Dear Councilman Gallagher:

Thank you for your letter dated February 4, 2019, requesting that Mr. Dykes be placed on
administrative leave.

While I think you know that I respect your opinions, I respectfully disagree with you on
this, at this time. There is no allegation or suggestion that Mr. Dykes benefitted personally
from his actions but instead was simply implementing an HR decision.

I must make these decisions upon review of the facts currently available to me in each case.
Ifanything changes during the proceedings or additional information comes to light, 1 will

reconsider this decision.
