Exercise Summary
Exercise #1: SWAT Fitness Assessment

Site Activity:
This scenario is a physical fitness challenge. The exercise will take place at an existing training
facility constructed specifically for law enforcement training.
Upon arrival of teams, all competitors and anyone else allowed into the training site will first be
searched for weapons and ammunition. When clear, all team members will be shown a Power
Point presentation which identifies all 14 Confidence Course obstacles and the 2.5 mile run course
(including the 8 additional obstacles positioned throughout the Fitness Assessment Site).
Each team member will complete the Confidence Course (starting at the Confidence Course sign).
Following completion of the Confidence Course, the team will complete a 2.5 mile run through
the hills at the Regional Training Center. During the run, competitors will confront multiple
physical challenges. They will navigate across a 50 foot horizontal rope and wood pegged wall,
navigate across incline monkey bars, carry a number of different weighted kettle bells along with
(carry or roll) a large truck tire up the “11-99” hill, climb over a cargo net affixed to a 15 foot high
“A” frame structure, load up a number of cinder blocks onto a rickshaw cart and wheel the
rickshaw cart past a cone and back to the original loading area (the cinder blocks have to be
unloaded off the rickshaw cart prior to the team moving on to the next obstacle challenge), climb
over two 6” high walls, carry the different weighted kettle bells along with (carry or roll) the truck
tire down to the bottom of the “11-99” hill and place them in their original location, and (carry or
roll) a truck tire up Ahern’s Ascent. The end of the 2.5 mile run will finish at the Confidence
Course Sign.
The Fitness Assessment will be completed after completion of the 2.5 mile run. All teams will be
debriefed prior to leaving for their next scenario.
Scoring will be time based, with possible penalties for team members not properly completing
specific obstacles or finishing the run.

 Exercise #___: Immediate Action Response

This exercise will test the ability of tactical teams to quickly plan an immediate action response to
an active shooter incident. This exercise involves rapid planning / deployment, team movement,
vehicle operations, and culminates in a high risk tactical entry. Tactical teams must be able to adapt
to ever-changing circumstances, rescue and secure hostages, apprehend suspect(s), and secure the
target location.
Exercise Briefing:
Each team will be presented with a scenario that involves a situation similar to the 2016 Knight
Transportation Building shooting incident in Harris County, Texas. Each team will be briefed that
they are staging in the area to look for a disgruntled employee who made threats on social media
to shoot his former employer. Each team leader will then be informed that an active shooter has
entered the Knight Transportation Building two blocks away, and they are to respond as the closest
asset. The team will respond and have to perform a hostage rescue of the target objective and
rescue any victims located within, while taking the suspect(s) into custody. Each team will also
have to deal with a wounded employee in the scenario. This wounded employee will be a
mannequin. Tactical teams will seize the objective and set up medical staging points within
designated time constraints.
The site for this exercise is the Alameda County Sheriff’s Office Firearms Training Facility. This
facility consists of a classroom building with four classrooms. The building is adjacent to the range
facility. Access to the locations where live fire is occurring is controlled by a single entry point.
This event will use live ammunition on the firing range. The outdoor facility was specifically
constructed for the Sheriff’s Office and meets all local, state, and federal guidelines and
regulations.
Exercise #___: Firearms Challenge

Exercise Briefing:
This exercise will test the participants’ weapons manipulation skills, marksmanship skills, and
accuracy under a time limit. The Firearms Challenge is a multiple firearm event using both

 handguns and shoulder fired weapons. This multi-stage event will have participants firing from
distances of 50 yards to as close as two yards. These stages will involve multiple targets as well.
The “Top Sniper” competition will also be part of this event, in which designated marksman from
each team complete a separate course of fire using a precision rifle. This event will feature
multiple, unknown distance targets. Targets will be both static and moving and will test the
participants’ competencies in a manner similar to the multi-firearm event.
The site for this exercise is located within the Alameda County Sheriff’s Office Firearms Training
Facility. The specific locations are “B” Range and “C” Range. Access to these locations is
controlled by a single access point. This event will use live ammunition on the firing range. The
outdoor facility was specifically constructed for the Sheriff’s Office and meets all local, state, and
federal guidelines and regulations.

Exercise #_ : Black Command / Hostage Rescue

Site Activity:
This scenario is a hostage situation and will test teams’ abilities to develop a Hostage Rescue Plan,
negotiate with suspects, respond to secondary situations, rescue hostages, and arrest suspects. The
exercise will take place at a secured lot with multiple Connex boxes located south of the Sandia
National Laboratory Badging Office.
Exercise Briefing:
The scenario will begin with a briefing by a Sandia National Laboratory Security Force Supervisor
who is also a role-player. The operators will be told the following:
A group of sovereign citizens in the Tri-Valley became upset about one of their associates being
arrested on a no-bail warrant for driving on a suspended license. The local group of sovereign
citizens held a meeting and issued their own no-bail warrant on the judge who issued the warrant.
The judge failed to arrive at work today at the East County Court house and his wife has filed a
missing person’s report.
A reliable confidential informant reported to the Livermore Police Department’s Investigations
Unit that the judge is currently being held against his will with other hostages at a compound
located adjacent to Sandia Lab and owned by a sovereign citizen.

 The SWAT team leader will be given the opportunity to develop a Hostage Rescue Plan and may
use the ECTT Armored Personnel Carrier, which will be driven by a role player. There will be a
map of the lot and Connex boxes made available for use upon request.
At the direction of the team leader, the SWAT Team will establish a react team and relieve the
posted patrol team around the building where the suspect and alleged hostages are. The SWAT
team may have to engage the suspect in negotiations should the suspect initiate contact with them.
They may also have to respond to secondary incidents which may arise after the team was
established security around the barricaded hostage situation. The scenario will be completed with
the successful rescue of the hostages and the neutralizing of the suspects.
This scenario will require the use of simunitions and a safety briefing will be conducted prior to
the start of the exercise.

Exercise #__: Black Command / Vehicle Attack

This exercise will test a team’s ability to gather and utilize available intelligence, maintain 360
degree coverage, properly respond to a critical incident where immediate medical attention is
necessary, adapt action plan/tactics in an evolving situation, noise and light discipline, and secure
the scene/hostage/suspects quickly and safely.
Exercise Briefing:
The scenario will involve an unidentified attacker who has driven a box style truck through a crowd
of people, critically injuring numerous citizens. The attacker will lose control of his vehicle and
collide with a fixed object and be motionless in the vehicle. The team has previously been assigned
to the event as additional security/an immediate action force; therefore, they are already on scene
when the incident occurs and will be the first responding personnel. It is their immediate task to
secure the scene so that simulated responding medical personnel can enter the scene and treat the
wounded.
Tactical teams will respond into the hot zone on foot and will utilize safe movement and tactical
approach to secure the driver of the vehicle and surrounding area. They will be responsible for
any secondary threats that arise while securing the scene. In addition, the team will communicate
with responding personnel about additional resources that are required.

