February 13, 2019 Mr. Ted Wheeler, Mayor City of Portland 1221 SW 4th Ave, Room 340 Portland, OR 97204 Ms. Danielle Outlaw, Chief of Police Portland Police Bureau 1111 S.W. 2nd Avenue Portland, OR 97204 Re: Shooting Death of Andre Gladen by Portland Police Officer Consider Vosu Dear Mayor Wheeler and Chief of Police Outlaw: I write on behalf of myself and the family of Andre Gladen and on behalf of the citizens of the city of Portland, African?Americans citizens, those with mental health problems, those with physical disabilities and limitations; all who because ofthe color of their skin, their physical challenges, their mental challenges are prey for and fall victim to the "hunters? who are wrongfully enrolled on the roster ofthe Portland Police Bureau. Both of you know and have access to the information about what happened to my brother Andre. On January 6, 2019, he was in your city, visiting cousin Diamond Randolph, when he sought emergency services at Adventist Medical Center. After leaving Adventist in rainy 40 degree weather, he roamed legally blind, carrying the burden of a history of schizophrenia, without shoes and wearing pants soiled with urine and feces, until he came to a random stop in front of an apartment at Southeast 96th Avenue. There the occupant, a good citizen named Desmond Pescaia, reached out to the Portland Police Bureau, looking to someone to ?serve and protect? Andre. Mr. Pascaia, recognizing the need, gave Andre a glass of water and ten dollars before Portland Police officer Consider Vosu arrived. What happened next? Officer Vosu pointed a gun at Andre, pulled the trigger three times and put two bullets into Andre?s chest. Andre had not been threatening in any way. Yet he lost his life. The policing institutions of the City of Portland failed Andre. I implore you not to fail me and the rest of Andre?s family. Please meet with us and answer the questions we have about this tragedy we are trying to deal with.
