2017 Alameda County Sheriff’s Office “Urban Shield” Exercise Summary Exercise #___: Black Command / Immediate Action Response Regional Training Center, Firearms Training Facility 6289 Madigan Road, Dublin, CA 94568 Latitude: 37° 43' 11.54" N Longitude: 121° 53' 18.40" W Site Activity: This exercise will test the ability of tactical teams to quickly plan an immediate action response to an active shooter incident. This exercise involves rapid planning / deployment, team movement, vehicle operations, and culminates in a high risk tactical entry. Tactical teams must be able to adapt to everchanging circumstances, rescue and secure hostages, apprehend suspect(s), and secure the target location. The site for this exercise is the Alameda County Sheriff’s Office Firearms Training Facility. This facility consists of a building with four classrooms and is adjacent to the range facility. Access to the locations where live fire is occurring is controlled by a single entry point. This event will use live ammunition on the firing range. The outdoor facility was specifically constructed for the Sheriff’s Office and meets all local, state, and federal guidelines and regulations. Exercise Briefing: Each team will be presented with a scenario that involves a situation similar to the 2016 Knight Transportation Building shooting incident in Harris County, Texas. The teams are staged and will be briefed that they are to look for a disgruntled employee who used social media to threaten to shoot his former employer. Each team leader will then be informed that an active shooter has entered the Knight Transportation Building two blocks away and they are to respond as the closest asset. The location of this scenario will allow for discernable props of innocents and suspects to engage as they move through the structure. The team will respond and perform a hostage rescue of the target objective, rescue any victims located within, and take the suspect(s) into custody. Each team will also have to deal with a wounded employee in the scenario. This wounded employee will be a mannequin. Tactical teams will seize the objective and set up medical staging points within designated time constraints. Exercise #___: Black Command / Firearms Challenge Regional Training Center, Firearms Training Facility 6289 Madigan Road, Dublin, CA 94568 Latitude: 37° 43' 11.54" N Longitude: 121° 53' 18.40" W Site Activity: The Firearms Challenge is a multiple firearm event using both handguns and shoulder-fired weapons and will test participants’ weapons manipulation skills, marksmanship skills, and accuracy under a time limit. This multi-stage event will have participants firing from distances as far away as 50 yards and as close as two yards. These stages will involve multiple targets as well. A designated marksman from each team will complete a separate course of fire using a precision rifle. This event will feature multiple, unknown distance targets. Targets will be both static and moving. This will test the participants’ competencies in a manner similar to the multi-firearm event. The site for this exercise is located within the Alameda County Sheriff’s Office Firearms Training Facility. The specific locations are “B” Range and “C” Range. Access to these locations is controlled by a single access point. This event will use live ammunition on the firing range. The outdoor facility was specifically constructed for the Sheriff’s Office and meets all local, state, and federal guidelines and regulations. This exercise will evaluate the participating team’s weapons manipulation skills, marksmanship fundamentals, and ability to follow instructions. Exercise # : Black Command / SWAT Fitness Assessment Alameda County Regional Training Center 6289 Madigan Road, Dublin, CA 94568 Latitude: 37° 43' 2.23" N Longitude: 121° 52' 51.86" W Site Activity: This scenario is a physical fitness challenge on the Confidence Course located at the Alameda County Regional Training Center, a facility constructed specifically for law enforcement training. Prior to starting the Confidence Course each team member will complete a 3.0 mile run through the hills at the Regional Training Center. During the run, competitors will confront multiple physical challenges. They will climb over a cargo net affixed to a 15 feet high “A” frame structure, navigate across a 50 foot horizontal rope and wood pegged wall, climb up a hill using a rope, navigate across incline monkey bars, and carry tactical gear up a steep hill. The Fitness Assessment will be completed after the confidence course and tunneled obstacle is finished. All teams will be debriefed prior to leaving for their next scenario. Scoring will be time based, with possible penalties for team members not properly completing specific obstacles or finishing the run. Exercise Briefing: Upon arrival of teams, all competitors and anyone else allowed into the training site will first be searched for weapons and ammunition. When clear, all team members will be shown a Power Point presentation which identifies all 14 Confidence Course obstacles, the 3.0 mile run course including the 6 additional obstacles positioned throughout the Fitness Assessment Site. Exercise#__: Blue Command / Rescue Task Force Washington Hospital 2000 Mowry Avenue Fremont, California 94538 Latitude: 37° 33' 26.30" N Longitude: 121° 58' 42.10" W Exercise Activity: This scenario will test the tactical team’s ability to respond to a mass casualty incident involving multiple suspects. The team will have to quickly develop a plan to secure the scene, coordinate with fire department personnel to deploy a Rescue Task Force to provide immediate medical aide to injured persons. This scenario will involve the use of simunitions, blank guns, non-functioning destructive devices (simulated IED), and emergency medical equipment. Scenario Briefing: Over the last 7 days a series of arson fires and vehicle explosions within the City have injured multiple people. The crimes have become increasingly more violent and deadly. Current intelligence indicates there are two suspects involved and that the vehicle explosions have been caused by home-made IEDs which are remotely activated via electric switch. The suspects filmed the last explosion and posted it to Facebook Live. In the video, only one suspect can be seen as he affixes the IED underneath a vehicle in a crowded grocery store parking lot. The video then shows the vehicle explode as the female victim enters her vehicle. Before the video ends, the suspect taunts law enforcement and says the next one will kill many more people. The suspect appears to have a firearm in his waistband. Several tactical teams have been activated to cover the entire city and respond to future incidents while investigators attempt to identify the suspects. Your team has been assigned as the primary response team for the center of town. A Fremont Fire Department team has been assigned to you and has been trained to deploy as a Rescue Task Force should they be needed to immediately attend to any injured persons. Your mission is to respond to any incidents within your Area of Responsibility (AOR). The primary mission should be to prevent another attack. Should another attack in your AOR occur, your team’s mission will then be to locate, apprehend and/or neutralize the suspects while working to provide medical care to any injured persons requiring immediate medical aid. Exercise #___: Gold Command / Maritime Interdiction Exercise U.S. Department of Transportation MARAD Fleet Ferry Point Rd and Avenue M, Naval Air Station Alameda, CA 94501 Latitude: 37° 46' 26.74" N Longitude: 122° 18' 4.66" W Site Activity: This scenario will test a Tactical Team’s ability to respond to a dynamic situation with multiple suspects and several hostages/victims. It will initially test the Team’s ability to quickly develop and carry out a plan. Next, it will test the Team’s ability to maneuver in limited space while maintaining appropriate tactics in a boat. The Team will then board a ship via a Jacobs’s ladder. In addition, the Team will need to prepare for contingencies while maintaining 360 degree cover. Exercise Briefing: The Tactical Teams will be provided a scenario involving the hijacking of a United States Naval vessel, the USS Gem State, by terrorists. The teams will gather intelligence during the scenario briefing. The teams will board a Rigid Inflatable boat and use it to approach the hijacked ship. Upon approach, Teams will encounter threats that they must react to and eliminate. They will then board the ship and conduct a ship assault. They will capture/neutralize any targets, rescue any hostages, and re-secure the ship. Once secured, Teams will integrate with the Tactical EMS component and render first aid preparing the injured for transport/evacuation to a Triage Center. This scenario is a rapid response scenario and will use simunitions allowing for maximum effect. Teams will receive a safety briefing and be issued eye and ear protection along with safety gear (flotation vests) prior to the exercise scenario. The exercise will be conducted at the pier where the ship is docked. Exercise # ___: Gold Command / Mumbai Hotel Attack Active Shooter Exercise 499 5th Street, Oakland CA 94607 Latitude: 37.798229 N Longitude: 122.276053 W Site Activity: This scenario will test a Tactical Team’s ability to respond to a dynamic situation with multiple suspects and several hostages/victims. It will initially test the Team’s ability to quickly develop and carry out a plan. The next portion of the exercise will test the Team’s ability to move in a limited space while maintaining appropriate tactics as well as responding to any issues that may occur. Exercise Briefing: Tactical teams report to a scene in which several suspects have taken at least one hostage and are now located inside a third floor hotel room. Several members of the United States Government and two Secret Service agents have been assigned to rooms on this floor. Shortly after the attack began, one of the agents escaped and has given intel to the Incident Command Post. He reports there are three suspects on scene. The other agent cannot be reached at this time. After being briefed, the responding team will begin to deploy by ascending via the north stairwell to the third floor. Once in position, the Teams will need to enter the third floor and clear all of the hotel rooms, rescue any victims/hostages, and secure or neutralize any threats. Once the scene is rendered safe, the scenario will end. This scenario is a rapid response scenario and will use biodegradable marking cartridges. Teams will receive a safety briefing and be issued safety gear prior to the exercise scenario. The exercise will be conducted at a county building which was formerly used as the Public Health building and is no longer in general use. Exercise# FS-1: Red Area Command / Biological illicit lab Vulcan Materials Company Pleasanton Facility, South Yard 50 El Charro Road Pleasanton, Ca 94588 Latitude: 37° 66' 20.21" N Longitude: 121° 81' 04.17" W Exercise Activity: This exercise will test the ability of a HazMat team to conduct various activities including: unified command, plan development, risk evaluation, securing the scene of a contamination, and implementing decontamination procedures. The entire exercise will be located within the boundaries of the Vulcan Materials Company South Yard property. The scenario’s specific site, check-in/staging and briefing areas, drop point, including firstaid/rehab and hand washing stations and bathrooms will be located in various in a clear area located at the site. A security perimeter will be established utilizing the features of the remote area, temporary barricades and scenario staff assigned to prevent unauthorized entry at established entry points. Low light operations will be augmented with additional portable lights. Scenario Briefing: This scenario will involve a hazardous materials team responding to a crime scene investigation involving hazardous materials. Law enforcement intelligence has identified an extreme activist organization with multiple subjects and locations that will need to be investigated for illicit materials. The laboratory is at the property of a suspect being investigated for his role in this targeted terrorist attack against Technology business leaders attending a conference. The conference included executive level employees of the 20 largest tech companies in the world, some considered controversial. Presently, 2 people have died, 10 people are hospitalized, and an unknown number of people are sick or unaccounted for. The sick patients all have vomiting and bloody diarrhea. Other signs and symptoms include severe dehydration, low blood pressure, blood in the urine and some of the patients have had hallucinations and seizures. The victims have all perished from liver, spleen and kidney failure. All tests for chemical poisoning have returned negative. The cause of the deaths and sickness is the result of an unidentified toxin. The hazardous materials teams will not have the capability to identify the toxin, Abrin. The teams will need to recognize this and adjust to perform hazardous forensic sampling for processing at the Lab Resource Network (LRN), in order to eliminate additional contamination and exposure to all personnel and the public. Upon arrival, hazardous materials response team personnel will have required personal protective equipment inspected. Exercise# FS-2: Red Area Command / Chemical Weapon illicit lab Vulcan Materials Company Pleasanton Facility, South Yard 50 El Charro Road Pleasanton, Ca 94588 Latitude: 37° 66' 20.21" N Longitude: 121° 81' 04.17" W Exercise Activity: This exercise will test the ability of a HazMat team to conduct various activities including: unified command, plan development, risk evaluation, securing the scene of a contamination, and implementing decontamination procedures. The entire exercise will be located within the boundaries of the designated FS-2 area on the Vulcan Materials Company South Yard property. The scenario’s specific site, check-in/staging and briefing areas, drop point, including first-aid/rehab and hand washing stations and bathrooms will be located in various in a clear area located at the site. A security perimeter will be established utilizing the features of the remote area, temporary barricades and scenario staff assigned to prevent unauthorized entry at established entry points. Low light operations will be augmented with additional portable lights. No hazardous materials will be released into the environment as part of this exercise. Scenario Briefing: This scenario will involve the serving of a search warrant at a mobile home park for an unrelated crime (internet child pornography). When officers enter the trailer, they encounter a working lab that initially appears to be a drug/meth lab. However, based on further observations, it appears that the lab may instead be producing CWA Nerve Agent VX. In addition, a radiological source was also located on the premises (for potential use in a dirty bomb). The hazmat team will be asked by the Incident Commander (IC) to identify and quantify all hazardous materials within the site, to describe any processes that are involved, and advise what the group is attempting to produce. In addition the IC wants to know if the group made or was making anything that may get loose and the status of any samples that are found. The hazmat team will be provided with a sketch of the building’s layout showing the location of the lab. Sheriff’s Deputies that were in the building, in rooms outside of the actual lab room, without Personal Protective Equipment (PPE), showed no symptoms of exposure to any chemicals. Only those two officers that entered the lab room itself without PPE showed any signs of exposure. An entry was made by Bomb Techs in chemical protective clothing (CPC) to look for explosives and booby traps. None were found and no other areas of interest in the building were noted. Upon arrival, hazardous materials response team personnel will have required personal protective equipment inspected. Scenario Briefing: During a shift change on a public transit bus system, the personal radiation detector of the oncoming bus operator begins to register a “9”. The bus operator immediately evacuates the bus and requests that the passengers wait with him while he notifies the bus dispatch center. Law Enforcement and the Fire Department are called by the dispatch center and initial responding units request a Hazardous Materials response from the Fire Department. Hazardous Materials Team will be asked by the Incident Commander (IC) to process all passengers and the bus operators as well as to locate, isolate, and identify all radiological materials as well as make recommendations for additional action. Upon arrival, hazardous materials response team personnel will have required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. Exercise# FS-4: Red Area Command / CWA Mobile Attack Vulcan Materials Company Pleasanton Facility, South Yard Mailing address: 50 El Charro Road Pleasanton, Ca 94588 Latitude: 37° 66' 20.21" N Longitude: 121° 81' 04.17" W Exercise Activity: This exercise will test the ability of a HazMat team to conduct various activities including: unified command, plan development, risk evaluation, securing the scene of a contamination, and implementing decontamination procedures. Scenario Briefing: This scenario will involve fifteen members of the South Korean national soccer team who are traveling by van from San Jose to Oakland for a soccer match. En route, they stop at a fast food restaurant for dinner. The van orders from the take out window and continues toward the destination. As the bags of food are distributed, all fifteen members of the team become violently sick with symptoms that include: watery eyes, blurred vision, drooling, sweating, chest tightness, diarrhea, abdominal pain, and shortness of breath. The van pulls over and 911 is called. The hazardous materials team is immediately dispatched to this incident. When they arrive, they find that all but one member of the soccer team has fled the van. These team members are decontaminated and transported to the hospital. The Haz-Mat team will need to remove the additional team member remaining in the van, identify the agent, and render the scene safe. Upon arrival, hazardous materials response team personnel will have required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. Exercise# FS-5: Red Area Command / Railroad Attack Union Pacific Railroad Chestnut Street and South P Street Livermore, CA 94550 Latitude: 37° 40' 59.1" N Longitude: 121° 46' 34.2" W Exercise Activity: This exercise will test the ability of a HazMat team to conduct various activities including: unified command, plan development, risk evaluation, securing the scene of a contamination, and implementing decontamination procedures. Scenario Briefing: An intentional collision between a stolen Department of Transportation 406 fuel hauler and a Union Pacific train has occurred. The train has 3 locomotives and 65 cars. The primary point of impact was a 30,000 gallon non-pressure rail car hauling petroleum condensates; the secondary impact damaged a secure government boxcar that was transporting radioactive materials. A Haz-Mat team has been requested to respond to determine if the damage has caused a radiation leak or if it is contained. They will be performing screening with various tools to determine this. Upon arrival, hazardous materials response team personnel will have required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. No participants will be allowed to participate if they lack the necessary PPE, training or has failed to attend the safety briefing. Exercise# FS-6: Red Area Command / Modeling and Consequence management Vacant lot at the Union Pacific Railroad Chestnut Street and South P Street Livermore, CA 94550 Latitude: 37° 40' 59.1" N Longitude: 121° 46' 34.2" W Exercise Activity: This exercise will test the ability of a HazMat team to conduct various activities including: unified command, plan development, risk evaluation, securing the scene of a contamination, and implementing decontamination procedures. Scenario Briefing: This scenario is a continuation of the scenario above. Due to the intentional collision between a stolen Department of Transportation 406 fuel hauler and a Union Pacific train (3 locomotives and 65 cars), a HazMat team response is needed. The primary point of impact was a 30,000 gallon non-pressure rail car hauling petroleum condensates; the secondary impact damaged a secure government boxcar that was transporting radioactive materials. The Haz-Mat team has been requested to support the incident with information collection, distribution, modelling, and consequence management recommendations. This team will focus on the potential of an immediate threat to the area. Upon arrival, hazardous materials response team personnel will have required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. No participants will be allowed to participate if they lack the necessary PPE, training or has failed to attend the safety briefing. The entire exercise will be located within the boundaries of the designated FS-6 area. Exercise# __: Yellow Command: Table Top Exercise Shannon Community Center 11600 Shannon Avenue, Dublin, CA 94568 Latitude: 37° 42' 54.50" N Longitude: 121° 56' 27.49" W Exercise Activity: This is a table top exercise and will be conducted within the building. No full scale participation is involved in this year’s exercise. The Yellow Area Command will exercise and evaluate care and shelter response capabilities between local governments, state agencies, non-profits and other partners to establish and operate shelter facilities throughout the region. It will also identify gaps in care and shelter resources during incidents ranging from moderate to catastrophic in magnitude. Information sharing and management shall also be discussed. Lastly, discussion will occur around the integration/coordination of response operations with the region and joint information systems. Scenario Briefing: The scenario briefing is being developed by the contractor Wildan and will not be available until a few weeks before the exercise. Exercise # _____: Gold Command / Children’s Hospital Active Shooter Exercise 744 52nd Street, Oakland CA 94607 Latitude: 37° 50' 16.8" N Longitude: -122° 16' 2.1" W Site Activity: This scenario will test a Tactical Team’s ability to respond to a dynamic situation with multiple suspects and several victims including the Team’s Leader. The Team will be required to quickly develop a plan, begin operationalizing the plan, and then attempt to continue carrying out the plan following the sudden loss of their Team Leader. After losing their Team Leader, the team will be required to maintain appropriate tactics and carry out their mission. In addition to this, the Team will need to continue to update their plan and address possible contingencies. Exercise Briefing: About 35 minutes ago, hospital security received a call from an employee stating they had seen a person wearing a doctor’s white jacket who looked like they were lost. When the employee attempted to assist the doctor (who may have been visiting the large campus for the first time), the individual acted very nervous, did not acknowledge the employee, and walked away quickly towards the nuclear medicine clinic. The employee further told security that the doctor appeared to be wearing something heavy and bulky under his coat and they found this bizarre. Security has now received two additional calls from other parts of the campus reporting similar contacts with this “doctor”. Hospital security contacts the local police department and the Incident Commander and tactical team arrive on scene. The Incident Commander orders the team to take immediate action, assume a tactical advantage, and perform a search for the subject. The team will be advised to use their agency’s Use of Force Policies and Arrest procedures if the mission so dictates. This scenario is a rapid response scenario and will use biodegradable marking cartridges. Teams will receive a safety briefing and be issued safety gear prior to the exercise scenario. The exercise will be conducted at a satellite site of Children’s Hospital in Oakland. Exercise #_____: Gold Command / Rope Training Exercise U.S. Department of Transportation MARAD Fleet Ferry Point Rd and Avenue M, Naval Air Station Alameda, CA 94501 Latitude: 37° 46' 26.74" N Longitude: 122° 18' 4.66" W Site Activity: This training will involve the Teams being tasked with donning equipment and climbing to the Poop Deck of the USS Cape Orlando. Each team member, one at a time, will rappel off the Poop Deck to the dock. The height is about 120’ from the deck to the water. We will use a “guiding line” to move the rappelers away from the vessel and onto the dock. The guiding line will be controlled by a Rigger. After some team members are finished with the rappel, they will be asked to assist in managing the guiding line. After the entire team completes the rappel, they will return all gear to the same place where the gear was issued. There will be a short debrief, and equipment will be collected and set up for the next team. Exercise Briefing: There is no tactical component to this event. Teams are assigned to complete a guiding line rappel from the top of the Cape Orlando and will be rappelling using standard equipment. Riggers will be managing a guiding line to pull team members away from the vessel so they can “land” on the dock which is about 25 feet from the vessel. A separate independent belay line used as a back-up will prevent team members from rappelling too quickly. Gear will be issued and teams will ascend to the top of the Poop Deck. Flagging tape will mark the route. The Riggers may ask for assistance during various phases of the event and after the entire team completes the rappel, all gear will be returned to the original location. All activities will be controlled by the Riggers who will work with each team member individually. The Riggers are in full control of the scenario. Exercise #______: Gold Command / Pulse Nightclub Exercise U.S. Department of Transportation MARAD Fleet MARAD Warehouse, Intersection of West Oriskany Ave. and Viking Street, Alameda, CA 94501 Latitude: 37° 77' 2.174" N Longitude: 122° 29' 55.767" W Site Activity: This scenario will test Tactical Team’s ability to respond to a dynamic situation with multiple suspects and several hostages/victims. It will initially test the Team’s ability to quickly develop and carry out a plan. The second portion of the exercise will test the Team’s ability to move into a nightclub setting in which space and noise are factors. In addition, the Team will have adjust its tactics when the scenario changes from hostage rescue to active shooter. Exercise Briefing: Tactical Teams respond