Tangiphaoa Parish Dear Mr. Lindsey, Coastal Use Permit (CUP) General Permit (GP) P20041680 was issued on January 18, 2005, for the installation of a 6.4 mile effluent sewer line. The force main began at the City of Hammond’s South wastewater treatment plant and runs along LA Hwy 22, US 51, I-55 and I-12 to the South Slough and Joyce Wildlife Management Area (JWMA). CUP P20041680 has been transferred to the Enforcement Section of the Office of Coastal Management (OCM) for review of a possible violation of permit conditions. Enforcement file E2018100 has been opened to bring your project into compliance. A follow-up Investigation was performed to assess the status of the project site. Findings of the investigation documented the unauthorized clearing and maintenance of bottomland hardwood habitat along the spoil bank where the discharge pipe is located. Per permit plats the 3600 ft. discharge line was to be installed along the south slope of the spoil bank. Instead, bottomland hardwood was cleared to install a 5,525 ft. line on top of the spoil bank, exceeding the permitted plat length by approximately 1,925 ft. The unauthorized clearing for the discharge line installation resulted in approximately 3.52 acres of impacts to Bottomland Hardwood habitat. These piers were constructed without authorization. In addition, a file review indicates the required pre and post photographic documentation per Condition “1” of the permit was not submitted. At this time, OCM requests your full cooperation and requests that you submit a new CUP application to document the unauthorized clearing activities, additional unauthorized discharge line installation, and unauthorized pier construction. In addition, please submit the required pre and post project photographs. Your response is required within thirty (30) of the date of this letter.
