Personally came Special Agent Clint Thomas with Georgia Bureau of Investig4tion, a ceçtified.þeace
officer of the State of Georgia, who on oath says that to the best of his personal'knowledge and belief
Jenna Garland did, on April 7 ,2017 , in Fulton County, Georgia, commit the offense of VIOLATIQN OF
THE OPEN RECORDS AÇT, in violation of O.C.G.A. $ 50-18-74(a), a misdemeanor under the laws
of the State of Georgia, in that said accused on the above stated date, did knowingly and willfully violate
the provisions of Article 4 of Chapter l8 of Title 50 of the Official Code of Georgia Annotated,
commonly known as the Open Records Act, by knowingly and willingly attempting to frustrate the access
to records not subject to exemption from this article by intentionally making such records difficult to
obtain and review, to wit: said accused instructed the Director of Çommunications for the City of Atlanta
Depaltment of Watershed Management in response to an open records request for billing records from
WSB-TV to said Department received on March 21,2017 , to "[h]old a11," documents responsive to the
request until the requestor asked for an update.

And this affiant makes this affidavit that the attached citation, GBI-0002-19, may be issued.