to a scene where two men armed with assault rifles and handguns have entered the “Matrix,” a well-known LGBTQ Nightclub and opened fire into the crowd. An off-duty police officer, who was working security for the club, returned fire at the perpetrators. He was shot by the gunmen and the perpetrators continued into the club. Numerous 911 calls were made from the location reporting the shooting. The first officer on-scene had a K9 officer who also entered the club following the shots. Both the officer and the K9 were shot. They are being attended to by medics. The injured dog is still inside the building. The gunmen made their way to the back of the club and barricaded themselves in a restroom, holding approximately 12 people as hostages. While the Crisis Negotiating Team (CNT) communicates with the perpetrators, intermittent shooting and screaming is heard coming from the restroom. Tactical teams should follow active shooter/hostage rescue procedures, neutralize the threat, secure the scene and once the scene is relatively secure, bring in EMS under force protection to manage the mass casualties. When appropriate, teams may need to provide support to the medical team (lifting, moving, and assisting in patient care) assuming that all threats are mitigated and 360° security posture is maintained. This scenario is a rapid response scenario and will be using blanks in the weapons. Teams will receive a safety briefing and be issued eye and ear protection prior to the exercise scenario. The exercise will be conducted at a warehouse owned by the MARAD Group. Exercise #______: Gold Command / Marijuana Grow Exercise EBMUD Upper San Leandro Reservoir 17308 Redwood Road, Castro Valley, CA 94501 Latitude: 37° 44' 16.4" N Longitude: 122° 04' 31.6" W Site Activity: This scenario will a test Tactical Team’s ability to respond to a dynamic situation with multiple suspects and a hostage. It will initially test the Team’s ability to quickly develop and carry out a plan. The next portion of the exercise will test the Team’s ability to maintain appropriate tactics during transport in wide open terrain by armored carrier. Once outside the carrier, the Team will then need to approach the area in question while maintaining 360 degree cover. Exercise Briefing: While conducting repairs to a ruptured pipeline on East Bay Municipal Utility District (EMBUD) property, two employees inadvertently came across an outdoor marijuana grow operation. An unknown number of suspected narco-terrorists appear to take one of the EBMUD employees captive while the other EMBUD employee is able to escape and contact local law enforcement. The escaped EBMUD employee states the narco-terrorists were wearing non-U.S. military issue camouflage and at least one was seen with a handgun. The EBMUD employee observed the narco-terrorists and the other EBMUD employee headed in an eastbound direction. It is unknown if the employee is being held hostage or will be left behind as the narco-terrorists attempt to escape undetected. Local police respond on-scene and are able to establish a perimeter around where the narco-terrorists were last seen and the direction in which they were believed to be fleeing. Drone surveillance of the situation has confirmed the exact location of an active marijuana grow, possible living quarters, and several narcoterrorists. The exact location and well-being of the captured EBMUD employee is undetermined and the intent of the narco-terrorists is also unknown at this time. Teams will be tasked with making contact with the narco-terrorists, securing the release of the EBMUD employee, neutralizing threats, and clearing the area of any other narco-terrorist related personnel. This scenario is a rapid response scenario and will use InfraRed (IR) electronic weaponry. Teams will receive a safety briefing, but will not need any safety equipment since electronic weapons are being used for this scenario. The exercise will be conducted at the upper San Leandro Reservoir, an EBMUD property. Exercise # ___: Blue Command / Nightclub Active Shooter 44051 Osgood Rd. Fremont, Ca. 94539 Latitude: 37° 30' 34.63" N Longitude: 122° 56' 26.59" W Site Activity: The purpose of this scenario is to test the tactical team’s ability to respond to a dynamic situation with multiple suspects and hostages. The team will also have to follow “officer down” protocol and provide first aid. Exercise Briefing: This scenario will involve an unknown number of suspects who have entered a night club in an attempt to kill as many people as possible. At the onset of the attack, off duty officers working at the nightclub enter through the front door. Since their entry into the building, shots have continued to ring out but the officers haven’t responded or checked in by radio. Law enforcement has secured the outer perimeter and have detained anyone exiting the nightclub. Patrons describe watching the extremists chaining and barricading the exits. The Incident Commander orders the team to respond, attain a tactical advantage, and perform a rescue mission. This scenario will use Blank Firing Cartridges, Magazines and flashbangs. Teams will receive a safety briefing and then be issued safety gear prior to the exercise. Exercise# FS-8: Red Area Command / Large Animal Rescue Vulcan Materials Company Pleasanton Facility, South Yard 50 El Charro Road Pleasanton, CA 94588 Latitude: 37° 66' 20.21" N Longitude: 121° 81' 04.17" W Exercise Activity: This exercise will test the ability of a US&R team to conduct various activities including: unified command, plan development, risk evaluation, securing the scene of a contamination, and implementing decontamination procedures. Scenario Briefing: This scenario will involve an US&R Task Force responding to a terrorist attack against the Lake Oroville Dam. A homegrown extremist group with the goal of a separate Northern California, and believing the government is “stealing their water for the California Socialists”, has successfully detonated a large explosive at the already damaged Oroville Dam. This has caused a total dam failure with flooding as far south as the southern portion of the City of Sacramento. This US&R task force is responding to the area several days after the event at the request of the local sheriff's posse to rescue a horse from a steep hillside and any other animals that have survived the event. Upon arrival, US&R task force personnel will have required personal protective equipment inspected. Prior to the beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. Scenario Briefing: This scenario will involve an US&R Task Force responding to a cement mixing truck that has overturned onto a vehicle. The cement mixer was stolen by a man who drove it through a crowded downtown plaza killing and injuring many bystanders. In the ensuing chase, he has continued to evade the police and it is assumed that another attack is planned. The suspect then collides with another vehicle and the cement mixer overturns, landing on top of the passenger vehicle. Police engage in a brief shootout with the suspect before the driver is neutralized. Law enforcement will focus on securing the scene and the US&R task force will focus on rescuing the injured occupants from the vehicle. Upon arrival, US&R task force personnel will have required personal protective equipment inspected. Prior to the beginning of the scenario, a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. Scenario Briefing: This scenario will involve an US&R Task Force responding request from Law Enforcement (LE) to remove a suspect from a lake. The suspect fled from LE in a vehicle after throwing Improvised Explosive Devices (IEDs) at police officers at an Antifaschistische Aktion (ANTIFA) (an international anti-fascist network) protest and riot. The suspect fled in a vehicle that left the roadway and landed in a quarry lake. The suspect is now out of the vehicle treading water in the middle of the lake and there is no access to the lake's edge. The task force will need to utilize ropes to access the lake to perform a water rescue. Upon arrival, US&R task force personnel will have required personal protective equipment inspected. Prior to the beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. Exercise# __: Black Command: Theater Shooting Sandia National Laboratory 7011 East Avenue, Livermore CA Latitude: 37° 67' 87.3" N Longitude: 121° 70' 40.5" W Exercise Activity: This scenario is a Theater Shooting/Barricaded Hostage situation. Tactical Teams will be required to develop a Hostage Rescue Plan and complete a hostage rescue in a theater by breaching a door and creating a forced entry. The team will need to select an avenue of approach that best allows them to move covertly on the target without being noticed by the suspect inside. The scenario will end when the hostages are rescued and the suspect(s) are all identified and neutralized. This phase will test the team’s problem solving capabilities as well as potentially splitting team movements and coordination when confronted with multiple hostages in a chaotic environment. Scenario Briefing: The Sandia National Laboratory recently has undergone a change of contract from the Raytheon Company to Lockheed Martin Corp. This controversial change in leadership resulted in the defunding of several positions, including a former scientist who was later deemed mentally unstable. The dismissed scientist returns to Sandia Laboratory with three other subjects during an “all hands on deck presentation” to the Sandia National Laboratory Administration. This presentation is being conducted at the Sandia Laboratory Theater due to the group’s size. The former scientist begins a verbal argument with several of the administrators about the status of his position. The argument becomes so heated that one of the attendees notifies the Sandia Security Force. The Security Force initially dispatches two officers to the location to diffuse the situation. The first arriving security force officer is met outside the door to the theater by an unidentified subject who briefly speaks with the officer before stabbing him multiple times and fleeing back into the theater. When the second officer arrives at the location and sees the injured security force officer, he requests immediate assistance. Additional Sandia Security Force personnel begin responding to the scene where they rescue the downed officer and immediately establish a perimeter around the building. They then request assistance from local law enforcement. A team of Sandia Security Force members has remained outside of the theaters main door, awaiting the arrival of the tactical team. The building is currently locked down and a perimeter has been established around the theater. It is unknown the exact number of employees who are currently still inside the building. Negotiators have been notified, but there will be an extended response time due to out-of-thearea training. The exercise will take place at a theater room located east of the Sandia National Laboratory Badging Office. The exercise will be conducted at an active research facility which will be closed for business during the hours of the Urban Shield Training. We will be utilizing existing buildings, paved pathways, parking lots, and surrounding driveways. The scenario will begin with a briefing, by a Sandia National Laboratory Security Force Supervisor, who is a role-player. The team will need to select an avenue of approach that best allows them to move covertly on the target without being noticed by the suspect inside. Once in the “Hot Zone” the team will begin to take control of the incident and relieve the Sandia Security Force that was on scene prior to the team’s arrival. They will also have to complete a hostage rescue into the theater through the breached door. The scenario will end when the hostages are rescued and the suspect(s) are all identified and neutralized. This phase will test the team’s problem solving capabilities as well as potentially splitting team movements and coordination when confronted with multiple hostages in a chaotic environment. This scenario will use biodegradable marking cartridges. Teams will receive a safety briefing and be issued safety gear prior to the exercise scenario. There will be a staged mechanical breaching door and breaching equipment. Exercise #__: Black Command / Event Security Las Positas College Maintenance Building Building 3100 Campus Loop, Livermore, CA 94551 Latitude: 37° 71' 56.0" N Longitude: 121° 79' 65" W Site Activity: This exercise will test a tactical team’s ability to gather and utilize available intelligence, maintain 360 degree coverage, properly respond to a critical incident where immediate medical attention is necessary, adapt action plan/tactics in an evolving situation, noise and light discipline, and secure the scene/hostage/suspects quickly and safely. Team Briefing: Your team has been assigned as additional security and a quick reaction force at a large public event in celebration of a national holiday. A suspect has driven an enclosed box truck into the crowd and has struck numerous people. During the attack, the suspect lost control of the vehicle and collided with a wall. Numerous witnesses report that the suspect is still seated in the cab of the vehicle and no one has made contact with him. Medical personnel are responding and will stage until your team secures the scene. You will need to plan a response to the scene to secure it, take the suspect into custody and