 This is a rapid response exercise using simulated-munitions cartridges. Teams will receive a safety
briefing and issued safety protection prior to the exercise. The exercise will take place in a closed
maintenance facility and adjacent vacant cul-de-sac.

Exercise #___: Black Command

Site Activity:
This exercise will test team’s abilities to develop an entry plan, use tools during an event in
which gas is present, use less lethal force equipment, and perform a hostage rescue.
Exercise Briefing:
Teams will be briefed that they are on scene to perform a hostage rescue operation in which
negotiations have broken down and gas has been introduced into the residence. Once the team
enters and is in the process of rescue, the suspect will present himself from the farthest bedroom
in the house, wielding a machete from a stationary position.
Teams will provided with tools they may use during the operation (under-door camera, gas mask
and less lethal launcher) and be given time to create an entry plan. The layout of the house will
be provided. The tactical team will then don gas masks and while using the under-door camera,
will see the suspect retreat into the rear of the house carrying the machete. The team will breach
the main door to rescue to hostages in the front room of the house.
At this point, the suspect should be at least 30 feet from the team. To safely resolve the situation,
teams should give commands and if needed use the Less Lethal launcher against the suspect. The
suspect will comply and go to the floor, at which time the teams should take him into custody.
Due to the distance at which the suspect presents the treat, the correct resolution would be to
utilize less lethal instead of lethal force.
This training scenario will be conducted in the Training Room at the Adamson Police Products
Retail Sales building.

 Exercise #__: Black Command: “K9 SKIDDS”

This scenario will test a Team’s ability to operate with the assistance of a law enforcement K9
and handler as well as test the Team’s ability to move in an open-space, rural environment,
provide cover for the K9 handler, and maintain appropriate tactics.
Exercise Briefing:
Teams will report to the scene where two suspected murder suspects have just exchanged gunfire
with responding officers. During the briefing at the Command Post, Teams will be advised a
perimeter has been set up in the area and the suspects are believed to be contained inside the
perimeter. The Teams will need to use the K9 to search ahead of the team in order to safely clear
the residential yards. During the search, the Teams will be confronted with gunfire by one of the
suspects. The Team will need to safely take this suspect into custody while still covering the
unsearched areas. Once the first suspect has been taken into custody, residents from the third
house will run out of the residence and advise the Team the second suspect is inside their residence.
The Teams will also be told an elderly family member was unable to escape the residence and is
still inside. The teams will need to clear the area up to front door of the residence and make contact
with the elderly family member (hostage). A hostage rescue will need to be performed by the
Teams. To locate the suspect inside the residence, the Teams should use the K9 to safely locate
and apprehend the suspect.
This scenario will use biodegradable marking cartridges. Teams will receive a safety briefing and
be issued safety gear prior to the exercise scenario. The exercise will be conducted at a rural
county property, utilizing existing buildings and a surrounding roadway.

Exercise # __: Blue Command / Officer Rescue

This scenario will test Tactical Team’s ability to respond to a dynamic situation with multiple
suspects and multiple injured downed Officers. It will initially test the Team’s ability to quickly

 brief a plan and then be interrupted with further information from the Command Post requiring the
Team to immediately deploy. The next portion of the exercise will test the Team’s ability to move
in an open-space, rural environment, while maintaining appropriate tactics. In addition to this
move, the Team will need to continue to brief their plan and contingencies to address several issues
they should cover.
Exercise Briefing:
Teams will view a streamed transmission video from the Major Crimes Taskforce Unit that was
attempting to complete a scouting mission prior to serving a search warrant at a location
determined to be illegal marijuana grow tied to organized crime.
The video will show a wounded Officer pleading for help from inside a vehicle
(Helicopter). Video will also show at least two other wounded officers, along with the sound of
gunfire from nearby. Video will be cutoff. At that point the tactical team will have very limited
time to formulate a hasty plan to assault the location, locate the wounded officers and recover any
wounded and/or deceased subjects and safely extricate to the Command Post area location.
Teams will be briefed on the mission, which will be to make entry to the suspected marijuana grow
location, locate the injured/deceased officers, where they will need to safely and quickly perform
any first aid to injured officers with the assistance of TEMS operators(provided to the
teams). Teams will need to safely extricate the injured and deceased officer(s) and safely exit the
location and respond back to the Command Post area.
This scenario will use biodegradable marking cartridges. Teams will receive a safety briefing and
be issued safety gear prior to the exercise scenario. The exercise will be conducted at the FPD
Outdoor Range property, utilizing existing buildings and surrounding driveways.

Exercise #__: Blue Command / Airplane Hijacking

Site Activity:
This scenario will test the tactical team’s ability to respond to a hijacking of a passenger jet by an
unknown number of terrorists. The tactical teams will be forced to conduct a linear assault to
eliminate all threats and rescue any hostages on board the passenger jet. The tactical teams will
have to engage hostiles, identify explosives located on the plane, and evacuate the hostages,
personnel, and equipment. Teams will be tasked with conducting a triage after a simulated gas
bomb detonates causing passengers on the plane to be exposed to airborne chemicals.

 Exercise Briefing:
A commuter jet with at least 15 passengers and crew on board has been taken over by at least three
hijackers. The plane, Southwest Airlines Flight 8969, is currently located at the Oakland
International Airport, just east of the Oakland Maintenance Center hanger. Local law enforcement
teams have surrounded the plane and were able to isolate it. The hanger and surrounding area has
been secured and the event has been contained to the passenger plane. An outer perimeter has
been set by local patrol officers.
This scenario will involve the use of Simunitions, a blank gun, a plastic gun, Def-Tek training
fuse, and a fog machine to simulate the detonation of a gas bomb.

Exercise #__: Blue Command: Casualty / Officer Rescue

This scenario will test the tactical team’s ability to respond to a rapidly evolving situation with
multiple suspects, a casualty evacuation, and an officer/hostage rescue. The team will be briefed
and allowed time to plan. After the completion of the planning process, teams will be forced into
a dynamic situation as the scenario unfolds. The scenario will test the team’s ability to move in an
open field and a courtyard area, while maintaining appropriate tactics. Teams will have the
opportunity to utilize resources and intelligence provided to them during the briefing portion of
the exercise.
Scenario Briefing:
Around forty-five minutes ago, the Fremont Police Department Dispatch Center received a report
of multiple unauthorized/suspicious persons at the Facebook campus located at 6500 Paseo Padre
Parkway. The reporting party was a contract security guard assigned to the facility. This particular
campus is considered a “black site” where Facebook develops and test experimental technologies.
Fremont Police Department units were dispatched to the scene, and one of the two units
acknowledged arriving about five minutes after the initial report.
Shortly after, an inaudible radio transmission was broadcast from the officer on-scene and the
dispatch center received several calls reporting two to three gunshots from the area of the campus.
Since this time, no further communication has been established with the officer on-scene or the
security personnel who made the initial report.

 For safety reasons, a perimeter has been set around the campus utilizing The Fremont Police
Department and California Highway Patrol.
Simunitions will be utilized during the scenario and a safety briefing will be conducted prior to the
exercise.

