Re: Support for Delta Montrose Electric Association exit from Tri State

Dear Chairman Ackermann: 

This letter is to demonstrate the City of Durango?s support of the ?ling by the Delta-
Montro'se Electric Association (DEMA) to request a reasonable charge for 
exit from Tri- State.

As the Commission heard from the Colorado State Legislature in their letter dated
January 14, 2019. ?Public utilities, like Tri-State, cannot demand unjust,
Unreasonable, or discriminatory charges. If they do, Then the Commission may
prescribe just and reasonable ones. DMEA a complaint says that Tri- State refuses-
to give a just, reasonable, and non- discuiminatory exit charge, depriving rural
Coloradans of access to less expensive and more diverse local generation that can 
serve as a catalyst for economic development on the Western Slope.?

Durango is a rural community that is passionate about econbmic development. The
City feels strongly that all citizensof Colorado should have access to less expensive
power from local and diverse sources, as result, we the urge the?Commission to
exercise its authority to set a fair charge to both DEMA and Tri-State 3 remaining
members. -
