ISP response to your inquiry is below.

The Chicago Police Department (CPD) determines what criminal cases they
submit for latent print analysis to the ISP's Forensic Science Center at
Chicago. Generally speaking, the ISP lab works any crimes against people
cases that the CPD submits to the lab and the CPD Latent Print Unit works
property crime cases and any other cases they deem necessary for their
department. Any inquiry regarding how CPD makes the determination about
what to submit to ISP and what to analyze at CPD must be referred to CPD.