Exercise #__: Active Shooter AC Transit Attack

This scenario will test the team’s ability to gather and utilize available intelligence, maintain 360degree coverage, properly respond to a hostage situation, using rapid response techniques, adapting
and changing action plan/tactics in an evolving situation, noise and light discipline, and securing
the incident scene/suspects by performing a thorough search of the area and suspects.
Exercise Briefing:
911 dispatch has received a call from an unknown caller stating there is a man with a shotgun is in
the AC Transit Training and Education Center shooting at people. The caller said multiple people
have been shot and are down. The caller also relayed that the man was carrying a black backpack.
Local Law Enforcement is on scene and has entered the building. The Incident Commander is
ordering your team to respond and assume a tactical advantage and perform a rescue mission.
Simunitions will be utilized in this scenario and a safety briefing will be conducted prior to the
start of the exercise.

Exercise # __: Blue Command / Hostage Rescue
Canyon Middle School

This scenario will test Tactical Team’s ability to respond to a dynamic situation with multiple
suspects and multiple hostages. It will initially test the Team’s ability to establish a plan to conduct
hostage rescue at a known location. After deploying, the team will be faced with shots fired which
will cause their movement to be dynamic to the known location. After breach they will realize it

 was bad intelligence and convert to hostage rescue/unknown location. The teams will then react to
shots fired nearby and conduct a hostage rescue.
Exercise Briefing:
Tactical teams report to a scene at a Middle School in which multiple suspects have taken multiple
hostage and are at a known location inside a building in the school. After they have been briefed
at the Command Post, the teams will be given time to plan. The Team will need to select an avenue
of approach that best allows them to move covertly to the known location. As the team approaches
the location, they will encounter one of the hostage takers and engage, which will cause their
movement to become dynamic. After the Team breaches the known location they will learn that
they had bad intelligence and must now quickly convert to hostage rescue at an unknown location
and search for the hostages. This phase will test the Team’s ability to be fluid to the changing
mission as well as follow their department’s standard operating procedures and immediate action
drills. As the team begins the search, they will hear shots fired nearby and must react by going to
the gunfire and conducting a hostage rescue.
This scenario will use biodegradable marking cartridges. Teams will be required to have ALL
mandatory safety equipment in place prior to the exercise beginning. The exercise will be
conducted at Canyon Middle School in Castro Valley. Areas off limits and safety hazards will be
marked with caution tape to restrict access.

Exercise # : Blue Command / Las Vegas Concert Shooting
California National Guard (CANG) Hanger – Hayward Executive Airport

This scenario will test Tactical Team’s ability to respond to a dynamic, active shooter situation in
which there are multiple casualties from an unknown assailant. They will be required to develop
a plan using intelligence gained at the scene and then approach, contact the suspect, and stop the
threat.
Scenario Briefing:
In the last 10 minutes, the Hayward Police Department has received information that at least one
person is shooting into a crowd of concertgoers at the annual spring “Mayhem” college concert
held at the Hayward Arena. Based on countless 911 calls and social media posts, the shooting
appears to be coming from an elevated position, somewhere in the northwest corner of a nearby
building. Several victims appear to have been shot in the crowd, with many others still in the area,
too shocked and scared to move.

 Officers working security at the event are attempting to determine the location of the shooter(s)
however they are overwhelmed with tending to the wounded and are pinned down by suppression
fire, which appears to be from a high-powered rifle. Furthermore, some of the access points to the
shooter appear barricaded and there are reports of explosions.
Your tactical team, which happens to be training nearby, will be mobilized and forced into this
active shooter situation. The team will be required to locate, isolate, and eliminate the threat as
quickly as possible. The team will be challenged to work under stress to identify the shooter’s
location and contact him/her. The team will do this by speaking with officers and bystanders who
are at the scene. A hasty plan will be developed from intelligence gained to approach, contact,
and stop the threat. Some routes to the suspect may be barricaded, locked, or lined with IEDs. If
requested, tools will be provided to assist teams in overcoming obstacles they may encounter along
the way.
Your team’s primary mission is to respond to the event center and locate, apprehend and/or
neutralize the suspect(s.) Once the threat is eliminated, your team should transition to providing
medical care to injured persons and begin to designate a Casualty Collection Point (CCP.)
Simunitions will be utilized during this scenario and a safety briefing will be conducted prior to
the start of the exercise. In addition, the scenario will have hot and cold zones which will be clearly
marked and maintained by site staff.

Exercise # : Blue Command / Terrorist Cell

This scenario will test the Tactical Team’s ability to respond to a dynamic situation with an
unidentified terrorist suspect at his workplace, where other uninvolved employees will be located.
It will initially test the Tactical Team’s ability to gather intelligence and brief a plan, during which
they will be provided information about an imminent terrorist attack requiring the team to
immediately deploy. The next portion of the exercise will test the Team’s decision-making abilities
by utilizing on scene equipment, securing the location, contacting employees to aid in suspect
identification and location, and maintaining appropriate tactics.
Exercise Briefing:
Tactical teams will report to a scene in which a Corporation Yard supervisor has obtained
information detailing an unidentified employee possibly engaged in terrorist activity. After

 completion of the interview with the supervisor, the team will begin to plan their response. Five
minutes into the planning phase, tactical teams will be provided a map, depicting a route from the
corporation yard to on off-site location, which will force their immediate deployment. Teams will
utilize an armored vehicle to move within the facility if they choose. Teams will need to create a
plan to secure the facility and locate all employees/suspects in order to prevent a developing
terrorist threat. The tactical team will be required to gather intelligence, practice noise discipline,
locate all personnel within the facility, identify the suspect(s), and stop a vehicle from being used
as a lethal weapon.
This scenario will utilize simunitions. As safety briefing will be conducted prior to the start of the
exercise.

Exercise # __: Bronze Command / School Function
Delta View Golf Course

This scenario will test the Tactical Team’s ability to respond to a static and active shooter situation
with two suspects and several victims and hostages. The shooting activity has been dormant when
the tactical team deploys, however will rapidly become an active shooter incident again once the
team is set to deploy. It will initially test the Team’s ability to quickly develop a plan and establish
a sniper/perimeter element which will be challenged with a deadly force option outside the
building. This portion will also test the team’s ability to effectively communicate with one another
regarding evolving tactical decisions. The next portion of the exercise will test the Team’s ability
to manage a wounded active shooter suspect while simultaneously addressing a second active
shooter inside a building.
Exercise Briefing:
Tactical teams report to a scene in which an unknown number of suspects have shot several
students at a school dance. At the Command Post briefing, they learn that several hundred students
have managed to escape the shooting scene but there are approximately 15 students still on scene
and the whereabouts of the suspects and a school resource officer are unknown. The Team will
need to established a perimeter/sniper team and decide on an avenue of approach that best allows
them to move efficiently on the target to mitigate further loss of life. Once in this position, the
Team will need to demonstrate their ability to adapt when one of the shooters exits the building
and is at the same time firing at a fleeing student. As this is occurring the second shooter begins
engaging victims inside the building. The team will need to address both the active shooter on the
exterior as well as assault the interior of the building. This phase will test the Team’s problem
solving capabilities as well as split-team movements and coordination & communication.

