ROUND ROCK ISD RESOLUTION 2018-0621 TO ESTABLISH A POLICE DEPARTMENT IN RRISD WHEREAS the Round Rock Independent School District (hereinafter "Round Rock ISD" or "RRISD") is a public school district in the State of Texas, and consists of public school campusessitting in multiple law enforcement jurisdictions, includingthe City of Round Rock's Police Department, Williamson County Sheriffs Office, the Cityof Austin Police Department, Travis County Sheriffs Department and the Austin Community College System's Police Department(collectively hereinafter "Our Local Law Enforcement Partners"), and WHEREAS the RoundRock ISD, as of the 2017-2018 school year, is made up of 54 school campuses, 18 administrative buildings, over 6,000 employeesand provides public educationto nearly 50,000 students, and WHEREAS based on communications with Our Local Law Enforcement Partners they will NOT be able to guarantee they will be able to sufficiently provide law enforcement personnel to RRISD school campuses in the coming years, WHEREAS Our Local Law EnforcementPartners have not been able to sufficientlystaff and/or consistently provideRRISD school campuses with sufficient law enforcement personnel on identified campuses daily in prior years, WHEREAS the Round Rock ISD holds student safety as its highest priority, and WHEREAS the Round Rock ISD has determined that based on the demands for law enforcement in the community and the lack of consistent law enforcement presence needed daily on RRISD campuses in order to provide our students and staff with the safest educational environment, and WHEREAS the RoundRock ISD has determined that, based on recent school safety issues around the country, RRISD requires the consistent daily presence of trained, skilled law enforcementofficers on its campusesto help increase the level of safety and security for ALL RRISD students and staff, WHEREAS the Round Rock ISD has determined, at this time, that establishing the RRISD Police Department("PD") will most efficiently and effectivelyprovide the daily law enforcement presence and safety and security desired in the RRISD, NOW THEREFORE BE IT RESOLVED THAT in accordance with laws of the State of Texas and the Policies of the RRISD, the RRISD Board of Trustees hereby authorize the further exploration and consideration of the establishment of the RRISD PD. If established, the RRISD PD will be sufficiently trained and skilled to provide the necessary daily law enforcementpresence, safety and security on RRISD school campuses as follows: 1. The RRISD Administration, in further collaboration with Our Local Law Enforcement Partners, and while engaging our community, may proceed with the hiring of a Chief w of Police to further explore and begin the establishment and implementation of the RRISD PD; The RRISD PD Chiefof Police Position, when filled will report administratively directly to the Superintendent of Schools, with oversight by the RRISD Board of Trustees; The RRISD PD Chief of Police, when hired and working collaborativelv with Our Local Law Enforcement Partners and while engaging our community, will prepare and submit to the Board of Trustees, through the Superintendent of Schools a plan for the establishment of the RRISD PD, including but not limited to: a) a proposed budget and organization chart, b) a timeline for legally establishing a PD and fully staffingthe PD, c) a plan for getting officers hired and fully trained to address the needs of students, including but not limited to, at a minimum, cultural & emotional diversity, mental health awareness and needs training, d) the necessary policies and procedures for the oversight and management of the RRISD PD, e) the consideration of a safety and security stakeholders committee to provide input related to the implementation of the RRISD PD, and e) a proposed MOU/Interlocal Agreement for working with Our Local Law Enforcement Partners. The RRISD PD Chief of Police, when hired, will prepare and submit all necessary paperwork to legally and fiilly establish the RRISD PD, if established. The RRISD PD Chief of Police, when hired, having worked collaborativelv with Our Local Law Enforcement Partners and our community, will prepare and submit to the Board of Trustees, through the Superintendent of Schools a request to move forward with RRISD PD and, only following Board approval obtained in a duly posted public meeting, begin to hire RRISD law enforcement officers to staff the RRISD PD.
