Cuyahoga County Council January 24, 2019 The Honorable Michael O’Malley Cuyahoga County Justice Center, Courts Tower 1200 Ontario Street, 9th Floor Cleveland, Ohio 44113 Dear Prosecutor O’Malley, We are writing to express our support of continued efforts to quickly and responsibly ameliorate the operational deficiencies identified in the United States Marshals Quality Assurance review of the county jail dated October 30, 2018. It is our understanding that the County Sheriff has already taken steps to correct a number of these deficiencies, while other changes will require additional investment and longer-term systemic reform. Among these efforts, we support: 1) Efforts by the county administration to enter into a new contract with the MetroHealth System to assume full responsibilities for medical services in the jail to ensure the healthcare needs of all inmates are being met; 2) Efforts by the Cuyahoga County Criminal Justice Council to reform the county’s cash bail system and responsibly reduce the population in the jail; and 3) Efforts by the county Sheriff to hire additional corrections officers and additional supervisory staff to end the practice of “Red Zone” lockdowns within the jail. Ensuring the health and safety of the inmates and jail staff remains of the highest priority and Cuyahoga County Council is committed to appropriate additional resources in order to achieve these objectives.