make it safe for medical personnel to treat the injured. Tactical teams will respond into the hot zone with the use of an armored vehicle. The teams will utilize safe movement and tactical approach to secure the driver of the vehicle and surrounding area. The team will be responsible for any secondary threats that arise while securing the scene. In addition, the team will communicate with responding personnel about additional resources that are required. This is a rapid response exercise using simulated-munitions cartridges. Teams will receive a safety briefing and issued safety protection prior to the exercise. The exercise will take place in a closed maintenance facility and adjacent vacant cul-de-sac at the college. Exercise # __: Blue Command: Assault on Amtrak Train Amtrak Rail Yard 120 Magnolia St., Oakland, CA 94607 Latitude: 37° 48' 6.07" N Longitude: 122° 17' 39.39" W Site Activity: This scenario will test tactical teams’ ability to devise and properly execute an emergency assault plan during a rapidly evolving and volatile event. The hostage event will occur on an Amtrak train on the south side of the Oakland train yard. Exercise Briefing: A tactical team has been dispatched to the Amtrak Yard in Oakland after it was reported that a train, located south of the main building, had been taken over by at least 2 suspects. Local patrol officers were the first to respond to the scene and have secured the train yard and the event has been contained to the train in question (consisting of two coach cars and one sleeper car). An outer perimeter has been set up by patrol officers. Dispatch reports witnesses told the responding officers that the gunmen have shot multiple passengers on the train and have barricaded themselves inside the train with an unknown number of hostages. Witnesses reported they heard calls for help from inside the train during the initial take over. Numerous attempts have been made to contact the hostage takers with no success. Witnesses further reported that the suspects looked like they had planned the assault because they were seen wearing body armor and had shoulder fired weapons. At this time the motivation for the attack is unknown. This scenario will utilize paintball marking guns. Teams will receive a safety briefing and be issued safety protection prior to the exercise. Exercise # __: Blue Command: Bus Hijacking Alameda-Contra Costa Transit Yard 20234 Mack Street, Hayward, CA 94545 Latitude: 37° 39'16 .69" N Longitude: 122° 08'00 .91" W Site Activity: This scenario will test the team’s ability to gather and utilize available intelligence, maintain 360-degree coverage, properly respond to a hostage situation, rushed response which will lead to over penetrating areas, adapting and changing action plan/tactics in an evolving situation, noise and light discipline, and securing the incident scene/suspects by performing a thorough search of the area and suspects. Your mission is to plan and execute a tubular/linear assault to rescue hostages. Exercise Briefing: The 911 dispatch center has received a call from an unknown individual stating that she was aboard an AC transit bus when it was hijacked by several armed men carrying assault rifles as well as a black suitcase. After the bus was hijacked, the suspects drove wildly until it smashed through a fence at 20234 Mack Street in Hayward. It is currently disabled due to flat tires. When the bus stopped, the caller states that she and two other passengers managed to escape through an open door. Hostage Negotiators have established communication with the hijackers. The hijackers have demanded the release of political prisoners and their free passage out of the United States. The hijackers stated that they would not hesitate to blow up their explosive-laden suitcase and kill all passengers. Local Law Enforcement is on scene and has already established a perimeter and the Incident Commander has requested SWAT activation. This is a rapid response exercise using simulated-munitions cartridges. Teams will receive a safety briefing and be issued safety protection prior to the exercise. The Alameda County Sheriff’s Office will make their Grizzly armored vehicle available for use by tactical teams should they choose to use it. Exercise# ___: Blue Command: Dignitary Protection Alameda Point Alameda Point, Alameda, CA 94501 Latitude: 37° 47' 08.3904" N Longitude: 122° 19' 42.1572" W Exercise Activity: The scenario is intended to challenge team command and control. Furthermore, the scenario will attempt to draw the team into an ambush and thereafter force the team into a deadly force encounter while simultaneously offering dignitary protection. Team leaders will be challenged with complex planning and a rapidly evolving assault. The Team will be tested in their open field movements and tactics while continuing to brief their plan as they encounter new obstacles. Scenario Briefing: Teams will be the immediate action teams attached to the Secret Service contingent protecting a Vice Presidential candidate visiting the Bay Area. As the candidate is also the current Secretary of Veterans Affairs, along with the Secret Service, a contingent of Veterans Affairs (VA) Police Officers and Special Agents will be accompanying them. After the opening ceremony, the motorcade traveled north toward Flight Line 7, as they prepare to leave for additional campaign stops. During the approach, however, the motorcade has been ambushed and redirected toward the Veterans Benefit Administration Building located near San Francisco Bay. Based upon a statement from the VA Special Agent who was traveling in one of the motorcade vehicles, it seemed the terrorists were awaiting boat transportation. The VA Special Agent also said the SUV 3carrying the dignitary was located in between two former fuel bunkers but the candidate and an aide are both missing. Teams will be given a tri-fold map depicting the area, a personnel list of the Secretary of Veterans Affairs’ motorcade, as well as a description and the number of terrorists possibly involved. Further, the teams will be informed that witnesses are reporting automatic gun fire from the location. This is a rapid response exercise using simulated-munitions cartridges. Teams will receive a safety briefing and issued safety protection prior to the exercise. Exercise # __: Blue Command / K9 SKIDDS Billiards Hall 3295 Castro Valley Boulevard, Castro Valley CA 94536 Latitude: 37° 41' 42" N Longitude: -122° 04' 43" W Site Activity: This scenario will test Tactical Team’s ability to respond to a dynamic, high-risk situation with multiple suspects and a potential hostage while utilizing a Patrol K9. It will initially test the Team’s ability to brief, gather intelligence, and establish a plan which will integrate / utilize a Patrol K9 on their mission. The next portion of the exercise will test the Team’s ability to move and deploy a Patrol K9 within a structure, while maintaining appropriate tactics. In addition, the Team will need to continue to brief their plan and contingencies to address several issues they should cover. The team will need to be fluid and adjust their plan/contingencies as they arise. Exercise Briefing: Within the past hour, a local law enforcement officer attempted to conduct a traffic enforcement stop on a pickup truck containing several subjects. The officer was met with gunfire from the occupants of the vehicle. The suspect vehicle then fled the scene and a pursuit was initiated. The pursuit terminated when the vehicle crashed and all of the occupants fled the scene. All three occupants were seen carrying several assault rifles and automatic weapons, as they fled into the business at 3295 Castro Valley Blvd, Castro Valley. Responding law enforcement personnel established a containment perimeter around the building and it is believed that the subjects are contained inside. Several patrons/employees fled the building upon the suspects’ entering, but it is unknown if any additional civilians are still inside. There has been no communication established with the suspects. The Incident Commander is ordering your team to respond and assume a tactical advantage with the assistance of a Patrol K9 to locate and apprehend the suspects. This is a rapid response exercise using simulated-munitions cartridges. Teams will receive a safety briefing and issued safety protection prior to the exercise. Exercise #__: Gold Command / Tactical Hazmat Exercise EBMUD Upper San Leandro Reservoir Miller Road and Kaiser Creek Road, Castro Valley, CA 94546 Latitude: 37° 45' 49.23" N Longitude: 122° 5' 28.5144" W Site Activity: This scenario will test Tactical Team’s ability to respond to a dynamic situation with multiple suspects all the while providing security for firefighters dealing with a hazmat issue. It will initially test the Team’s ability to quickly brief a plan and then insert into the scenario to carry out said plan. The next portion of the exercise will test the Team’s ability to move in a wide opened terrain while maintaining appropriate tactics after being transported by armored carrier. Once outside the carrier, the Team will then need to approach the area in question while maintaining 360 degree cover. Exercise Briefing: Tactical Teams along with firefighters respond to a scene where intelligence has led them to three men armed with assault rifles and handguns on EBMUD property attempting to detonate a chlorine tank alongside the reservoir to create a chlorine gas cloud and wreak havoc on the nearby city. EBMUD sensors have detected that the tank is leaking. Tactical teams will simulate the donning of protective suits and actually use their gas masks prior to entering the scene. Teams should follow active shooter procedures, neutralize the threat, secure the scene and once the scene is relatively secure, bring in Fire/Hazmat under force protection to manage the Hazmat situation mitigating any additional threats and maintaining 360° security at all times. This scenario is a rapid response scenario and will be using electronic weapons. Teams will receive a safety briefing and be issued all of the appropriate equipment prior to the exercise scenario. The exercise will be conducted at Upper San Leandro Reservoir, an EBMUD owned property. Exercise #___: Gold Command / Richmond Refinery Exercise Richmond Rod and Gun Club within Richmond Chevron Refinery Petrolite Street, Richmond, Ca 94801 Latitude: 37° 57' 32.3" N Longitude: 122° 24' 41.9" W Site Activity: This scenario will test Tactical Team’s ability to respond to a dynamic situation with multiple suspects and several hostages/victims. It will initially test the Team’s ability to quickly brief a plan and then carry out said plan. The next portion of the exercise will test the Team’s ability to move in a refinery setting with space and hazards being a factor. In addition, the Team will have to go dynamic when the scenario changes from hostage rescue to active shooter. Exercise Briefing: Tactical Teams respond to a scene where an unknown number of domestic terrorists armed with assault rifles and handguns have entered the Richmond Chevron Refinery and taken hostages. A security guard was injured during a fire fight on the property. CEOs from all major refineries and oil companies are on site attending a meeting and are amongst the hostages. The terrorists have demanded ransom for the release of the CEOs. Tactical Teams will insert covertly onto the property, follow active shooter/hostage rescue procedures, neutralize any threats and secure the scene. This scenario is a rapid response scenario and will be using marking cartridges in the weapons. Teams will receive a safety briefing and be issued safety gear prior to the exercise scenario. The exercise will be conducted at the Richmond Rod and Gun Club located within the Richmond Chevron Refinery. Exercise #__: Red Area Command: Dive Rescue Demo Army Corps of Engineers 2100 Bridgeway, Sausalito, CA 94965 Latitude: 37° 51' 48.2292" N Longitude: 122° 29' 41.8596" W Exercise Activity: This exercise will require maritime/water rescue teams to: 1) work in conjunction with law enforcement, EMS, local fire department and United States Coast Guard (U.S.C.G) personnel who have also responded in order to complete all activities associated with the retrieval of material from a submerged boat following the detonation of an improvised explosive device on a boat, 2) demonstration of dive planning 3) demonstration of the safe approach and diving on a disabled submerged vessel. Scenario Briefing: Members of a dive rescue team respond to a report of a submerged boat. Upon arrival, the team is advised that members of an environmentalist extremist/terrorist organization that is protesting the exportation of chemical waste accidentally sank a cabin cruiser. The vessel appears to be seriously damaged and is in 15’ of water. Dive rescue team will need to dive on the vessel and report findings back to the command post. Upon arrival, water rescue team personnel will have their boats and required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. Scenario Briefing: This is a rapid response to a boat-in-distress and involves the towing of a boat in distress and protecting the environment. Members of a water rescue team respond to a report of a sinking boat. Upon their arrival they determine that members of an environmentalist extremist organization with terrorist ties have accidentally rammed a passing cabin cruiser with their semi-rigid inflatable boat. The