Gavan, Commissioner Colorado Public Utilities Commission 1560 Broadway Suite 250 Denver CO 80202 Re: DMEA’s Request to Set a Just, Reasonable, and Non-discriminatory Charge Dear Chairman Ackermann and Commissioners Koncilja and Gavan: Colorado Communities for Climate Action is a coalition of 23 counties and municipalities advocating for state policies that further reduce carbon emissions and protect Colorado’s climate. We write in support of the filing in December 2018 by Delta Montrose Electric Association (DMEA) asking the Colorado Public Utilities Commission (PUC) to set a just, reasonable, and nondiscriminatory charge for DMEA’s exit from Tri-State Generation and Transmission. Tri-State’s proposed fees for cooperatives that want to change their contractual relationship are excessive and unjustified. These fees will ultimately harm local businesses, families, and governments by locking them into more expensive and much dirtier power while restricting local economic development tied to local clean energy. The PUC can, and in our view, should help bring transparency and equity to Tri-State’s calculation of the exit charge. This decision bears heavily on DMEA, on every other Tri-Stateaffiliated rural electric cooperative in Colorado, and on all the local communities that presently rely on Tri-State’s expensive and carbon-intensive generation fleet. It is important to Colorado and our rural communities and consumers that DMEA has the right and ability to pursue cheaper, locally sourced renewable energy without harming those Rural Electric Associations that remain within the Tri-State system.