 This scenario will use biodegradable marking cartridges. Teams will receive a safety briefing
and be issued safety gear prior to the exercise scenario. The exercise will be conducted at the
Delta View Golf Course banquet hall.

Exercise # __: Bronze Command / BART Hostage Taking
eBART Maintenance Facility

This scenario will test Tactical Team’s ability to respond to a dynamic situation with multiple
suspects and potential hostages involved. It will initially test the Team’s ability to quickly brief a
plan and then be interrupted with further information from the Command Post requiring the Team
to immediately deploy. The next portion of the exercise will test the Team’s ability to make a
dynamic entry into a stopped eBART train while maintaining appropriate tactics. The team will
also encounter a potential “dirty bomb” and will need to react appropriately, when alerted by their
portable radiological detector.
Exercise Briefing:
Tactical teams report to a scene in which several suspects have taken hostages aboard an eBART
train that has entered the maintenance facility at the end of the line. Shots have been fired and
employees are sheltering in place. The team will approach the train and encounter suspects, injured
persons, hostages and employees in the area. The team will need to utilize proper open area
movement tactics and execute a dynamic entry of the train. Once on the train, the team’s portable
radiological detector will alert them to the presence of a potential dirty bomb on the train and the
team should evacuate the area and remove the hostages from the area.
This scenario will take place at a working train maintenance facility. The tracks leading to the
scenario will be protected by derail devices and barriers, to prevent uninvolved trains from entering
the area. Fencing will be placed to keep unauthorized personnel from entering the exercise area.
Trip hazards will be marked. There are no electrical hazards in the area as eBART trains do not
use an exposed electrical third rail to move.
Airsoft weapons will be used for this scenario. Biodegradable 0.2 gram, 6 mm BB’s will be used.
All participants, role players, evaluators and safety personnel in the “hot zone” will wear eye
protection that meets the ANSI Z87.1 (impact rated eye protection) standard. Weapons will be
clearly marked to enable rapid visual confirmation as training equipment and will be inspected and
issued at the site. No weapons will be loaded outside the “hot zone”, and loading will only take
place after it is certain that all safety procedures and equipment are in place.

 No marking cartridge weapons or “flash-bang” type distraction devices will be used.

and will have to recognize the need for tactical transitions within the scenario as well as recognize
the priority of life. The next portion of the exercise will test the Team’s ability to make a dynamic
entry into a newspaper’s office building while maintaining appropriate tactics. In addition to this
move, the Team will need to continue to brief their plan and contingencies to address several issues
they should cover.
Exercise Briefing:
Tactical teams report to a scene in which several suspects have taken several hostages and are now
located inside a newspaper office. After they have been briefed at the Command Post that all
suspects are located inside the one building and hostages are locked in another building, the teams
begin to deploy. The Team will need to select an avenue of approach that best allows them to
move covertly on the target. Once in position, the Team will need to develop a plan to rescue the
hostages. The Team will then get further information from already rescued hostages. The Team
will have to develop another plan to apprehend suspects and attempt to rescue any further hostages.
This scenario will use biodegradable marking cartridges and chain cutting technology. Teams will
receive a safety briefing and be issued safety gear prior to the exercise scenario. The exercise will
be conducted at a closed community center, utilizing existing buildings and surrounding
driveways.

Exercise # __: Bronze Command / Terrorist Apprehension / Hostage Rescue

to a dynamic situation in a mass casualty and active shooter scene filled with injured community
members. It will test the Team’s ability to quickly brief a plan, adapt to new intelligence passed
along by the Incident Commander requiring the Team to immediately deploy and ultimately
execute a hostage rescue within an apartment.
Exercise Briefing:
Tactical teams report to a scene in which a reckless driver has just purposely hit several pedestrians
and vehicles with a rented work truck in a business / residential community. After receiving a
brief by the Incident Commander on scene, teams will set a plan in place and will begin to deploy
to the crash site in search of the suspect.
Once in the hot zone, the teams will be informed that the one known suspect was seen running into
an apartment near the crash site, however it is still unknown if the suspect vehicle is occupied by
any other suspects. The Team will need to select an avenue of approach that best allows them to
move quickly to the crash site, clear the suspect vehicle, and develop intel on the last known
location of the suspect.
Once in position, the Team will need to develop a plan to assault the interior of an apartment where
the suspect has taken a hostage. This phase will test the Team’s problem solving capabilities as
well as split-team movements and coordination. After the apprehension of the suspect is
completed, the team will have to appropriately consider what medical needs are required to address
the overwhelming MCI that exists.
This scenario will use biodegradable marking cartridges. Teams will receive a safety briefing and
be issued safety gear prior to the exercise scenario. The exercise will be conducted at a secluded
and abandoned residential community that is secured by fencing and is away from occupied
dwellings.

movements with support Tactical Team while maintaining their efforts on completing their
mission. In addition to this move, the Team will need to continue to brief their plan and
contingencies to address several issues they should cover while maintaining 360 degree cover.
Exercise Briefing:
Approximately 6 armed terrorists are holding a VIP and her family (about 6-10 people) hostage. 2
of her security detail have already been killed. Police negotiators are in contact with the suspects
but the negotiations are going badly. Hostage rescue planning is now underway.
The Incident Commander is ordering your team to plan an assault and assume a tactical advantage
and perform a rescue mission. You will then secure the scene and transition to casualty care with
the EMS Rescue Task Force (RTF). Your team, with an attached medical Rescue Task Force
(RTF), will travel from the Forward Staging Area (FSA) to a close-to-target location. Your tactical
team will assault the target when the terrorists have been lured out by a distraction coming from
the opposite side of the scene.
At this point your tactical team will mobilize and assault the target. Your team will need to gain
control of the situation and neutralize the threat. There may be casualties, including the hostages.
Once the threat has been eliminated, you will escort the medical RTF into the scene and begin
casualty care. After medical care is initiated, the casualties can then be moved to a Casualty
Collection Point (CCP) and prepare for evacuation.
A combination of blank firing shoulder weapons and blank firing handguns will be used in this
scenario.

Exercise #__: Gold Command / Active Shooter

event. Teams will act as a security detail and make contact with any threats and take appropriate
action to ensure the safety of the congressmen. Your team will have to secure the scene for arriving
medical personnel and numerous Law Enforcement Agencies.
Exercise Briefing:
24 Congressmen have gathered at a park to practice for the next day's Congressional Baseball
Game for Charity, an annual, bipartisan event first held in 1909. Your team is a Capitol Hill special
response unit and will oversee security for the 24 congressmen and 40 plus staff members. There
have not been any documented threats or any problems in the past. Alexandria Police Department,
FBI, and the Secret Service are on standby which is typical for any congressional activity.
Special response units have been deployed to the site prior to the event for dignitary protection.
During the baseball practice, an unknown number of terrorists attacked and shot numerous people
on the field. Local 911 dispatchers received a call that several congressmen had been shot. Law
enforcement units have arrived on scene, secured a perimeter, and initiated the fire and medical
response. The team must consider the continued security needed at local hospitals and the safety
of the non-injured and how to evacuate them from the field. On scene, one shooter was identified
and was found armed with numerous firearms.
This scenario will use multiple integrated laser engagement systems (MILES). This exercise will
take place at a secure athletic complex.

away from the vessel and onto the dock.

