He then tied the area. As Ms. was explaining this incident to me, i tram. - faddtess?rcitherd river 'oti?thisavehEster-late?- identified as Jeffrey Keel-to, activated his vehicie?s horn while proceeding into the area of his driveway. Ms. was standing on a portion of the drivewayr at this time, where was cieariy visibie wearing my department issued Haddon?eld Police Department uniform, and advised Mr. Kasko to deactivate his vehicie?s horn and step his vehicle. I. held my. hands up-and exciaimed for Mr. Kasico-to stop his vehicle. The vehicie did not stop and proceeded towards me in the driveway. I took a step toward and kept my hands in the air and him to stop again. The vehicle slowed but did not stop, at which time the driver's side front mirror struck my left hip and iett side of my duty belt. The vehicle's mirror then went into the folded position. The driver's side window remained in the down position as the driver, Mr. Kasko, began to yeti from inside the vehicle. I commanded Mr. Kasko to step outside the Vehicie immediateiy, due to the fact that he struck me. Mr. Kasko then rolled his window up as I commanded him to exit the vehicie. Kasko then stepped out of the vehicle where he maintained an excited demeanor. questioned Mr. Kasko for why he left the scene of an accident and he struck me with his vehicle. Mr. Kasko stated that he had errands to compiete and was berating me and not maintaining a professions! demeanor or etiquette with this of?cer. 1 radioed for back up units to respond to my location to assist with this incident. Narrative 0n Wednesday, February t3, 2019, at approximately 0930 hours, I responded to Marne Avenue, at the request of Lieutenant Camiscioii. Upon my arrival, was advised that as the defendant was attempting to leave the area to avoid Pals. a process order server that had gone to the defendant's residence to serve him with paperwork regarding .. . his vehicle struck his. vehicle. Then during a subsequent encounter, the defendant struck Patrolman Frangieh with the driver side mirror of his vehicle. None of the involved parties reported injuries, but due to the nature of the incident coupled with the defendant?s status as an elected of?cial, Lieutenant Camiscioli requested that the scene be photographed and recorded victim] witness statements be taken. I took digital photographs that showed damage to the involved vehicles as wait as a folded in driver side mirror on the defendant's vehicle. The folded in mirror is consistent with both his. and Patrolman Frangieh?s statements that the defendant struck Patrolman Frangieh with his vehicle. Frangieh did not have time to move away from the vehicle and as such, he was struck by the vehicie's driver door mirror. i then asked Pti. Frangieh if he had been injured. He stated that he had felt the initiai pain from the impact but he did not sustain any additionai injuries. Pti. Frangieh did not exhibit any signs of physical injury or discomfort. i then asked Pti. Frangieh if he had been standing or moving toward or away from the vehicle when he was struck. He said that he had been standing still but believing that the vehicle was about to stop, he took a step forward and that?s when the impact occurred. He then said that when the vehioie was stopped, he grabbed the door hand is to open the door but it was locked. This is the moment that Pti. Frangieh said he caiied for assistance. irir, Kasko had roiled up his driver door window and remained in the vehicie for a few seconds thereafter. When hair. Kasko opened his door, Ptl. Frangieh said that he approached ivir. Kasko and asked him why he didn?t stop and why he hit him with his Vehicle. Seeing that Mr. Kasko was very irate, Pti. Frangieh asked Kasko to step to the front of his vehicle and wait there. Pti. Frangieh then said that is when i, Cpl. J. Ortiz, arrived on scene. Ensuring that Pti. Frangieh was stabie, i advised him that was going back to speak with Mr. Kasko who initiaiiy reported that he thought Pti. Frangieh was too aggressive. i advised Pti. Frangieh that given the complaint made by Mr. Kasico, it was not uncommon for an internai investigation to occur afterwards. ithen returned to Mr. Kasko who had already caimed down. He requested that i caii The Chief of Poiice. i then waiked a few feet away from him and sailed the Chief to advise him of the incident. Shor?dy thereafter, Lt. Camiscioii and AlLt. Caruso arrived on scene. i advised them of the events that transpired as reported to me by Pti. Frahgieh and hire. it was determined that Mr. Kasiro was to be arrested and charged for the assauit on Pti. Frangieh. i then advised Mr. Kasko that he was under arrest for the assauit on Pti. Frangieh with his vehicie. Kasko was transported to police headquarters in vehicle 173337, with a starting rniieage of 62289 and an end rn'iieage of 62292 upon arriving at headquarters. AlLt. Caruso was present for the transport in vehicle 1741?. Whiie at headquarters, Mr. Kasko was charged and processed for the offenses committed. Due to the length of time he was in poiice custody, Mr. Kasko was given food and a beverage. He was subsequentiy remanded to The Camden County Correctional on warrant number Additionaiiy, summons number 000012, was served upon Mr. Kasko, charging him with Criminai Mischief in the third degree, for the damage to Mrs. vehicle.