cabin cruiser appears to be seriously damaged, taking on water, in danger of sinking and becoming a hazard to navigation. Further, failure to control the situation and rapidly move the damaged vessel to a designated area for stabilization will result in the release of hazardous materials into San Francisco Bay. For exercise purposes the designated area is a simulated dock delineated by (2) orange buoys. Upon arrival, water rescue team personnel will have their boats and required personal protective equipment inspected. Scenario Briefing: This is a rapid response to a port facilities emergency. In an act of economic terrorism, members of a domestic terrorist group have attacked Port of Oakland facilities. First responder agencies are receiving multiple reports of explosions, fires, debris, survivors and deceased persons in the water. In response, water rescue teams have been dispatched to search specific areas of the Port of Oakland. To accomplish this task, they will need to implement their Search and Rescue (SAR) plan developed for this type of incident. Responders will need to be on the particular lookout for survivors who may have been taken out into the Bay by strong winds, tides and currents. During their SAR operations, responders will also be asked to report on the status of critical key infrastructure resources (CIKR) within their area of responsibility and any other circumstances that may be of importance to ongoing response, mitigation and recovery efforts. Upon arrival, water rescue team personnel will have their boats and required personal protective equipment inspected. Scenario Briefing: This is a rapid response to a maritime environmental emergency. Members of a water rescue team have been dispatched to a maritime hazardous materials incident at the Port of Oakland’s Inner Harbor where the Incident Commander (IC) is requesting them to deploy approximately 300’ of oil boom. The purpose of the boom deployment is to effectively contain fuel oil leaking from a commercial ship that struck a submerged object. The ship’s navigation system was apparently hacked by a member of a sovereign citizen group listed as a terrorist organization which caused the event. Upon arrival, water rescue team personnel will have their boats and required personal protective equipment inspected. Prior to beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. No one will be allowed to participate if the boat fails its safety inspection, personnel lack the necessary PPE, training or have failed to attend the safety briefing. The entire exercise will be located within the navigable waters of the Oakland Estuary. Exercise #__: Silver Command: Hostage Rescue Port of Redwood City 675 Seaport Blvd., Redwood City, Ca. 94063 Latitude 37° 31' 0" N Longitude 122° 13' 0" W Site Activity: This scenario will test Tactical Team’s ability to respond to a dynamic situation with multiple suspects and multiple hostages. It will initially test the Team’s ability to quickly brief a plan and then be interrupted with further information from the Command Post requiring the Team to immediately deploy. The next portion of the exercise will test the Team’s ability to move in an open space while maintaining appropriate tactics. In addition to this move, the Team will need to continue to brief their plan and contingencies to address several issues they should cover. Exercise Briefing: Tactical teams will report to a scene in which multiple executives have been taken hostage by a group of homegrown anarchists at a Silicon Valley Tech campus. The suspects took the executives and put them on the school bus and left the campus. The anarchists have said they will kill all the executives in the next hour if their demands are not met. The mission of the tactical teams is to rescue the kidnapped hostages. While en route, the teams will be informed that the bus has been located using GPS. The bus is currently heading toward the Port of Redwood City. The tactical teams will be briefed that the bus has stopped near Wharf 5, which happens to be the location of a local marine science program ship. Teams will be tasked with making a stealthy approach and developing an assault plan to rescue the hostages and neutralize any threats. The Incident Commander is ordering the team to respond and assume a tactical advantage and perform a rescue mission. The site is located at the Port of Redwood City. Caution tape will be used to designate cold, warm, and hot zones. Teams will receive a safety briefing and be issued safety gear prior to the exercise scenario. Biodegradable marking cartridges will be used at this site. Exercise#E1: White Command: Hostage Bombing EOD Barn 6299 Madigan Road, Dublin Ca. Latitude: 37° 71' 71.97" N Longitude: 121° 88' 88.64" W Exercise Activity: This scenario will test each of the participating EOD teams’ ability to prioritize a scene with multiple Improvised Explosive Devices (IEDs) including hostages being held captive with an explosive device during a “Lone Wolf” act of terrorism. This scenario will require the use of standard hand tools, power tools, rigging gear and x-ray equipment. Scenario Briefing: EOD Teams will be provided with a scenario involving a “Lone Wolf” terrorist and hostage situation in an apartment complex. During the incident, the terrorist was fatally wounded by first responders. While attempting to clear the scene, first responders locate several IEDs located around the entrance of the apartment building along with a hostage still being held captive by an IED affixed to their body. It is believed the device may have multiple triggers including a timer. Due to the nature of the situation, EOD services were immediately requested. The exercise will be conducted inside the EOD Barn with a staging area located in the parking lot area. Teams will receive a safety briefing and be issued any needed safety gear prior to the exercise scenario. Due to the location of the scenario, no explosives or related equipment will be used or allowed in the scenario. Exercise# G-1: Green Command / Earthquake Response Alameda County Fairgrounds, “Walnut Grove” 4501 Pleasanton Avenue, Pleasanton, CA 94566 Latitude: 37° 39' 37.03" N Longitude: 121° 53' 21.15" W Exercise Activity: This scenario will be based on a major earthquake striking a community in the San Francisco Bay Area. CERT/NERT team will assemble at a pre-designated location, organize themselves according to ICS principles, perform a damage assessment in the simulated neighborhood, secure any damaged utilities and report back to the Emergency Operations Center (EOC) on conditions found using designated ham radio frequencies, perform light search and rescue if required, provide first-aid, move the sick or injured to the casualty collection area that has been established, maintain CERT/NERT personnel accountability at all times and complete required records and reports. Scenario Briefing: It is daytime and the sky is clear. A major earthquake has just struck the community. There are reports of numerous person injured, widespread damage, power outages, broken water and gas mains, and some fires. Local first responders are overwhelmed with calls for service. As a result, CERT/NERT teams have been activated by the fire chief and directed to assemble at this location. The team’s mission is to perform a damage assessment of this neighborhood, secure any damaged utilities and report back to the Emergency Operations Center (EOC) using the assigned ham radio frequency. If circumstances require, perform light search and rescue, provide assistance to the sick or injured and/or those in need of assistance. All scenario play takes place in an overflow parking lot of the Alameda County Fairgrounds as designated above. No disturbance of the ground will take place during scenario play. No hazardous conditions will be created by scenario play. Upon completion of the exercise, the scenario location will be rehabilitated and returned to its prior use. Exercise# G-2: Green Command / Weather Response Alameda County Fairgrounds, “VIP Parking Lot” 4501 Pleasanton Avenue, Pleasanton, CA 94566 Latitude: 37° 39' 47.79" N Longitude: 121° 53' 11.87" W Exercise Activity: This scenario will be based on a severe weather event striking a community in the San Francisco Bay Area. CERT/NERT team will assemble at a pre-designated location, organize themselves according to ICS principles, perform a damage assessment in the simulated neighborhood, secure any damaged utilities, report back on conditions found using designated ham radio frequencies, perform light search and rescue if required, provide first-aid, move the sick or injured to the casualty collection area that has been established, maintain CERT/NERT personnel accountability at all times and complete required records and reports. Scenario Briefing: It is daytime and the sky is clear. A major weather event has just struck your community. There are reports of numerous person injured with widespread damage caused by localized flooding and high winds that have knocked down trees and power lines. There are unconfirmed reports that a funnel cloud had also been observed in the area. Local first responders are overwhelmed with calls for service. As a result, CERT/NERT teams have been activated by the fire chief and directed to assemble at this location. The team’s mission is to perform a damage assessment of this neighborhood, secure any damaged utilities and report back to the Emergency Operations Center (EOC) using the assigned ham radio frequency. If circumstances require, perform light search and rescue, provide assistance to the sick or injured and/or those in need of assistance. CERT/NERT team will assemble at the site of a building collapse, organize themselves according to ICS principles, perform a damage assessment of the building, report back on conditions found using designated ham radio frequencies, perform light search and rescue if required, provide first-aid, move the sick or injured to the casualty collection area that has been established, maintain CERT/NERT personnel accountability at all times and complete required records and reports. Scenario Briefing: It is daytime and the sky is clear. A natural gas pipeline explosion has just struck the community. There are reports of numerous persons injured with widespread damage and secondary fires. There are unconfirmed reports of a building collapse in the CERT/NERT team’s Area of Responsibility (AOR). Local first responders are overwhelmed with calls for service. As a result, CERT/NERT teams have been activated by the fire chief and directed to assemble at this location. Their mission is to perform a damage assessment of the area and report back to the Emergency Operations Center (EOC) using the assigned ham radio frequency. If circumstances require, perform light search and rescue, provide assistance to the sick or injured and/or those in need of assistance. All scenario play takes place in an exhibition hall of the Alameda County Fairgrounds as designated above. No disturbance of the structure will take place during scenario play. No hazardous conditions will be created by scenario play. Upon completion of the exercise, the scenario location will be rehabilitated and returned to its prior use. Exercise# G-4: Green Command / Building Collapse Response Alameda County Fairgrounds, “Building 8” 4501 Pleasanton Avenue, Pleasanton, CA 94566 Latitude: 37° 39' 37.93" N Longitude: 121° 53' 10.80" W Exercise Activity: This scenario will be based on a natural gas explosion striking a community in the San Francisco Bay Area. CERT/NERT team will assemble at the site of a building collapse, organize themselves according to ICS principles, perform a damage assessment of the building, secure damaged utilities, report back on conditions found using designated ham radio frequencies, perform light search and rescue if required, provide first-aid, move the sick or injured to the casualty collection area that has been established, maintain CERT/NERT personnel accountability at all times and complete required records and reports. Scenario Briefing: This is a continuation of the G-3 Scenario with specific activities. There is a confirmed report of a building collapse in the CERT/NERT team’s Area of Responsibility (AOR). Local first responders are overwhelmed with calls for service. As a result, CERT/NERT team have been activated by the fire chief and directed to assemble at the building site. Their mission is to perform a damage assessment of the building, secure any damaged utilities if possible, search the building for survivors and report back to the Emergency Operations Center (EOC) using the assigned ham radio frequency. If circumstances require, perform light search and rescue, provide assistance to the sick or injured and/or those in need of assistance. All scenario play takes place in an exhibition hall of the Alameda County Fairgrounds as designated above. No disturbance of the structure will take place during scenario play. No hazardous conditions will be created by scenario play. Upon completion of the exercise, the scenario location will be rehabilitated and returned to its prior use. Exercise# : Silver Command : Jail Takeover Maguire Correctional Facility 300 Bradford St, Redwood City, CA, 94063 Latitude: 37° 29' 16.39" N Longitude: 122° 13' 53.67" W Exercise Activity: This scenario will test Tactical Team’s ability to conduct a hostage rescue in an unfamiliar environment with multiple suspects and hostages. It