 Exercise Briefing:
The Tactical Teams will be provided a training and teamwork based scenario and there is no
tactical component to this event. Your team is assigned to complete a guiding line rappel from the
top of the Cape Orlando. Using standardized equipment, teams will perform a slow and controlled
descent from the Cape Orlando to the dock which is about 25 feet from the vessel.
Safety gear will be issued prior to the climb to the top of the Poop Deck. Flagging tape will mark
the route of descent. The Riggers will have control of all safety requirements and may ask for
specific assistance during various phases of the event.

 CERTs are performing several functions at the incident: shelter/medical operations, search and

working for the Green Area Commander. Your assignment is to establish a Media Command Post
and work with the information team to handle press releases to media inquiries, and presentations
to executive staff and VIPs visiting the site.

tactical team should anticipate any terrorists located will violently resist. The tactical team should
anticipate the presence of any unarmed civilians.
Exercise Briefing:
Twenty-four hours ago, the FBI executed search warrants at several locations in the Stockton area.
The warrants were based on intelligence that several state-sponsored foreign terrorists had
imported one or more miniaturized nuclear devices. Evidence at the target locations revealed that
one or more devices had been successfully constructed and the suspects fled with these devices
several hours before the execution of the search warrant. Based on additional evidence obtained,
the agents determined that the suspects intend to detonate the devices in densely populated areas
of the San Francisco Peninsula.
Three hours ago, signal intercepts revealed that the suspects were en route to the peninsula with
the devices. Based on the probable yield of the devices, the Department of Energy estimates
12,000 fatalities and 17,000 injuries for each device detonated.
Due to the urgency of the threat and the unknown location, all available tactical teams have been
activated and assigned targets to search. Your team has been assigned the parking structure under
the BOX headquarters in Redwood City. Your team’s mission is to locate the bomb then secure
the area so EOD can diffuse it. Your team should anticipate any terrorists located will violently
resist. Your team should anticipate the presence of unarmed civilians.

Scenario Briefing:
This scenario will involve an unknown number of terrorists who have targeted United Airline flight
911 at San Francisco International Airport’s international terminal. Reports indicate that the
suspects have taken multiple subjects hostage, gunshots have been heard and the aircraft has been
taken over. TSA checkpoints have been closed and all personnel are exiting through the lower
level. The terrorists’ location is on the aircraft.
Participating team will be given time to formulate their plan to identify the threats, secure the
aircraft and gate area, rescue the hostages, and arrest the suspects.
Upon entering the Federal Air Marshal Facility at their San Francisco Field Office, participating
tactical teams will go through a safety inspection to assure no live weapons are brought into the
training venue. Participating teams will be given a safety brief and then be issued safety gear and
training equipment. Non-Lethal Training Ammunition will be used for simulated live fire effect.
Authorized personnel will be allowed to observe the exercise from an identified safe area. Upon
completion of the scenario, participating team members will be escorted to the equipment issuance
area where they will return all equipment and be debriefed.

their possession.
Scenario Briefing:
Your team has been dispatched to Rockwell Medical Equipment Corporation. The company
manufactures cancer treatment equipment that utilizes strong radioactive sources. The company
occupies a one-story warehouse in which is stored the equipment and radioactive sources. In the
wrong hands, these radioactive sources could be used to make a radiological dispersal device (a
dirty bomb).
Earlier today, Rockwell Medical Equipment Corporation was alerted by law enforcement of a
threat from a terrorist cell wanting to gain access to radiological sources to make a dirty bomb. It
was unknown how serious the threat was until 2034 hours, when the facility’s silent alarm was
triggered alerting local law enforcement to a possible break-in at the facility. It appeared members
of the cell were carrying out their plan to steal Rockwell Medical Equipment Manufacturing
Corporation's radiological sources.
At 2042 hours, an officer and his partner, arrived at the facility, enter the warehouse through a
door that had been left open, and were immediately engaged in gunfire by the terrorists. One officer
has been shot and killed. The other officer has radioed to dispatch for help. Teams
All scenario play takes place in the Genentech warehouse. No disturbance of the ground will take
place during scenario play. No hazardous conditions will be created by scenario play. Upon
completion of the exercise, the scenario location will be rehabilitated and returned to its prior use.
Live radioactive sources, in sealed containers, will be used in the scenario. Staff from the Domestic
Nuclear Detection Office (DNDO) will monitor all radioactive sources as well as exposure levels
of participants. Tactical teams will receive just-in-time training on how to use assigned personal
radiation detectors (PRDs). These detectors will alert teams when they enter a radiation field and
allow them to properly locate the radioactive materials they need to secure once the threat has been
neutralized. Personnel and weapons accountability will be maintained at all times.

Exercise #__: Silver Command: Social Media Takeover

Scenario Briefing:
Approximately two hours ago, an individual armed with a handgun entered building 1390 on this
social media business campus. Shots were fired by the suspect and several employees were able
to escape the building. It is unknown how many employees may still be trapped inside or injured.
Campus security is reviewing surveillance footage to gain additional information on the incident.
Security has received a call from the suspect who claims that he has multiple hostages. He is very
angry with the company for censoring him and ruining his life. He is demanding money for
damages caused by the company, access to news media to get his message out without interference
from the company, and a paid position with the company wherein he will protect the rights of its
users.
All scenario play takes place at the Facebook Campus Office building. No disturbance of the
ground will take place during scenario play. No hazardous conditions will be created by scenario
play. Upon completion of the exercise, the scenario location will be rehabilitated and returned to
its prior use. Simunitions will be used, safety briefings, and all precautions will be in place.

Exercise #E1: Swan Song / Hydro-Bomb

Teams will complete a series of EOD related activities including use of a logic tree, RSP/hand

Scenario Briefing:

 EOD teams will report to a scene involving a popular game show where a disgruntled operations
employee suffering from psychological issues built an Improvised Explosive Device (IED) into a
podium on the stage. Two victims received information that the IED will detonate if they stop
cycling a switch on the podium. The teams will need to develop a plan to rescue the victims and
then formulate a plan to recognize all threats and render safe any hazardous components.
This scenario will use EOD disrupter ammunition in the Percussion Actuated Non-Electric (PAN)
disrupter or Mineral Water Bottle (MWB). Teams will receive a safety briefing prior to the
exercise scenario. The site for this exercise is a building structure used primarily for EOD/K9
training and scenarios. The exercise will be conducted at a rural property, utilizing existing
buildings and surrounding open field.

