REGAN Secretary LINDA CULPEPPER Water Resources Interim Director Environmental Quality January 18, 2018 Ms. Christel Compton The Chemours Company 22828 NC Highway 87W Fayetteville, North Carolina 28306-7332 Subject: Receipt of Wastewater Dear Ms. Compton, The Department of Environmental Quality (DEQ) has learned from EPA Region 4 that wastewater generated from at least one facility in the Netherlands is being sent to the Chemours Fayetteville Works facility (Chemours facility). Please provide to DEQ the requested information below regarding the management of wastewater by January 24, 2018: • • • • • • • • Provide the name, location and contact information for any off-site facility which has sent and/or is sending wastewater to the Chemours facility. For each off-site facility identified, describe the specific manufacturing processes from which these wastewaters were produced. Provide all analytical data related to each wastewater received, including any data identifying chemical constituents or pollutants present in the wastewater. Explain why these wastewaters were sent to the Chemours facility, and identify any that were treated at the Chemours facility Waste Water Treatment Plant. Describe the management practices for wastewater received, including how the wastewater is transported to the Chemours facility, how and where it is stored at the Chemours facility, and what type of practices are used to manage the wastewater (reclamation, recycling, treatment for disposal, etc.), where it is managed, and any sampling/analysis procedures. Identify when the wastewater was first sent to the Chemours facility, and average volumes per shipment per year and average volume per month for years 2016 and 2017. Provide copies of shipping records regarding the transport of wastewater to the Chemours facility since Chemours took ownership. Describe any spills and/or releases related to the management of wastewater received from any off-site facility. Describe any spills and/or releases related to the management of wastewater received from any off-site facility. For each wastewater stream sent to the Chemours facility from an off-site facility, provide any waste determinations that have been made under the Resource Conservation and Recovery Act or other federal or state environmental laws, and provide any regulatory approvals allowing the import or transport of the wastewater to the Chemours facility. For any wastewaters that had solids to be disposed, identify the manufacturing processes from which these wastes originated, the expected pollutants of concern and their concentrations. Describe whether the Chemours facility is using any waste and/or materials from the Polymer Processing Aid (PPA) process in any other manufacturing area(s) at the Chemours facility.
