ROUND ROCK ISD RESOLUTION 2019-0219 MODIFIED TO PROVIDE FOR LONG TERM STUDENT & STAFF SAFETY STRATEGIES IN RRISD WHEREAS the Round Rock Independent School District (hereinafter “Round Rock ISD” or “RRISD”) is a public school district in the State of Texas, and consists of public school campuses sitting in multiple law enforcement jurisdictions, including the City of Round Rock’s Police Department, Williamson County Sheriff’s Office, the City of Austin Police Department, Travis County Sheriff’s Department and the Austin Community College System’s Police Department (collectively hereinafter “Our Local Law Enforcement Partners”), and WHEREAS the Round Rock ISD, as of the 2018-2019 school year, is made up of 54 school campuses, 18 administrative buildings, over 6,000 employees and provides public education to more than 50,000 students, and WHEREAS the FBI and US Secret Service both recommended that schools adopt a threat assessment approach to prevent targeted violence, and WHEREAS both the Texas House of Representatives and Texas Senate have provided new guidance and reports on school safety with examples from around the state, and WHEREAS the Round Rock ISD holds student and staff safety as its highest priority, and WHEREAS the Round Rock ISD has determined that, based on recent school safety issues around the country, RRISD needs to study school security options which may include the consistent daily presence of trained, skilled law enforcement officers on its campuses to help increase the level of safety and security for ALL RRISD students and staff, WHEREAS Our Local Law Enforcement Partners have not been able to coordinate the desired staff and/or consistently provide RRISD school campuses with desired law enforcement personnel on identified campuses daily in prior years, NOW THEREFORE BE IT RESOLVED THAT in accordance with laws of the State of Texas and the Policies of the RRISD, the RRISD Board of Trustees hereby determines that further exploration is needed to determine the proper school safety strategies and hereby authorizes the continued exploration and consideration of the establishment of a Round Rock ISD PD and/or other school safety strategies to consider all aspects of school safety on all RRISD campuses to ensure the safety of all students and staff. To that end, the Board of Trustees provides the following guidance to the Task Force in its focus and preparations to present its recommendations to the Board of Trustees at the April 18, 2019 meeting – a presentation to include three (3) to five (5) alternatives/reports/suggestions with an analysis to include pros and cons of each proposal/ recommendation and hereby provides to the Task Force the guidelines and timelines as follows: 1. Upon approval of this modified resolution, there shall be established by the Task Force members a process and/or procedure they will use to create the final three (3) to five (5) proposal / recommendation alternatives, 2. In February, March, and April 2019 the Task Force shall implement the process the Task Force established. 3. By April 11, 2019 the Task Force shall submit their presentation slides, either final report or progress report with detail of when the process will be complete, to the Board secretary for inclusion in the posting of the April regular Board meeting agenda.