Exercise # E3: White Command / 5k Mud Run

The responding teams will be given a briefing on the situation. They will be told that they have
been detailed to the 5th Annual Wounded Veteran 5k Mud Run. Event organizers indicate that
there have not been any social media threats indicating that this event is a target but have asked
that they conduct a cursory search of the route so they can start the run on time.
The teams will need to utilize the sUAS to quickly search the event route. Once unattended bags
are located, they will need to conduct an analysis of the bags to determine if there are any
Improvised Explosive Devices (IED) located inside. They should conclude that one of the bag
does contain an IED and render the threat safe utilizing standard EOD techniques.
The exercise will be conducted at the Explosive Ordnance Disposal Range, utilizing live explosive
tools and detonators. A Bomb Technician will act as an explosives safety handler and will not
issues live explosives or detonators until appropriate to do so. The teams will receive a safety
briefing prior to the scenario.

plan in a safe manner during an active shooter event at a school. Teams will be responsible for
dealing with various events and will be required to engage and neutralize threats if necessary.
Scenario Briefing:
All Participating tactical teams will be given the following information at the conclusion of a video
briefing to ensure continuity between training evolutions:
Approximately 15 minutes ago, an unknown subject or subjects entered the June Jordan School of
Equity carrying guns and opened fire on staff and students. There have been numerous reports of
gunfire but nothing has been heard in the last 10 minutes. Many staff and students have contacted
911 to say they are hiding in classrooms and closets and have barricaded the doors to deny entrance
to the shooter or shooters. Your team has been tasked with resolving this incident.
The scenario is situated on a Middle School campus that services approximately 900 students.
Teams will maneuver through the corridors utilizing sound tactical methods to ensure their safety
and security. At different intervals during their search they will engage obstacles and threats.

Exercise #___: TAN COMMAND: Rescue Task Force School Campus

The scenario involves a Rescue Task Force that is responsible for rescuing victims of the Active
Shooter incident in the scenario described above. The scenario is situated on a Middle School
campus that services approximately 900 students. Teams will meet up with the Rescue Task Force
Team and escort them through the “Hot Zone” by maneuvering through the corridors utilizing
sound Tactical methods to ensure their safety and security. At different intervals during their
search they will engage casualties and injured individuals that will have to be dealt with.
Teams will be responsible to deal with each event and engage, deescalate or neutralize threats if
necessary. Safety is the overall concern of everyone involved and all safety measures and practices
will be enforced. Once the threat or threats are handled accordingly and the area is safe and secure,
the Teams will escort the Rescue Task Force to the Casualty Collection point.

 This scenario is an intelligence driven exercise testing the Tactical Teams ability to gather
information, develop a plan and execute that plan in a safe manner. This scenario is a response to
an Active Shooter in a School environment. During the scenario the teams will receive their
briefing and using the information provided they will begin planning their response to the Active
Shooter incident. During their briefing an “inject” will be delivered that will direct them to the
area where it has been reported that the original shooting incident occurred. Numerous casualties
and injured are in the general area and immediate response from the Rescue Task force is needed
to prevent more deaths. At some point there will come upon a situation where one of the unknown
subjects will appear and the team will have to employ de-escalation techniques in an effort to gain
a peaceful solution to the situation.

with unknown weapons on Staff and students. There have been numerous reports of gunfire but
nothing has been heard in the last 10 minutes. Many Staff and Students have contacted 911 to say
they are hiding in classrooms and closets and have barricaded the doors to deny entrance to the
shooter or shooter’s. There are Teams already in the building dealing with the suspect/suspects.
Your job will be to provide security and assistance to the Rescue Task Force that will be entering
the building to assist with the wounded and to ensure they have a safe environment to work in. At
this time there are still active threats inside the building.
Your team has been tasked with resolving this event.

demonstrate safe approach and boarding of disabled vessels capabilities, 4) demonstrate boat

 handling skills while maintaining both a stern and side tow, 5) demonstrate marlinspike
seamanship while rigging the vessel for tow, and 6) demonstrate docking and getting underway
while maintaining a tow capabilities.

Scenario Briefing:
Members of a maritime Fire Service Rescue Unit (FSRU) respond to a report of a sinking boat.
Upon their arrival, they determine that members of a Home Grown Violent Extremist (HGVE)
group protesting the importation of lumber harvested from an environmentally sensitive area in
South East Asia have accidentally rammed a passing cabin cruiser with their semi-rigid inflatable
boat. The cabin cruiser appears to be seriously damaged, taking on water, in danger of sinking and
at risk for becoming a hazard to navigation. Further, failure to control the situation and rapidly
move the damaged vessel to a designated area for stabilization will result in the release of
hazardous materials into the San Francisco Bay.
Upon arrival, water rescue team personnel will have their boats and required personal protective
equipment inspected. Prior to the beginning of the scenario, a safety briefing will be conducted to
ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape
routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand
washing stations and bathrooms. No one will be allowed to participate if the boat fails its safety
inspection, personnel lack the necessary PPE, training or have failed to attend the safety briefing.
The entire exercise will be located within San Francisco Bay. The scenario’s specific site, checkin/staging and briefing areas, drop point, including first-aid/rehab and hand washing stations and
bathrooms will be located in areas clearly identified by safety cones and signs locate at the US

Unit (FSRU) respond to a report of an injured person. Upon their arrival they determine that a
suspected Improvised Explosive Device (IED) has detonated on a bulk cargo vessel. A passing
pleasure boat has taken some of the injured passengers onboard and called 9-1-1 for assistance.

an International Violent Extremist Group (IVEG) onto a passenger boat carrying a foreign
dignitary and his family. A passing pleasure boat has taken some of the injured passengers onboard
and has called 9-1-1 for assistance.

Exercise #___: Tan Command / Passenger plane hi-jacking/hostage rescue

This scenario will test a tactical team’s ability to respond to a hostage incident on a full size
commercial aircraft. The team’s abilities to quickly plan and utilize contingency plans during a
dynamic event will also be evaluated. The team will be tasked with tactically moving to an aircraft
via an armored vehicle and conducting a hostage rescue. The 767 airplane is a full-scale training
airplane with complete interior. The Participant Team will be tested on their ability to tactically
approach the aircraft, conduct an efficient tubular assault/hostage rescue on an aircraft, and
eliminate hostile small arms fire while protecting the lives of hostages.
Exercise Briefing:
A small group of terrorists has taken control of a 767 passenger airliner near the plane’s hangar at
San Francisco Airport and have taken several of the maintenance crew hostage. Negotiations are
in progress the terrorists are demanding fuel and a pilot or they will begin killing hostages.
The Participant Team will be provided with personnel familiar with the aircraft and with a Bearcat
armored rescue vehicle. The Bearcat will be operated by a Safety Officer who will drive the
participants to the airplane. The participants will then dismount the Bearcat and use stationary airstairs to enter the plane.
This scenario will not utilize simunitions, but will use laser equipment for the force on force
portion of the exercise. Teams will receive a safety briefing and be issued equipment prior to
actions on.

