Adam Ohio 614.223.5115 President 150 East Gay Street V- Great Lakes States Room 4-A att.com Columbus, OH 43215 February 8, 2019 The Honorable Frank G. Jackson City of Cleveland 601 Lakeside Ave Cleveland, OH 44114 Dear Mayor Jackson: Nearly five months ago, I wrote you directly to share some concerns regarding a slowdown in decisions being made about important telecommunications projects in the city. At the same time, Ohio?s legal team also wrote your legal team, detailing concerns around Fiber permits, in particular. While the dialogue between our staff and the Mayor?s Office of Capital Projects has greatly improved, the fiber permits have yet to receive approval. We have reached a critical delay in our ability to make significant investments in Cleveland. You may remember that in December, during Cleveland?s successful BlockLand Conference, there was robust discussion surrounding the importance of 56 in securing any momentum for blockchain development. The blockchain community clearly heard the call to action and is eager to see these technologies deployed. These businesses, like us, understand that the economic competitiveness of Cleveland is directly related to its ability to adapt and deploy new technology. During your time as mayor, you?ve noted that Cleveland is a "successful city in many ways for our innovation and for meeting and overcoming challenges.? I am hopeful that our team and yours can sit around a table very soon, and take action on our pending small cell attachment agreement and begin negotiating a master attachment agreement for Cleveland Public Power poles. Co?location on these poles is a key objective for your administration and we would like to thoughtfully discuss in a timely manner how to continue to enhance our network through existing facilities with minimal disruption. Like you, we are committed to improving the quality of life in Cleveland by strengthening its neighborhoods and making it a desirable city in which to ?live, work, raise a family, shop, study, play and grow old.? Bringing Fiber to even more neighborhoods, and building the infrastructure for 5G, will certainly be a positive step in this direction. As I mentioned in August, we look forward to continuing to invest in the people and City of Cleveland. But currently, most of our investment plans are on hold, due to a lack of urgency from your administration. Thank you for your time and attention to these matters. Sincerely, 17/ - I 51? 1.1/le Lyr/ .7 I Adam President, Great Lakes States Kevin Kelley, City Council President Members of Cleveland City Council Barbara Langhenry, Director of Law Ronn Richard, Cleveland Foundation Ray Leach, JumpStart Joe Roman, Greater Cleveland Partnership Bernie Moreno, Bernie Moreno Companies Dorothy Baunach, Digital Bill Callahan, Connect Your Community Krista Bistline, Verizon Paul Gilbert, Crown Castle
