December 14, 2018 Mr. Ernie Marks Executive Director South Florida Water Management District Dear Ernie, write to resign from the position of Chief of Staff General Counsel of the District. I have accepted an offer to practice law at a private firm and would like to transition into that role at the beginning ofthe new year. I will work with you to determine the best date under the circumstances to be my last date of employment at the District. This decision was difficult. The work of the District is important to so many Floridians and assisting you and the Executive Team as you execute the District?s mission is tremendously rewarding. Thank you for the opportunity to be part of your team. And thank you for your leadership and friendship these last few years. Sincerely yours, Brian Accardo January 1, 2019 The Honorable Rick Scott Governor, State of Florida PL05, The Capitol Tallahassee, FL 32399-0001 Dear Governor Scott: First, let me congratulate you on your election to the U.S. Senate. It has been an honor to serve as one of your gubernatorial appointees during your successful tenure as our Governor and I know you will take that knowledge and expertise to Washington and represent our great state efficiently, effectively, and eloquently. As one of your Governing Board appointees to the South Florida Water Management District (SFWMD), I have been proud to move your initiatives forward. We have finished more projects, allocated more dedicated funding toward restoration, and moved legislation forward that protects the environment and conserves for future generations to come during your eight years as our Governor. As the largest water management district in the state that is also responsible for restoring America’s Everglades, we have been met with many unique challenges. We have been able to overcome those challenges and move forward large-scale capital projects that could not have been possible without your understanding and support. During my four-year tenure, I have focused on improving our communications directly with the public through our website, social media, and podcasts. We have been able to empower the taxpayers of our district with information direct from our many highly qualified and regarded scientists. I have enjoyed working closely with our field staff and land management team as the Chair of the Project and Lands Committee as we focused on the surplus lands that are not needed, putting them back on the tax rolls and dedicated those revenues for management of conservation lands that will benefit the region on the whole. And, lastly, I have enjoyed working with my fellow board members as we made landmark decisions that we believe will benefit future generations of Floridians. It is with this sentiment I offer my formal resignation from the Governing Board effective January 1, 2019, as my businesses require more of my personal attention. I have the utmost confidence in our staff and the board to continue the good work that your initiatives have led us to accomplish thus far. I also know that with you as a partner in Congress, the SFWMD will have the voice and advocate it has needed for so long. The Honorable Rick Scott January 1, 2019 Page 2 Thank you for entrusting me with this great honor to serve on the board of the SFWMD. It is an experience I will cherish for many years to come. Sincerely, Melanie Peterson c: Governor’s Appointments Office SOUTH FLORIDA WATER MANAGEMENT DISTRICT January 11,2019 Office of Governor Ron DeSantis State of Florida The Capitol 400 S. Monroe Street Tallahassee, FL 32399?0001 Dear Gov. DeSantis: I am writing to submit my resignation from the Governing Board of the South Florida Water Management District, effective January 11, 2019. It has been a great honor to have served on the board since I was appointed in May of 2011. These last eight years have been historic in the progress we have made undoing decades of damage done to Florida?s environment and restoring it closer to its natural state. In the Central Florida area that represented, we worked with the US. Army Corps of Engineers (USACE) to bring massive Kissimmee River Restoration projects, literally decades in the making, to the brink of completion. We worked with water management districts and other partners to create the Central Florida Water Initiative planning for the water supply needs of Central Florida?s future generations. We completed several major restoration projects such as rehabilitating the Florida Bay Restoration Initiative that are already benefitting the environment. We have also made major progress restoring the water quality of Florida?s Everglades by completing components of the Restoration Strategies plan. compliment you for the spot light and urgency you have directed to the issues of blue-green algae, red tide and releases from Lake Okeechobee to the coastal estuaries. While the Comprehensive Everglades Restoration Plan and Restoration Strategies provide for the long term solutions, I agree with you that short term relief is absolutely needed. I respect your passion and dedication for protecting and improving Florida?s environment. While I did not vote for the November 8, 2018 lease amendment involving the land that will be used to build the EAA Storage Reservoir, or the motion to dismiss the 1988 federal lawsuit, I understand your desire to have your own appointees on the board. I also want to thank you for the bold environmental priorities you set this week through your Achieving More Now for Florida?s Environment executive order. The priorities you set in that order are exactly what Florida?s environment needs, such as expediting design and construction of the EAA Storage Reservoir and other restoration projects. 3301 Gun Club Road, West Palm Beach, Florida 33406 0 (561) 686?8800 FL WATS 1?800?432 2045 Mailing Address: PO. Sincerely, Frederick Barber PE 0: Governor?s Appointments Office 3301 Gun Club Road, West Palm Beach, Florida 33406 (561) 686-8800 1-800?432-2045 Chairman Federico Fernandez resigned via e-mail: I’m extremely proud of the work the governing board has accomplished over the last three years to benefit all of the residents of the SFWMD’s 16 counties AND the restoration of the natural environment. It is clear that the Governor wants a board completely comprised of his appointments for the purpose of carrying out his vision. I have made every effort to remain on the board during this period of transition for the purpose of ensuring that much needed water resource projects are advanced, and in so doing, decisions are made that help future board members. By way of example, in February our board will be considering the approval of the C-43 reservoir construction contract, the largest contract of its kind to be solicited by SFWMD to date. The approval of this contract also represents a massive leap forward in the construction of a water management feature that will improve Caloosahatchee estuary conditions for generations to come. I feel personally responsible for ensuring that these important decisions be made by the board during this transitionary period. Therefore, once the February meeting is completed I will be tendering my resignation in the hope that successor board members shall continue to improve upon the important work we’ve accomplished to date.