Exercise # EOD 04: White Command / Storage Shed

This scenario is designed to test an Explosive Ordnance Disposal (EOD) team’s ability to conduct
threat assessments, explosive precursor recognition, and the ability to function within confined
areas. Teams will be greeted by the Site Captain and briefed regarding the parameters of the
training. They will then complete a series of EOD related activities designed to focus on the use
of a logic tree, tactical deployment, application of remote techniques and implementation of
industry standard remote render safe procedures.

 Exercise Briefing:
Teams will be informed that patrol officers are responding to the report of a homemade explosives
lab in a storage facility. Teams will also be informed that patrol officers were closing in on the
investigation of a suspected package bomber. Upon arrival the subject associated with the vehicle
fled on foot.
Teams will learn the subject has previously been observed in possession of small, homemade
explosive devices. Units describe observing a makeshift laboratory and other suspicious items
inside the open storage unit when they initially contacted the subject.
Based on the information provided, teams will be expected to recognize the possibility that volatile
explosive components are present in the storage unit. Teams must then determine appropriate
course of action to safely navigate the storage unit and successfully disrupt any suspect devices
located in the area. Preservation of evidence and the mitigation of unnecessary property damage
will also be evaluated.

Exercise # 2: White Command / WMD

This scenario will test an Explosive Ordnance Dispersal (EOD) Team’s ability to respond to a
dynamic situation by integrating with a tactical team to make entry into a known terrorist location.
It will initially test the Team’s ability to quickly brief a plan and then make entry into a structure
that will contain a target and booby traps. The next portion of the exercise will test the Team’s
ability to conduct EOD diagnostics and proper reach back with federal entities. In addition, the
team will have to maintain proper personal protective equipment for a radiological environment.
Exercise Briefing:
The FBI has been involved in an investigation regarding two subjects that reside at 6299 Border
Blvd. Their informant is a lab tech who works for a company that manufacturers atomic clocks
that contain Cesium. The Lab Tech was identified when an inventory of the lab revealed that a
large amount of Cesium was missing. The suspects have been identified and are versed in the
construction of Improvised Explosive Devices (IEDs) and have experience working with
radiological material. Intelligence gathered by the FBI indicates that the subjects plan to carry out
an attack on Downtown Oakland in the next couple of days so they have obtained a warrant to
search the residence.

 The Incident Commander (IC) is on scene and orders your team to assist SWAT in making entry
into the residence and resolve the situation. You must keep the IC up to date and provide any
information necessary for reach back.
The teams will be encountering live radiological sources and the roll players will be utilizing blank
cartridges. The federal entity providing the radiological sources will maintain proper custody of it
at all times. The teams will be given a safety brief and provided ear and eye protection as needed.

Exercise #__: Gold Command: Active Shooter

This scenario will test a Tactical Team’s ability to respond to an active shooter situation with
multiple suspects and hostages. It will initially test the Team’s ability to quickly brief a plan and
then be interrupted when negotiations break down and the situation degrades requiring the Team
to immediately deploy. The next portion of the exercise will test the Team’s ability to move in an
open space, into a building environment, while maintaining appropriate tactics. In addition to this
move, the Team will need to continue to brief their plan and contingencies to address several issues
as they occur.
Exercise Briefing:
Tactical teams report to a scene in which several suspects have breached a secure gate in an attempt
to destroy a power generator. The subjects enter the building and are moving freely on the second
floor of the hospital and have taken at least one hostage. The teams will begin their briefing and
planning at the command post. The teams will listen to the live negotiations with the subjects
when they hear shots and screams. The teams should immediately respond and enter the building.
When at the top of the stairs, the teams will be faced with two corridors occupied by roving armed
subjects. Several bodies and weapons will be located in these corridors. After firing several shots
at the responding team, a subject using a hostage as a shield will retreat behind a closed door to a
large treatment ward. The teams will need to develop a plan to assault the interior of the second
floor and the treatment ward to rescue the hostage. They will also need to recognize an IED left
in the corridor near the treatment ward.
This scenario will use inert weapons fitted with laser transmitters that indicate each time the
weapon is fired and each scenario participant will wear a vest that will indicate if the participant
has been hit by gunfire. Teams will receive a safety briefing and be issued safety equipment prior
to the exercise scenario. The exercise will be conducted in a parking lot surrounded by a permanent

 security fence and existing buildings. Staff and visitors will be advised of the training and the
areas used for the scenario will be secured to restrict access. The areas that will be used during
the scenario are normally closed during the time needed for the event and will not disrupt normal
hospital operation.

Exercise # __: Tan Command / High Rise Active Shooter

This scenario will test Tactical Teams’ abilities to respond to a dynamic situation with multiple
suspects and multiple victims. It will initially test the Team’s ability to quickly brief a plan and to
immediately deploy and initiate this plan because the scenario demands immediate action. Once
the Teams are on the move, they will have to adjust and switch tactics to accomplish certain
additional tasks. Additionally, in order to successfully complete the mission, the Teams will have
to hastily prioritize their mission objectives when they encounter these tasks. The Teams will be
tested on the use of appropriate tactics while operating in a heavily furnished confined office space
setting as well as covering multiple floors. In addition to the terrain, the Teams will have to address
simultaneous issues with multiple suspects and victims and keep an effective work force, all in a
timely manner. The Teams will need to continue to brief their plans and contingencies to address
the evolving issues they encounter.
Exercise Briefing:
Tactical teams will report to a scene in which they have been flagged down and informed that an
active shooter event is currently happening in an office building. Several 911 calls have come in
via dispatch and confirmed it. Patrol units have arrived and dispatch has lost communication with
the initial responding officers. The tactical commander has ordered the Teams to respond and
secure the scene.
While en route to the Hot Zone, the Teams will be informed that 2-3 gunman armed with rifles are
actively shooting in the office building. At this point, the Teams will hear gunshots but not see any
suspects. The Teams will need to immediately deploy and brief on the move. The Teams will have
to use proper communication and utilize proper tactics to search for the suspects in the office
building which contains multiple floors. As the Teams search for the suspects, they will encounter
wounded law enforcement personal and victims needing medical attention (but who will also
provide intelligence regarding the suspects). The Teams will keep moving and searching for the
threat and encounter an IED obstacle. The Teams will then encounter additional shots being fired
and have to decide how to use their workforce to appropriately deal with additional suspects and

 victims. The Teams will have to rapidly deal with these issues to eliminate all suspects and save
all the remaining victims from actively being shot.
This scenario will use biodegradable marking cartridges. Teams will receive a safety briefing and
be issued safety gear prior to the exercise scenario. The exercise will be conducted on private
property, in a high-rise building located in a metropolitan city.