will initially test the Team’s ability to quickly brief a plan and then be interrupted with further information from the Command Post requiring the Team to immediately deploy. The next portion of the exercise will test the Team’s ability to move in a confined and awkward space while maintaining appropriate tactics. In addition to this move, the Team will need to continue to brief their plan and contingencies to address several issues they should cover. Teams will also need to develop and implement a plan to deal with inmates who, while not involved in the takeover, must still be accounted for and not assumed to be “friendly”. Scenario Briefing: This scenario will involve an unknown number of gang members who have taken over several holding cells in the county jail, along with several staff members as hostages. The hostile inmates will be armed with edged weapons. Numerous inmates will be on site, including some that are involved in the takeover action and some that are not. The tactical team will have to conduct a stealthy, systematic search of a jail housing unit, including several housing cells. While searching, they will come across both injured staff and non-hostile inmates. They will have to render aid to staff and come up with a plan to deal with inmates who are not hostile but still not considered “friendlies”. Once they contact hostile inmates, teams will have to evaluate their targets for shoot/no shoot threats. After neutralizing the threat, they should continue their search for outstanding hostages and/or inmates. The team will receive intelligence injects throughout the planning phase that should steer the development of their tactical plan. This scenario will use marking cartridges and will be conducted in a secure, though currently not-in-use, area of the San Mateo County Main Jail. Teams will receive a safety briefing and be issued safety equipment prior to the exercise scenario. Exercise#__: Gray Command: Community Preparedness Fair 3 Crosses Church 20600 John Drive, Castro Valley, CA 94546 Latitude: 37° 41' 35.0520" N Longitude: 122° 05' 36.2904" W Site Activity: This site will host a Community Emergency/Disaster Preparedness Fair, which will be open to the public on Saturday, September 9, 2017 from 0900 – 1400 hours. All activities will take place at the Church facility, utilizing existing parking lots and buildings. Several static displays of emergency equipment will be staged in the parking areas including shade canopies, chairs, and tables. Emergency Preparedness training will be provided inside an existing building. No modification to existing facilities will be required as a result of this activity. First aid stations will be available during the event. Exercise# __: White Command /Ricin lab with IED Alameda County Sheriff’s Regional Training Center, Scenario Village, House #1 6289 Madigan Road Dublin, CA 94568 Latitude: 37°42'58.4"N Longitude: 121° 52' 41.3" W Exercise Activity: This scenario is designed to test both the identification of possible biological weapons and the identification and defeat of an Improvised Explosive Device (IED). The goal is to have teams respond to a location and find evidence of a ricin lab. Once identified, appropriate resources will be called (HazMat/FBI) to ultimate determine there is no finished ricin product. An IED training device will be placed at the scene which the EOD team can work to render safe. The IED is designed to allow for multiple means of Render Safe Procedures (RSP). Although the scene has been determined free of any dangerous biological material, it should be a consideration that finished ricin is incorporated into the IED (accomplished through x-ray interpretation). Scenario Briefing: About 24 hours ago, William Gibbs walked into a local hospital with extreme abdominal pain, vomiting, and severe dehydration. While being seen by doctors, his condition worsened and he went into hypovolemic shock. Gibbs is currently alive, but unresponsive. Law enforcement was contacted by hospital staff when they suspected Gibbs may have ingested some sort of poison. A records check, showed Gibbs is on probation and local police records show he is a known white supremacist with multiple instances of harassing minorities and threats to harm them. During their initial investigation, officers learned through surveillance at the hospital that Gibbs was dropped off by a vehicle, which then left once he exited. A plate number was obtained and the registered owner (also a probationer) was contacted at his home. While being questioned by police, the subject disclosed that Gibbs had called him this morning, asking for a ride to the hospital. While en route to the hospital, Gibbs, without elaborating, indicated that he may die due to actions he has taken. The subject further admitted to police that Gibbs has strong anti-minority and anti-government views and has heard him talk openly about making bombs and how he wanted to make an impact on what he thought was an anti-white society. He has heard Gibbs talk about something “Big” he was working on, but does not know him well enough to know anything further. He states that he was last in Gibbs’ house about two weeks ago where he saw what he thought were pipe bombs, batteries, and old ammo cans. He said that Gibbs lives alone but could provide no further information. When police responded to Gibbs’ address for a probation search, they looked through a window and saw what looked like a pipe bomb on a counter. Given what they knew, officers request the bomb squad respond to assist in making entry to the house. Exercise# EOD-5: White Command: Suspect Bomber Public Works Department Building 4825 Gleason Drive, Dublin, CA 94568 Latitude: 37° 71' 4.238" N Longitude: 121° 88' 2.732" W Exercise Activity: This scenario will test an EOD team’s response to a subject wearing a suicide bomb who decided not to go through with the bombing. The EOD team will be forced to think on their feet and come up with a resolution to render the device safe along with a rendering a second suspicious package that is located on scene. Scenario Briefing: Thirty minutes ago, a subject called out to Deputy Joe while he was standing in front of the California State Attorney General’s offices. The subject claims to have a bomb strapped to him and a wire running to his hand but that he has changed his mind and does not wish to detonate the device. Deputy Joe and his team have contained the subject directly in front of the building. Deputy Charlie from the Crisis Negotiations team has been on scene for the past 20 minutes and is talking with the subject. The location that he is in front of is currently the venue for a conference with regional political dignitaries in attendance. The incident commander is on scene and orders the team to resolve the situation. The EOD team will be allowed to fire the Percussion Actuated Non-electric disruptor (PAN) disruptor with water shot utilizing a black powder blank. Teams will receive a safety briefing and be issued safety gear prior to the exercise scenario. The exercise will be conducted at a secured site, utilizing existing buildings and surrounding driveways. All devices will be simulated or inert training devices. Exercise #__: Black Command / Hostage Rescue Adamson’s Police Products 160 Airway Blvd., Livermore, CA 94551 Latitude: 37° 41' 44.2" N Longitude: 121° 48' 28.7" W Exercise Activity: Tactical Teams will be deployed to an undercover officer buy-bust protection detail. Once the operation gets compromised, the tactical team will need to breech the main entry door to rescue the officer and an additional victim. The suspect will retreat into the structure and barricade himself. Forced entry with a cutting torch is required at the main entry door due to fortification. A handheld deployed camera will be used to gather information and a cutting tool will be used to free a hostage from a secured position and rescued. Scenario Briefing: Teams will be briefed that they are on scene to provide protection for an undercover officer during a buybust operation. The tactical team has been requested due to the fortification and volatility of the suspect in the house. Teams will be explained the tools they may use during the operation and be given time to create an entry plan if needed. The layout of the house will be provided. Exercise# FS-7: Red Area Command / Initial Attack Structure Collapse Livermore-Pleasanton Fire Department Training Center 3301 Busch Road Pleasanton, CA 94566 Latitude: 37° 40' 39.9" N Longitude: 121° 51' 28.1" W Exercise Activity: This exercise will test the ability of US&R/Technical Rescue teams to: 1) develop and participate in a unified command that incorporates the US&R/Technical Rescue Task Force into the ICS structure, 2) appoint a Safety Officer and develop a safety plan, 3) survey the incident scene, 4) develop a tactical action plan, 5) organize the US&R team following the FIRESCOPE Urban Search & Rescue Module, 6) control hazards, 7) work through the 5 stages of rescue, 8) outfit rescue personnel in the appropriate personal protective, 9) provide the necessary tools and equipment necessary to access the victim(s), 10) communicate the hazards encountered and status of victim(s),11) request additional resources as conditions warrant to facilitate the rescue, 12) make multiple fast rescues of lightly entrapped victims, 13) conduct medical assessment of victim(s), 14) provide needed medical care prior to disentanglement and extrication, 15) conduct spreading, cutting, lifting, lowering, prying and shoring operations as needed to disentangle and extricate victim(s) 16) evaluate/reevaluate the incident action plan and modify as needed, 17) ensure firefighter safety and victim safety, 18) work collaboratively with other first responder agencies. Scenario Briefing: This scenario will involve a US&R Task Force (TF) responding to a vehicle borne attack and shooting that has resulted in a partial collapse of a building. There are multiple wounded and believed missing. 911 callers report the shooter/driver of the vehicle is deceased from a self-inflicted gunshot. The US&R TF will transition through the 5 stages of rescue in this scenario, rapidly utilizing broad task level skills that will require complicated scene management. Upon arrival, US&R task force personnel will have required personal protective equipment inspected. Prior to the beginning of the scenario a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, hand washing stations and bathrooms. No one will be allowed to participate if they lack the necessary PPE, training or has failed to attend the safety briefing. The entire exercise will be located within the Livermore-Pleasanton Fire Department Training Center, a certified Rescue Systems 1 & 2 site. The scenario’s specific site, check-in/staging and briefing areas, drop point, including first-aid/rehab and hand washing stations and bathrooms will be located in areas clearly identified by safety cones and signs. A security perimeter will be established utilizing the features of the property, temporary barricades and scenario staff assigned to prevent unauthorized entry at established entry points. No hazardous materials will be released into the environment as part of this exercise. No portions of the property, surrounding facilities and grounds will be disturbed as part of this exercise. Operations, parking and rehab areas will all occur in the perimeter as defined on site. Exercise # __: Tan Command / Command San Francisco Police Department Building 1700 17th Street, San Francisco, CA 94103 Latitude: 37° 45' 54.84" N Longitude: 122° 24' 4.50" W Exercise Activity: Tan Command will provide comprehensive situational awareness (Sit-Stat) to the San Francisco players and site manager of the 2017 Urban Shield Exercise. Tan Command will monitor each team at their respective event site within the City & County of San Francisco as well as the San Francisco Sheriff’s Office’s sites at the San Bruno Jail Facility. Tan Command will manage communications to and from Orange Command in Alameda. Scenario Briefing: This location will serve as the Tan Area Command Post. It will run as a 24-hour operations center for the duration of the event, starting on Saturday, September 9, 2017, at 0500 hours, and will end on Monday, September 11, 2017, at 0500 hours. The Tan Area Command will maintain logistical support, act as a dispatch center, and be the primary coordination point for all sites within the Tan Area Command. Tan Command will practice ICS as mandated by NIMS/SEMS and will be testing the objectives listed below. This event will take place at the SFPD Department Operations Center (DOC) located at 1700 17th St., San Francisco CA 94103, an indoor, closed location. Objectives- Maintain & Document Sit Stat/Re Stat per NIMS/SEMS, effectively communicate with Orange Command re: Sit Stat/Re Stat, maintain officer/participant safety by monitoring activity within the City & County of San Francisco. Exercise # __: Tan Command / Warrant Service on an Armed Sovereign Citizen Compound San Francisco Sheriff’s Office San Bruno CA Complex 1 Moreland Drive, San Bruno, CA 94067 Latitude: 37° 37' 24.70" N Longitude: 122° 27' 32.92" W Exercise Activity: This scenario is an intelligence driven exercise testing the Tactical Team’s ability to gather information, develop a plan and execute that plan in a safe manner. This scenario is an assault on a Sovereign Citizen compound. During the scenario the teams will receive their