Oregon on report of a suspicious person. Through investigation it was determined that Larry HOPKINS, a convicted felon, was showing two ?rearms to a group ofjuveniles. JACK REPORTFILED 11/05/2006 On Sunday. 1170506. $1733 hours myselt and Depuly BRYANT were dispatched tn the Keno Gas Slalion at 15475 Highway 65 in Keno, Oregon on report cia suspicious person. Dispatch advised that a male subject was showing several juveniles firearms in the parking lot, While en route to that location I was contacted on my Klarnath County Sharitra OIflca cell phone by Reserve Deputy Slave LESLIE. LESLIE told me that he was on scene and had observed the male acting suspiciously. Steve told me that the subject was bragging about going on drug stings in Louisiana and stating that he worked for the government, Steve LESLIE told me that he would stand by at the location and get a liOerise plate in the event that the subject Iefl. Deputy BRYANT arrived on scene several minutes prior to myselt and contacted the subject who idermfled himself as Larry Mitchell HOPKINS. When I arrived on scene Deputy BRYANT told me that Larry HOPKINS had stated that he was a felon out at Montana and that there were firearms in the vehicle. I observed that Larry HOPKINS was wearing a black un'flomt style Shirl and black pants. HOPKINS had a badge Similar in appearance to a police Dmcel' badge pinned abnve his IEfl breast in the area a police crificer would wear a badge. had a gold star on each Mills collars which is mile" a Sign OI rank. HOPKINS had several or law enhancement style pins allover his shin in a unilorni appearance. I contacted Steve LESLIE who continued his earlier statement that HOPKINS stated that he worked tor the Federal Government directly under George me' that HOPKINS stated that he was doing drug stings in Louisiana and was en route to Dorris to pick up a team or agents to process a meth lab. HOPKINS also claimed to doing "Operations" in Atghanistan. I spoke to Glen JOHNSON who is a local firefighter who was also on scene Glen JOHNSON told me that he arrived at the gas station and was speaking with the gas attendant. JOHNSON observed that the subject identified as Larry ms "suspiciously." JOHNSON stated that he stayed on scene Ior several minutes to make sure everything was Okay. When he went to drive past the vehicle he saw HOPKINS standing in the doorway ot the truck holding a revolver. JOHNSON told me that he saw HOPKINS put the revolver in the pickup behind the seat. I told Deputy BRYANT that I had confirmed that Larry HOPKINS was in possession or a firearm Deputy BRYANT gained permission to search Larry vehicle tor the firearm Deputy BRYANT handed me a piece at paper he had lomted inside or the vehicle containing inlorrnation about a subject On scene that Larry HOPKINS had written down. I observed that the piece or paper had all personal contact tor I contacted a group or juveniles on scene and asked it_ was there. A white female raised her hand and said "I'm - told me that Larry HOPKINS had told her that he is a tugitive bounty hunter and a police olfioer, told me that HOPKINS stated he was going to a meth lab In Ooms to process it and then going with other a enls to Reno Halley _told me that she saw Larry HOPKINS showing other juveniles guns out or his vehicle. I askedh it she believed Larry HOPKINS was a police olflcer. She replied "Yes." I asked why she had given Larry HOPKINS all or her personal intormation including her Social Security number told me that she believed HOPKINS was telling her the truth and She wanted HOPKINS to help her get a job as a bounty hunter. told me that HOPKINS also had a badge in his wallet that looked like a police orriccrs badge locntacted Larry HOPKINS who showed me his badge wallet which contained a star style badge which was gold in color and similar in appearance to a police olficers badge. The badge read "Fugitive Recovery Agent," i observed that the badge on shirt read "Special Agent l' Deputy BRYANT ihtormed me that he had located two firearms in the rear oi the vehicle as well as an oblect that appeared to be a long black flashlight I observed the two firearms a Ruger Blackhawk pistol. caliber GD carbine and a Winchester Model 94 lever action rifle caliber 30 30 Deputy ERVANT told me that Larry HOPKINS stated that the flashlight was actually a "Taser I observed that the object appeared to be a flashlight but it was a flashlight disguised as a stun device observed that the flashlight could be turned on iritotieiazuiw run DYFICIAL usEole mi 06003705 Klamath County Sheriff's Office REPORT NUMBER INCIDENT REPORT NARRATIVE with the ?ick of a button and when the button was pushed in the opposite direction it began popping with visible electrical currents similar to a police of?cer?s Taser. Deputy BRYANT told me that he had located two boxes of ammunition for both the 30.30 ri?e and the revolver on the front seat of the pickup. function tested the ?rearms and based upon my training and experience found that the ?rearms were functional and capable of ?ring a projectile. I contacted Dispatch via telephone to check Larry criminal history. Dispatch told me that Larry HOPKINS was a convicted felon. At 1848 hours I placed Larry HOPKINS under arrest for Felon in Possession of a Firearm and Impersonation of a Police Of?cer. I placed Larry HOPKINS in handcuffs behind his back, checked them for tightness and double locked and placed him in the rear seat of my patrol vehicle. I seized the ?rearms. the stun gun. the ammunition and both of Larry badges and placed them in the trunk of my patrol vehicle. I transported Larry HOPKINS to the Klamath County Jail without further incident where he was lodged on Felon in Possession of a Firearm times two and Impersonation of a Police Of?cer. I later returned to the Klamath County Sheriff?s Of?ce where I entered all items seized into evidence locker A. I arrived on scene ?rst and contacted an individual who identi?ed himself as Larry Mitchell HOPKINS, date of birth- Mr. HOPKINS identi?ed himself with a birth certi?cate and a photocopy of his revoked Oregon driver?s license. Lany HOPKINS was wearing a black uniform style shirt with a badge over his left breast. He also had numerous medals over his right breast on his shirt. I asked Larry HOPKINS what he was up to and he said that he had been talking to the kids at the store showing them some guns and talking to them about fugitive hunting. Larry HOPKINS said that he was a bounty hunter. I then asked Larry HOPKINS if he had any weapons in the vehicle and he said yes that he had a 30.30 lever action ri?e and a 30?carbine pistol. Mr. HOPKINS then offered that he was a convict and that he was not supposed to have the weapons. I asked Mr. HOPKINS ifl could search his vehicle and he said yes. Mr. HOPKINS allowed me to search his Ford duele pickup and I found on the driver's seat in plain view a box of 30-carbine shells and in the glove box a box of 30.30 shells. Behind the seat I found a 30- carbine pistol as well as a 30.30 lever action ri?e. I also found behind the seat a Taser and ?ashlight combination. I then recontacted Larry HOPKINS while Deputy DANIEL interviewed the witnesses at the scene. Please refer to Deputy DANIEL's report. Deputy DANIEL then ran Larry information through Dispatch and was advised that he had numerous felony convictions. I then placed Mr. HOPKINS under arrest for Felon in Possession of a Firearm and placed him in the back of Deputy DANIEL's patrol vehicle. I then read Mr. HOPKINS his Miranda Warning at 1808 hours to which when asked if he understood he said "Yep." Mr. HOPKINS said that the guns that were in the vehicle belonged to a Terrance NESS who was one of his coworkers in the bounty hunting ?eld. Mr. HOPKINS said that he did have possession of the weapons however and that was his truck. Mr. HOPKINS said that he was showing the kids the 30.30, the Taser and the pistol and telling them about bounty hunting and showing the kids different types of weapons. Larry HOPKINS was then transported by Deputy DANIEL to the Klamath County Jail.