Exercise #__: Gold Command: Music Festival Shooting (South- Team A Focus)

the Las Vegas music festival incident. Two competing teams (Team A and Team B)- each with
an EMS Rescue Task Force assigned to them- will participate during the scenario and will be
required to work in conjunction with each other. They will be briefed together and will have two
different areas of responsibility (North and South) and will be tested on their communication skills.
Scenario Briefing:
Due to multiple, credible threats made to the venue and to specific musicians playing at the Phalanx
Music Festival concert, 2 tactical teams (with their attached EMS Rescue Task Force) have been
assigned to the venue as a Quick Reaction Force for the unarmed security team. The FBI, NCRIC
and local police are also following up on the threats.
Prior to the concert, attendees have been visually screened by security, but have not been searched,
nor are there metal detectors present. There are two main entrances to this venue, one to the south
and one to the north. The South entrance is close to the stage has been assigned to Tactical Team
A and the North entrance is close to the parking lot and has been assigned to Tactical Team B.
During the concert, a sniper located on the north side of the concert begins to fire hundreds of shots
down onto the concert goers. Based on the location of the teams, Team A must communicate with
Team B, who quickly goes into active shooter mode. Team A must content with chaotic crowds,
injured victims, as well as a credible threat to the musicians. An individual in the crowd is seen
with a handgun (off duty officer attending the concert). Once the sniper has been neutralized, Team
A and the EMS RTF team can safely enter the “killing field” to begin triage, treatment and rescue
of those salvageable. Ambulance strike teams (AST) then transports some casualties to mobile
field hospital (MFH). MFH will be set up in a building about 500 meters away. The field hospital
will treat victims.

 A UAV team as part of the Sheriff’s Department will be on site and can provide real-time
intelligence for both teams and to the Incident Command element. Concert plan layouts are
available for your review. Blank firing weapons will be used. An administrative hold at the
beginning of the scenario shall be performed. All tactical team members shall be pat searched prior
to entering the scenario. All personnel (including role players, evaluators, safety officers, and
observers) will be provided eye and ear protection and will be expected to wear them at all times
when the scenario is in play. All will be briefed to use a minimum 3 foot standoff range while
using the blank firing weapons.

This is a rapid response to a boat-in-distress emergency and the entire exercise will be located
within San Francisco Bay. Your FSRU has been requested by USCG-Sector San Francisco to
respond to a report of a person-in-the-water. They have received reports that indicate a Home
Grown Violent Extremist (HGVE) group has carried out a rocket propelled attack against a
liquefied natural gas carrier. A passing pleasure boat has taken onboard some of the injured
crewman who were thrown into the water by the RPG's explosion and has called 9-1-1 for
assistance. Further, the USCG is asking that the FSRU perform a size-up, report on conditions
and recover the persons-in-the-water. The scene is secure.
Upon arrival, water rescue team personnel will have their boats and required personal protective

Scenario Briefing:
This is a rapid response to a seaport emergency. Your FSRU has been requested by USCG-Sector
San Francisco to respond to the Port of Oakland. They have received reports that members of a
HGVE group have attacked seaport facilities at this location. The USCG is receiving multiple
reports of explosions, fires, debris, survivors, and deceased persons in the water. You will need to
implement your search and rescue plan and be on the lookout for survivors who may have been
swept into the bay by strong winds, tides, and currents. During the operations, your FSRU must
also report on the status of critical key infrastructure resources within your area of responsibility
and any other circumstances that may be of importance to ongoing response, mitigation, and
recovery efforts at the seaport. The scene is safe.

This is a rapid Urban Search& Rescue (US&R) task force response. Your US&R task force has
been requested to respond to a report of a confined space rescue. They are told by law enforcement
that members of a Home Grown Violent Extremist (HGVE) group have attacked an oil refinery
with automatic weapons and Rocket Propelled Grenades (RPGs). By committing such an act of
terror, the HGVE hopes to coerce government and the civilian population in furtherance of their
political and social objectives by causing a large number of casualties, creating panic and
disrupting the Bay Area economy with the threat of additional attacks. As a result, the US&R
task force is presented with the task of rescuing a worker from a confined space.
The Incident Commander is requesting the US&R task force to perform a size-up, develop a plan
of action, control any hazards present, establish the necessary support operations, locate the injured
worker, gain access to his location, perform first-aid, disentangle him from any debris and extricate
him to an area of safety. The scene is secure.
Upon arrival, US&R task force personnel will have their vehicles and required technical rescue
equipment inspected. Prior to beginning the scenario, a safety briefing will be conducted to ensure
that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas

This scenario will a test tactical team’s ability to devise an emergency assault plan and properly
execute during a rapidly evolving and volatile event. They will be tasked with deploying a
recon/sniper observer, devising an emergency assault plan, deploying a minimum man assault
force to the last point of cover, devising and carrying out the mission, eliminating all threats,
clearing the train cars, and evacuating hostages/personnel/equipment.
Exercise Briefing:
An Amtrak train has been taken over by at least 2 hostage takers. The train is south of the main
building at the Oakland Amtrak train yard. Local patrol officers were the first to respond to the
scene. The train yard is secured and the event has been contained to the train that consists of two
coach cars and one sleeper car. An outer perimeter has been set by patrol officers. Dispatch reports
witnesses told the responding officers that the gunmen have shot multiple passengers on the train
and have barricaded themselves inside the train with an unknown number of hostages. Witnesses
reported they heard calls for help from inside the train during the initial take over. Numerous
attempts have been made to contact the hostage takers with no success. Witnesses reported that
the hostage takers looked like they had planned the assault. They were seen wearing body armor
and had shoulder fired weapons. At this time the motivation for the attack is unknown.
Your team is tasked with neutralizing all threats, recover all hostages and clear all man size spaces.
Due to the time restriction of the scenario you have 45 minutes to complete your mission. All tasks
that are not completed in the given time will result in the loss of points. Your time starts now.

Exercise #__: Gray Command: Community Preparedness Fair

Exercise Activity:
This scenario is a Community Emergency/Disaster Preparedness Fair, which will be open to the
public on Saturday, September 8, 2018 from 0900 – 1600 hours.
We have invited all 14 Cities in Alameda County, Alameda County Fire, Alameda County Public
Health, Environmental Health, Public Works, American Red Cross, and Salvation Army to
participate with exhibitor booths, consisting of eight (8) foot tables, with two (2) chairs covered
by a canopy in the parking lot area. Other public services agencies, volunteer and emergency
management have been invited to participate as well. Vendors of disaster preparedness supplies
are also welcome. The display portion will include, but not limited to, two (2) temporary shelters,
one (1) classified as medical and one (1) a regular temporary. A Shake Trailer (earthquake
simulator) and a simulated “smoke house” trailer will also be included, with other equipment
displays, such as Public Works and Search and Rescue tools and road repair trucks as well as
communication vehicles which are for display only.
Three (3) training classes will be conducted in the gymnasium area. The gymnasium will be set up
classroom style with AV equipment for power point and a sound system for roughly 100+ people.
Emergency Medical Services will be on scene for First-Aid response and site Security will be
provided by the Alameda County Sheriff’s Office.
Food Trucks will be available for attendees to purchase lunch items.