briefing and using information they collected at the previous scenario they will develop a comprehensive plan to assault the compound. The scenario covers an area of approximately 1 ½ acres. Teams will have to deal with time constraints to complete their mission. The compound is located in a remote canyon area that is surrounded by trees and hills. The area is covered in dense brush which should assist the teams with a safe avenue of approach. The teams must advance tactically and cautiously and be ready for ambushes or terrain features that could inhibit their advance and cause mission failure. The compound consists of several out buildings, small tents and a farm. Once they are ready, teams will begin their assault. Safety is the overall concern of everyone involved and all safety measures and practices will be enforced. Once the assault has been completed and the suspects have been arrested or neutralized, the exercise will be considered complete. Scenario Briefing: All Participating tactical teams will be given the following information at the conclusion of the video briefing to ensure continuity between training evolutions: Approximately 90 minutes ago, James Reed, the leader of “The Swords of the Lord”, a sovereign citizens group, was arrested with two other individuals at the San Francisco Municipal Court on weapons charges and for threatening to kill a Superior Court Judge. During a search of his personal belongings, there was correspondence identifying an armed encampment under the control of “The Swords of the Lord” sovereign citizens group. The armed encampment is located in a rural unincorporated area of San Mateo County. There are only dirt access roads and armored vehicles cannot maneuver these. The area is surrounded by dense brush, thick woods and a hilly terrain. One of the arrested subjects informed officers that one of the buildings may be used as an armory or area to store weapons and explosives. Aerial surveillance shows numerous outbuildings in an open area. There were several small tents and what look like passenger cars adjacent to the largest buildings. Local municipal records show that the compound and attached land have recently gone into foreclosure and that the current owner, a Roger Anthony, is facing eviction. Mr. Anthony has recently been charged with Terrorist threats, Alteration of Firearms, Assault on Peace Officers, and trespassing. Mr. Anthony is known to file false legal documents against peace officers, the courts, and judges. The legal documents filed are all consistent with sovereign citizen legal filings. Mr. Anthony also has some limited military experience and has been known to publicly threaten law enforcement personnel with harm if they ever enter his sovereign compound. Other unidentified members of “The Swords of the Lord” group are known to be extremely aggressive when encountering law enforcement personnel. The North County SWAT Team is currently serving another warrant on a suspected Terrorist Compound and cannot respond. Your team has been tasked with resolving this incident. Exercise # __: Tan Command / Coordinated Attack on Infrastructure Golden Gate Bridge Scenario Highway 101, North Anchorage Tower, San Francisco, CA 94129 Latitude: 37° 49' 11" N Longitude: 122° 28' 43" W Exercise Activity: Tactical teams will be provided a scenario involving a takeover of the North Anchorage House of the Golden Gate Bridge by terrorists. This anchorage house is one of two critical nodes in supporting the Golden Gate Bridge. The teams will respond to the entrance of the North Anchorage House. Upon arrival, they will be faced with multiple challenges forcing them to perform their mission with little to no light source. The teams will be tested in tactics including hostage triage and rescue utilizing noise and light discipline. The team will need to assess the situation and decide how to rescue, render aid, and evacuate the hostages and mitigate the multiple coordinated threats to the North Tower. Once the team enters the North Tower, they will be met with various force on force situations. Infrared laser weapons and night vision observation equipment will be used. Scenario Briefing: Today, five individuals dressed as maintenance workers were seen on security cameras gaining access into the top entrance of the North Anchorage House of the Golden Gate Bridge. Since records show that there was no scheduled maintenance to be done that day, terrorist activity is suspected. The “workers” were seen moving large boxes into the tower and the Golden Gate Bridge Authority fears this group is planning to take out the bridge by placing explosives at the concrete pillars (critical support system). Shortly thereafter, the security cameras became inoperable and a nearby officer with the U.S. National Park Police responds to investigate. The U.S. National Park Officer arrives on scene and contacts one of the “maintenance workers” who was now at the top entrance of the North Anchorage House. After the terrorist engages the officer with an assault rifle, shooting and severely injuring him, he flees into the North Anchorage House. The Golden Gate Bridge Authority & US Park Police have called for emergency help from the closest tactical team. Arriving officers on the SFPD Specialist Team arrive and set up a perimeter around the North Anchorage House while patrol officers attempt to evacuate people and vehicles from the bridge. Your team has been designated to formulate and plan for entry to stop the terrorists. An armored vehicle is available to make your approach. Overhead images have been taken to show your location in relation to the entry point of the North Tower. The Incident Commander wants the S.W.A.T. Team to launch in 10 minutes. Exercise # __: Tan Command / Downtown High Rise Active Shooter Embarcadero Four Embarcadero Center San Francisco, San Francisco, CA 94111 Latitude: 37° 47' 42.90" N Longitude: 122° 23' 45.98" W Exercise Activity: For this scenario, teams will be presented with an urban high rise active shooter scenario similar in style to the January 7, 2015 Charlie Hebdo attack in Paris. Scenario Briefing: Your team was in transit to training when dispatch broadcast a “shots fired.” Your team was close by and diverted to the area as dispatch broadcasts multiple 911 calls stating one or two suspects with assault rifles were shooting people in the newspaper offices on that floor. Several callers said there are injured or dead victims. As the team nears the scene, two patrol officers broadcast can be heard over the radio that they were making entry and hearing gunfire. Since then, dispatch has been unable to raise those officers on the air. Tactical teams will be expected to immediately make entry and begin moving to make contact with the still actively shooting suspects and make choices to bypass or evacuate wounded victims. When the team enters the offices, they will encounter multiple threats and challenges. The team must continue moving as they will hear continued sporadic gunfire from other parts of the floor. The exercise is complete when all suspects have been neutralized within the dedicated area. Exercise # __: Tan Command / Hostage Stand Off/Rescue San Francisco Sheriff’s San Bruno Complex 1 Moreland Drive, San Bruno, CA 94067 Latitude: 37° 37' 46.09" N Longitude: 122° 27' 40.68" W Exercise Activity: This scenario is an inject-driven exercise testing the Tactical Team’s ability to gather intelligence, develop a plan and execute that plan in a safe manner. During the scenario, the teams will receive their briefing and using that information to develop a plan to rescue hostages and arrest/neutralize the threat from the suspects. The teams will have to use cover and concealment and room entry and clearing techniques to clear the building without being detected. Once they have decided on a plan they must execute that plan in a decisive manner. The teams must advance tactically and cautiously and be ready for ambushes, obstacles, and building features that could inhibit their advance and cause mission failure. Once they have encountered the suspects, they will execute their plan. Safety is the overall concern of everyone involved, and all safety measures and practices will be enforced. Once the plan has been executed, the hostages are safe, and the suspects have been arrested/neutralized, the exercise will be considered complete. Scenario Briefing: All participating tactical teams will be given the following information at the conclusion of the video briefing to ensure continuity between training evolutions: Today, an individual identified as John Gray, along with an unknown male accomplice, entered the San Francisco Family Center and took his 18 month old son hostage. His son was placed in the care of the Family Center due to mistreatment by his mother who is in custody for Child Abuse/Neglect. The father petitioned the Courts for custody of his son but was denied due to his history of drug abuse, domestic violence and a documented history of psychiatric problems. John Gray entered the building and then the secure area by presenting a handgun and forcing the unarmed security guard to open the door. Once inside the secure area, he located his son and took him hostage and is now barricaded in an office corridor located in the Administrative area. The accomplice is somewhere else in the building but their location is unknown. It is also unknown if the accomplice is armed. All cameras that are normally used for surveillance and security are inoperable due to unforeseen maintenance that was being performed. The mission of your Team is to ensure the safety of the hostage, utilize de-escalation tactics to come to a peaceful solution and ensure that any threat is dealt with. Since San Mateo’s North County SWAT Team is currently serving a warrant on a suspected Terrorist Compound, they are unable to respond. Your team has been tasked with resolving this incident. Exercise #__: Silver Command: Airplane Hi-Jack/ Hostage Rescue San Francisco International Airport Operations Services Airfield 1057 North Access Road, San Francisco, CA 94128 Latitude 37° 37' 43.60" N Longitude 122° 22' 48.43" W Exercise Activity: Tactical teams will be tasked with boarding a 767 Airplane parked on an SFO Tarmac. Once onboard the aircraft, the teams will conduct a hostage rescue and eliminate any threats that confront them. The goal is for teams to utilize breach points to engage hijackers who are holding hostages. Scenario Briefing: On Thursday, September 7, 2017, an American Airlines (AA) flight was hijacked by members of Hezbollah and Islamic Jihad shortly after takeoff from Athens with a final destination of San Diego. The three terrorists on board are seeking the release of 700 Shi’ite Muslims from U.S. custody. Due to low fuel, the plane landed at the San Francisco International Airport and is currently sitting on a tarmac. The passengers and crew have now endured a three-day ordeal with lack of food and water, beatings, and threats of murder. Your team will be relieving an FBI SWAT team that has been on scene and conducting negotiations for 18 hours. During the negotiations, most of the passengers have been released but currently some hostages are still inside the airplane. There are two breach points to the plane. A door at the right rear of the plane and a door at the right front of the plane near the cockpit. Access onto the plane will be from two mobile air ladders which are ready to be in place at the breach points. The hijackers are keeping both doors open due to the fact that the plane no longer has power and ventilation is needed to cool the interior and both breach points are guarded by the hijackers. Currently, the passengers have been divided up with some being held at the rear of the plane and guarded by a lone hijacker armed with a handgun and the rest in the center of the plane, also being watched by one hijacker armed with a handgun. The third hijacker is near the cockpit and is armed with a hand grenade that he is threatening to use to blow up the plane if their demands are not met. Prior to your arrival, the hijackers lost patience and executed a hostage and have thrown his body off of the plane. Due to the threats made by the hijackers as well as the murder, your mission is to covertly approach the aircraft on foot. Once at the plane, your team will have compromise authority and permission to commence with the assault to apprehend or neutralize the hijackers and safely rescue all the hostages. Once all the hostages are accounted for on the tarmac, the scenario will end. Simmunitions and protective equipment will be used in this scenario. Exercise #__: Blue Command: Active Shooter on SAR Team Don Castro Regional Park 22400 Woodroe Avenue, Hayward, CA 94542 Latitude 37° 69' 23" N Longitude 122° 04' 99" W Site Activity: This scenario will test tactical teams’ ability to respond to an active shooter in a wooded area with known casualties and a possible hostage. They devise an emergency assault plan to stop the active shooter threat and rescue hostages. This scenario will involve the use of simunitions and blank guns. Exercise Briefing: About 1 hours ago, a Search and Rescue team in the area was searching for a missing person when they were shot at. Two of the SAR team members were struck by rifle fire but are still alive. They retreated and took cover as did the other team members. It is believed the SAR members wandered too close to an illegal grow operation. Since taking cover