Mail Electronic Mail Mr. Bryan Seeley SVP Deputy General Counsel Major League Baseball 245 Park Avenue New York, NY 10167 Re: Request to Restrict Wagering on Spring Training Dear Mr. Seeley: Please accept this correspondence in response to your letter I received via email on February 20, 2019 requesting that the Nevada Gaming Control Board (Board) prohibit our licensed sports books from taking wagers on MLB Spring Training games, which commenced today. Nevada?s licensed sports book operators have taken wagers on MLB Spring Training games for decades without incident. We have built and maintained a well?regulated sports wagering industry in Nevada. Furthermore, our books submit suspicious activity and cash transactions reports and comply with BSA requirements, as well as all State and Board laws, regulations, and internal controls. The Board consistently engages with our operators, sports governing bodies/leagues and integrity monitoring services. These working relationships help prevent integrity issues through educational efforts, the analysis of irregular betting and, if warranted, the criminal investigation of any or suspected incidents of sports bribery. We share your concern about the integrity risks to your sport and we believe Nevada?s strict statutory and regulatory scheme has proven that it has proper controls in place to minimize those risks. We understand and acknowledge that any degradation in the integrity would impact legal and regulated wagering on your sport and increase the league?s vulnerability to the in?uence of the illegal market. However, limiting wagering on Spring Training games exclusively to the illegal market is not the answer. Nevada?s bookmakers have served on a number of occasions as the alarm bell signaling that something was amiss with respect to a given sporting event. Our licensed operators and integrity monitoring companies take wagers and scrutinize the betting action, line moves, of?cial?s calls and player performance on a given event which increase integrity and detection measures and decrease integrity risks. If you have speci?c information related to suspected illegal sports bribery activity, we would welcome the opportunity to Work with MLB to address your concern. We will continue to work with your league and other leagues, both proactively and reactively, to educate, share best practices, evaluate suspicious activity and investigate sports bribery. Based on our history and experience in regulating sports wagering, we are not inclined to prohibit our licensed sports books from taking wagers on MLB Spring Training games.
