(Farallon) has prepared this letter on behalf of Lakeside Industries, Inc. (Lakeside Industries) to report the discovery of a release of petroleum hydrocarbon constituents at 18808 Southeast 256th Street in Covington, Washington (herein referred to as the Site) (Figure 1), in accordance with the requirements of Section 300 of Chapter 173-340 of the Washington Administrative Code (WAC 173-340-300). The Site as defined under the Washington State Model Toxics Control Act Cleanup Regulation (MTCA) is an approximately 3-acre portion of land near the northeastern corner of King County Parcel No. 192206-9041, which totals 53 acres in area (Figure 2). The 3-acre Site is part of a combined larger operational area leased by Lakeside Industries comprising King County Parcel Nos. 192206-9041, 3022069001, 2022069152, and 2922069162 that is used for storing and processing aggregate materials, recycling asphalt, and operating a hot-mix asphalt batch plant managed by Lakeside Industries. Lakeside Industries occupies approximately 2 acres of the Site, and Lakeridge Paving, LLC, a tenant of the Site, occupies approximately 1 acre of the Site. Total petroleum hydrocarbons (TPH) as diesel-range organics (DRO) and as oil-range organics (ORO) were detected at concentrations exceeding MTCA Method A cleanup levels in soil and/or groundwater at the Site during investigations conducted by Farallon. These substances were identified as the constituents of potential concern (COPCs) for the Site. The source(s) of the COPCs are confirmed and suspected releases related to historical operations associated with the Lakeridge Paving, LLC maintenance building, used-oil storage area, and oil-water separators; suspected releases from the Lakeside Industries asphalt bucket elevator and/or asphalt cement tanks on the northern side of the hot-mix asphalt batch plant; and suspected releases from the transfer piping associated with the subsurface piping for the 20,000-gallon diesel fuel aboveground storage tank. The independent remedial action will be completed through the Washington State Department of Ecology (Ecology) Voluntary Cleanup Program, and will be the substantial equivalent of an Ecology-conducted or -supervised remedial action. Remedial activities also will meet the threshold requirements of WAC 173-340-360 to protect human health and the environment, comply with cleanup standards, and comply with applicable state and federal laws.
