Jackson Mayor City of Cleveland 601 Lakeside Ave Cleveland, OH 44114 Dear Mayor Jackson: I am writing today to follow up on some concerning information that has been shared with me regarding AT&T’s ongoing efforts to bring technology improvements to the City of Cleveland. It is my understanding that during this past quarter, our construction teams have been prevented from moving forward with the vast majority of our projects in the City. In particular, our efforts to install high-speed fiber connections in Cleveland’s neighborhoods have nearly ground to a halt. This is certainly disappointing, as until this time, we have enjoyed a positive and productive relationship with the City and its respective permitting entities. Even more disappointing is that we are currently unable to move forward with our plans to bring next-generation technologies and the associated infrastructure investment to the citizens of Cleveland. In addition, AT&T has been working with the Law Department and other contacts within the Mayor’s Office for more than a year to secure a small cell attachment agreement. While we know securing such an agreement can be a burdensome process, we remain hopeful this can be achieved in the very near future. As you know, small cell technology is crucial to bringing 5G to cities like Cleveland. And having a 5G network is key to creating new opportunities for economic growth, boosting connections for public safety and ensuring an overall better quality of life. Your feedback was appreciated earlier this year when HB 478 – the small cells bill that was the result of significant compromise between municipalities and the telecommunications industry – passed the Ohio Legislature. This legislation is already helping us bring new technologies to communities across Ohio faster. For example, cities like Columbus have worked diligently on their small cell attachment agreements to attract this investment. I am attaching some information regarding Columbus’ successful agreement, in the event you find it helpful. Finally, we would appreciate the opportunity to meet with appropriate representatives of the City to discuss the aforementioned issues. I understand that such a meeting has been under discussion for some time now, and I hope that raising these concerns hastens the scheduling of such a summit. We look forward to continuing to invest in the people and City of Cleveland. We’re proud that over the last 3 years alone, we’ve invested more than $325 million in this great community and we are excited to build on that progress.
