Undersecretary of State Timothy Wirth?s commitment to legally binding mid-term emission targets (2010?), which he con?rmed means a cap on emissions and a cap on energy use makes it imperative that GCC increase the scope of its activities. In addition to legally binding targets, the Administration supported an international emissions trading scheme which Undersecretary Wirth indicated would have to involve a worldwide cap on emissions. Furthermore, the Administration has begun a series of ?Town Hall? meetings across the country to ?educate? the public on the climate change issue - an Administration initiative to which we have to respond. The Special Projects Fund was established to provide the resources for responding quickly to the new issues raised by the Clinton Administration?s new policy. Contributions made so far this year to the Special Projects Fund have been used to fund studies highlighting: 1) the economic impacts on the US and other countries of an AOSIS ?type protocol; 2) voluntary initiatives undertaken to date by US industry to reduce greenhouse gas emissions and the success of those programs; and 3) the ?timing? issue, i.e. that there is a 20-30 year time frame to implement new, more energy ef?cient technologies before adopting any binding emissions reductions measures that can be scienti?cally justi?ed. These contributions have also allowed the GCC to retain a consultant to track and report on activities of the IPCC. Last year, GCC members contributed $140,500 to the Special Projects Fund. The budget for this year?s fund was set at $145,00, but so far the GCC has only received $91,500 and all but $8,900 has been spent. Clearly, more needs to be done to meet your expectations. If we don?t act collectively either important work will not get done or individual members will take on tasks at a higher cost. Cost sharing is in everyone?s interest. I hope your organization will contribute to the Special Projects Fund so that the GCC can continue its work to ensure that climate change policy is developed in a rational, balanced manner . .