they have been fired upon several more times but there are no additional injuries. The SAR members are all wearing orange SAR vests and should be easily identified. It is also possible the missing person is still in the area (provide description of the missing person). The gunman was reported wearing all black clothing. You need to respond to the area of the rifle fire, neutralize the gunmen, and rescue the SAR members and any other victims. Exercise #E2: White Command / Program Change EOD Blue Barn, 6299 Madigan Road, Dublin, CA 94568 Latitude: 37° 71' 71.97" N Longitude: 121° 88' 64" W Exercise Activity: This exercise will test the readiness of Bomb Squad units. Teams will complete a series of EOD related activities including use of a logic tree, Render Safe Procedures/hand entry techniques, booby traps search and clear, hazmat disposal and range procedures. Teams will execute render safe procedures until all hazards are eliminated. During the exercise, teams will use a variety of basic EOD tools, a robot, Percussion Actuated Non-Electric (PAN) disrupter, rigging equipment and basic hand tools. Teams will be confronted with multiple mental and physical challenges. All devices, IED’s, and explosive materials will be simulated. Scenario Briefing: This scenario will involve one domestic terrorist who entered a network television station in an attempt to change network programing. The terrorist has been chanting, "stop encouraging the birth of anymore parasitic human infants." The terrorist used a handgun and took three people hostage in the lobby area of the television station. He also was seen wearing a tan colored vest with several metallic objects and wires protruding from it. The hostages were forced to lay on the ground before communications were made with the terrorist. Hostage negotiators negotiated for roughly four hours before the terrorist refused to talk anymore. Tactical teams will be required to neutralize the suspect and determine the most appropriate way to render the bomb vest safe. The site for this exercise is used by the Alameda County Bomb Squad located in Dublin, behind the Santa Rita Jail. The Blue Barn is secured and surrounded by chain link fencing. Ingress for teams will be through Madigan Road, near the Alameda County Sheriff’s Office Search and Rescue bays. The ingress will be monitored by site security. Caution tape will be utilized to ensure off limit areas are clearly marked. Site Security shall ensure all off-limit areas are secured and enforced. The scenario will finish in the same location where the scenario began and all teams will be debriefed prior to leaving for the next scenario. Exercise # : Silver Command / Hostage Rescue Millbrae BART Station, 200 Rollins Rd., Millbrae, CA 94030 Latitude: 37° 36' 4.366" N Longitude: 122° 23' 15.669" W Exercise Activity: The scenario will test tactical team’s ability to respond to a dynamic situation, involving multiple suspects and hostages. The immediate threat posed to citizens on the freeway and on board aircraft will require teams to quickly conduct surveillance and develop and action plan. Teams must deploy over open terrain to approach the suspect vehicles, identify suspects and hostages and act to end the threat to the public. Scenario Briefing: The FBI has received confirmed intelligence that suspected foreign terrorists are planning on conducting a terror attack in the Bay Area, sometime in the next 24-48 hours. These terrorists have a history of attacks on public transit by means of firearms and explosives. Due to the reliability of this information, all area tactical teams have been placed on alert. Your team has been stationed in the vicinity of San Francisco Airport (SFO). Approximately 20 minutes ago, reports were received that an SFO parking shuttle had been hijacked by several armed men. The van is built to hold 15 passengers, but it is not known how many hostages are on board. The van left the scene of the hijacking and drove toward SFO. Fifteen minutes later, witnesses reported that a shuttle van matching the hijacked van’s description drove into the Millbrae BART station and continued to the top floor. The witness, who is no longer on scene, reported that one of the men who got out of the van appeared to be armed with a scoped rifle. BART police and San Mateo County Sheriff’s units have blocked access to the station and are in the process of evacuating. The Millbrae BART parking garage is immediately adjacent to the 101 freeway, and about ½ mile from SFO. The top floor lies under the flight path for runway 1. The freeway and the bulk of the airport are in direct line-of-sight to anyone on the top floor. The Incident Commander has ordered your team to respond to the Millbrae BART parking garage, locate the shuttle van, rescue the hostages, and react to the threat posed by the terrorists. This scenario will take place in the multi-story parking structure adjacent to the station. Tactical teams will enter the exercise area by parking in designated areas of the southwest corner of the 4th floor of the Millbrae BART Station parking structure. Teams will use stairs to administratively move to the 5 th (top) floor of the parking structure, where they will enter the warm zone by going through a safety/security check. No weapons will be allowed inside the warm zone. The entire 5th floor of the parking structure will be closed to the public and will be clear of uninvolved vehicles. There will be no access to the 5th floor except by the stairs that teams will use. Once in the warm zone, teams will receive their safety and mission briefings and be issued AirSoft weapons and safety gear. At the start of the mission, teams will enter the hot zone and make their way through the open area toward the east side of the parking structure, overlooking the SF International Airport. Exercise #___: Black Command / Terrorist Camp San Antonio Reservoir Alameda County, Sunol, CA Latitude: 37° 34' 31" N Longitude: 121° 50' 42.68" W Exercise Activity: This exercise will test the ability of tactical teams to quickly plan and execute an assault operation on a terrorist camp that poses an imminent threat to the Bay Area. This operation involves a tactical assault in a high risk environment via small boat insertion. This mission requires rapid deployment, quick decisionmaking, small unit leadership, land/compass navigation, high precision tactical team movements, noise discipline, tactical hand/arm signals, precision shooting, IED recognition, and overall continuous situational awareness. The teams must demonstrate their ability to practice doctrine of interdiction and control of waterways through 360 degree coverage and tactical movements through open and wooded areas. Scenario Briefing: Various intelligence reports have identified an isolated camp where terrorist training, planning and bomb making is occurring. The camp is guarded by approximately 8 terrorists and their leader, who has been identified as a high-value target. Intelligence has determined the camp's security consists of unsophisticated IED/Booby Traps and a small number of armed guards who routinely walk the perimeter of the camp. Teams will be provided with brief classes in map and compass navigation, generalized hand and arm signals, the basic tenets of sound and light discipline, and identifying booby traps/IEDs. They will also be briefed in identifying items of intelligence or evidentiary value. The site for this exercise is the San Antonio Reservoir located in Alameda County California, about three (3) miles east-southeast of Sunol. The reservoir is not open to the public. The scenario will occur in the southwest quadrant of the reservoir. Ingress for the teams will be Indian Creek Road (off Calaveras Road) which is about three (3) minutes from the 680 Freeway. There is a high fire hazard due to the dry brush and rattlesnakes are known to be in the general area. Watercraft will be inspected including personal protective equipment inspected. Prior to beginning the scenario, a safety briefing will be conducted to ensure that personnel are aware of scenario hazards, scenario emergency procedures, escape routes, areas of safe refuge, evacuation collection points, the location of the first-aid/rehab, and bathrooms. No one will be allowed to participate if the boat fails its safety inspection or personnel they lack the necessary PPE, training or have failed to attend the safety briefing. Biodegradable marking cartridges will be used for this exercise. Exercise # E1: White Command / Major Event EOD Range 6289 Madigan Road, Dublin CA 94568 Latitude: 37° 34' 47.7" N Longitude: 121° 55' 32.8" W Site Activity: This scenario will test an EOD Team’s ability to respond to a situation at a high visibility public event. This scenario will use standard EOD tools to identify the threat and neutralize same. Exercise Briefing: An EOD team has been requested to support the Dublin Police Department for the 1st annual Dublin Cross Country Race, in which over 500,000 spectators are expected to attend. The pre-event sweep was conducted with no issues. During the race, however, a lone attacker drove a vehicle through a crowd and fled on foot. The attacker was later neutralized by Dublin Police. While tracking the attacker’s movements, a suspicious bag was located and witnesses have said the attacker was carrying it as he exited his vehicle. EOD teams will need to determine the contents of the bag through their various procedures and render it safe. Teams will receive a safety briefing and be issued safety gear prior to the exercise scenario. The exercise will be conducted at the Alameda County Sheriff’s Office EOD range in coordination with the tactical team training in surrounding areas. No EOD action will take place before contacting surrounding sites. All devices, IEDs, and explosive materials will be simulated. Exercise # __: Black Command / Armed Protest Los Vaqueros Reservoir 100 Walnut Blvd. Brentwood, CA 94513 Latitude: 37° 51' 23.2" N Longitude: 121° 41' 53.3" W Site Activity: This scenario will test a Tactical Team’s ability to respond to a dynamic situation with multiple suspects and potential hostages involved. It will initially test the Team’s ability to quickly brief a plan and then be interrupted with further information from the Command Post requiring the Team to immediately deploy. The next portion of the exercise will test the Team’s ability to make a dynamic entry into a water reservoir control center while maintaining appropriate tactics. In addition to this move, the Team will need to continue to brief their plan and contingencies to address several issues they should cover. Exercise Briefing: Tactical teams report to a scene in which several suspects have taken at least one hostage and are now located inside a water reservoir control center. After they have been briefed at the Command Post that all suspects are located inside the building, the teams begin to deploy. The Team will need to select an avenue of approach that best allows them to move covertly on the target without being noticed. Once in position, the Team will need to develop a plan to assault the interior of the building, apprehend suspects, rescue any hostages, secure the control center and prevent the release of water from the dam. This phase will test the team’s problem solving capabilities as well as split-team movements and coordination. Exercise # ___: Silver Command: Aircraft Hijack Federal Air Marshal Service, San Francisco Field Office Latitude Longitude Exercise Activity: This exercise will test the ability of tactical teams to quickly plan an immediate action response to an active shooter incident. Tactical teams must be able to adapt to ever-changing circumstances, rescue and secure hostages, apprehend suspect(s), and secure the target location. Scenario Briefing: This scenario will involve an unknown number of terrorists who have targeted San Francisco International Airport’s (SFO) international terminal. On the evening of Sept 9, 2017, the Coordination Center at SFO has received reports that multiple explosions and shots have been fired near the G gates in the International Terminal. The TSA checkpoints have been closed and all personnel are exiting through the lower level. CCTV footage shows several people injured on the ground. Emergency calls have indicated that there’s more than one suspect and no current intel has provided their current location. The responding tactical team will be forced to go dynamic when shots are heard from a gate area. The terrorists’ location is unknown at this time. Teams will quickly plan and execute a response to conduct rescue operations and locate and subdue the suspects. This scenario will be conducted at the Federal Air Marshal Service, San Francisco Field Office. The exercise will take place indoors at an existing training facility constructed for law enforcement training. Authorized personnel will be allowed to observe the exercise from an identified safe area. Upon entering the Federal Air Marshal Facility, participating tactical teams will go through a safety inspection to assure no live weapons are brought into the training venue. Participating teams will be given a safety brief and then be issued safety gear and training equipment. Non-Lethal Training Ammunition will be used for simulated live fire effect. Upon completion of the scenario, participating team members will be escorted to the equipment issuance area where they will return all equipment and be debriefed.
