SUBJECT: Alaska Marine Highway System Directive

Through this memorandum, I am directing the Department of Transportation and Public Facilities,
Policy Advisor Ben Stevens, and OMB Management Director Amanda Holland to enlist the
assistance of a quali?ed marine consultant to identify potential reductions of the State?s ?nancial
obligation and/or liability as related to the Alaska Marine Highway System. The project should
include an investigation of options available for reshaping the Alaska Marine Highway System, such
as through a public/private partnership, and an analysis of the various options? feasibility, with
targeted implementation by July 1, 2020.

Please provide a report to the Of?ce of the Governor and the Of?ce of Management and Budget by
August 1, 2019, detailing the options available, making recommendations, and listing potential cost
savings resulting from such actions.
