Mr. Crear was an early mentor of mine and was the MVK and later MVD commander when 1 worked both places. He also worked as Chief of Staff at USACE headquarters and knows COL Press and COL Cross well. He's wanting to visit with Ted and convey his support for a streamlined approval process. He has a lot of confidence in USACE DAPL0075384 the COE and sees himself as a 'safety-value' to help consultants (DAPL) and the Corps navigate the approval process. Additionally he wants to send me comments on the DAPL NLPA review by Monica Howard. 1 have not seen the comments but imagine Mr. Crear thinks there's room for better understanding- "Maybe a phone conversation with Monica and the key team members on this issue would work. Let me know and 1 can make it happen on this end." 1 detailed Regulatory's role and how we are working concurrently the 404/Section 10 process with the 408 process but that we cannot issue Section 404/section 10 until the 408 process is completed.
