Lydon Chief of Police 42 Ridge Street, Glens Falls, NY 12801 January 29, 2019 Mayor Daniel Hall, Chairman of the Board Members of the Board of Public Safety Members ofthe Glens Falls Common Council Citizens of Glens Falls it is my pleasure to submit to you the annual report of the Glens Falls Police Department for the year 2018. The Glens Falls Police Department had set three specific agency goals for 2018. These goals included increasing our DWI enforcement, developing a comprehensive Field Training Officer program, and training additional officers as instructors to increase our in?service training abilities. in 2018 the department made 44 arrests for Driving while Intoxicated or Driving While Ability Impaired by drugs. We conducted 4 road checks during specific crack down periods of 2018 and issued 59 traffic tickets during those road checks. Although we fell short of adding a Drug Recognition Expert to the ranks of the police department in 2018, we were able to provide Advanced Roadside Impaired Driving Enforcement training to additional officers. This training is a pre?requisite to the Drug Recognition Expert program and adding a Drug Recognition Expert to the department still remains a top priority of the administration. With the continued increase in opioid abuse and the push to legalize marijuana the training of a Drug Recognition Expert will be an important and necessary addition to the department. Another agency goal for 2018 was developing a more comprehensive field training officer program. Sergeant Miguel Chico was tapped to be in charge of the department?s Field Training Officers and to develop our Field Training Manual. Sergeant Chico submitted the following as part of his summary of the field training program, ?Field training has a significant impact on the individual trainee?s attitude, style, values and ethics in carrying out the duties of a police officer. A Field Training Manual was developed to assist new officers in making the transition from what they learned in the academy to performing uniformed patrol duties competently in the field. The created manual documents the progress of the new recruit by documenting the progress and rating the recruit throughout their 12- week FTO program. The manual has assisted in providing standardized training, providing clear standards, and enhancing the professionalism and job skills of the new members of the department. The manual has been a great improvement for the Glens Falls Police Departments Field Training Program and has benefited not only the new recruits but the Field Training Officers and administration as well.? Lydon Chief of Police 42 Ridge Street, Glens Falls, NY 12801 The last goal to discuss for 2018 was the training of additional officers as instructor?s in the areas of Breath Analysis Operator, RADAR, Reality Based Training, and Firearms. Although we were unable to meet this particular goal for 2018 the department was able to send two additional officers to an Instructor Development Course to assist in completing in?service training. In 2018, the department responded to 13,726 calls for service. That is a decrease of 15% from 2017. We saw a 20% rise in felony drug arrests that can be directly associated to our officer?s proactive approach to policing and the detective divisions efforts in narcotics investigations. We had an overall increase in the number of vehicle crash investigations and the number of parking tickets issued. There was a total of $199,958 collected in fines from vehicle and traffic and parking tickets issued during 2018. The department emergency response members were activated on seven occasions in 2018 for incidents occurring throughout Warren County. K9?s Phlash and Neeko were activated on twenty-five occasions during the year for narcotics searches, tracking searches, assisting other agencies, and to conduct demonstrations. Two important additions to the ranks of the department were the creation of a full-time school resource officer and an assistant chief of police. The members of the Glens Falls Police Department continue to strive for excellence and are dedicated to residents of this city.
