Van Sickle of the Juneau Police Department, which states, to wit: On 03f02f2019, at approximately 1618 hours, off duty Of?cer R. Shriver observed a person known to him as Albert Mason in the Safeway parking lot driving a gold colored Honda. Ofc. Shriver called on duty Officer Vaughan to con?rm Mazon had an outstanding Parole Warrant for his arrest. Ofc. Shriver then followed Mazon to the Fred Meyers parking lot. Ofc. Warrant Info: PERSON NAME: ALBERT MARTIN MAZON DOB: 04107/1990 44-l 8-2098 FELONY 1 15291305 PAROLE VIOLATION 12111/2018 JUNEAU AST ENFORCEMENT W555627071 PAROLE ARREST WARRANT ORIGINAL CHARGE BURGLARY 2 AND ESCAPE ALASKA ONLY NO BAIL Of?cer Vaughan responded to the Fred Meyers parking lot and attempted to contact Mazon and arrest him on the outstanding warrant. Mazon was still inside Alaska License DVZB 07, a 2000 gold Honda Accord. The next transmission I heard on the JPD radio was Ofc. Vaughan requesting a medical unit as Mason just tried to run over him with his vehicle, he got hit by the car, and Mazon got tased. I spoke to Ofc. Shriver and asked him what happened. He walked me through the scene and described what happened. He showed me the parking spot in which Mazon was parked. Ofc. Shriver said Ofc. Vaughan approached the vehicle on the driver?s side and contacted Mazon who was in the driver?s seat and told him had warrants and to exit the vehicle. Ofc. Vaughan then opened the driver?s door. At the same time. Ofc. Shriver saw the reverse lights come on and the vehicle began to rapidly go backwards. Ofc. Vaughan was trapped in the open driver?s door as it backed up. Vaughan was being dragged, he was tolling Mazon to,?Stop. You?re going to kill me.? The vehicle continued backwards through the parking lot and over a curbed landscaped area with shrubs. Once the vehicle was on the opposite side of the landscaped area, it stopped momentarily to change direction. This allowed Ofc. Vaughan time to disengage and roll away from the vehicle. The vehicle then accelerated rapidly forward. The vehicle lost control, swerved to the left, and drove up a snow bank. Ofe. Vaughan regained his footing and approached the now closed driver?s door. He used his baton to break the driver?s window in order to access Mazon, but Manon switched seats and ran out the passenger?s side front door. Ofc. Shriver chased Mazon and grabbed onto him when he tripped and fell to the ground. Ofc. Vaughan caught up and ultimately applied the Taser to Mazon before he was controlled and placed into wrist restraints. I could see tears to the right pant leg of Ofc. Vaughan who complained of pain to his right leg from being dragged by Mazon. I observed a bruise beginning to become visible on Ofc. Shriver?s right hand. Ofc. Shriver complained of pain in the right hand from attempting to subdue Mazon. On January 6, 2019, Shanye Howard was found to be in the possession of credit cards belonging to Rebecca Stankee and Matthew Smith when he was being booked into Lemon Creek Correctional Center. Both Stankee and Smith reported credit cards having been recently stolen from them. Howard said that he traded the cards for an ATV and that he attempted to use one of them but that it was declined.
