National Wildlife Refuge from your office for the same period. You may want to check with the Air Force regarding their position on issuing the individuals access permits on the Barry M Goldwater – East. In the past, at least one individual was known to have bragged that he went to another agency and got an access permit after his permit was revoked by the Air Force. We certainly do not want that to occur again. The individuals whom we request your office deny permits to regarding access to the Cabeza Prieta NWR are: Mr. Scott Warren, Mr. Gabriel Leon, Ms. Paige Corich-Klein, and Ms. Genna Jackson. Please cross out references to the Cabeza Prieta NWR on the permit cards and write in “not authorized for the CPNWR” if you can. Thank you for your cooperation on this matter.
