All of which is a Class A Misdemeanor offense being contrary to and in violation of AS 28.10.48] and against the peace and dignity of the State of Alaska. This complaint is based on the observation and written report of Officer Hoffman of the Juneau Police Department, which states, to wit: On 19 at approximately 2020 hours, I was patrolling the area of Lemon Creek when I observed a Subaru Legacy, JLU767, fail to signal before turning right onto Glacier Hwy from Davis Ave, and the again fail to signal when turning right from Glacier Hwy to 6590 Glacier Highway. Icontacted the driver, Kelly Stephens, who said the turn signal did not work. I observed that the vehicle?s ignition was punched and Stephens was starting the car by ?ddling with wires in the steering column. Jolie Locke was in the front passenger?s seat. While writing a citation, I noticed that although JLU787 was supposed to expire in 2019, the registrati0n sticker showed 2021. Using the sticker number, dispatch was able to find out that it came from a stolen Subaru Legacy, license FMT190. That vehicle was reported stolen on 3f1f19. A large feather had been placed on the dash to obscure the VIN, but after asking Stephens to remove it I was able to confirm that I was in contact with the stolen Subaru. As Stephens exited he asked if he was under arrest, but not what he was under arrest for. After being detained and placed in my patrol vehicle Stephens saw SGT Beck and Locke speaking. He yelled to get my attention and stated that Locke didn?t have anything to do with it. When I advised Stephens of his Miranda rights he declined to speak with me. At no time did Stephens question what was going on or deny any wrongdoing. After being advised that he was being charged with vehicle theft Stephens said that he had been trying to take care of Locke. Stephens spontaneously spoke about how he and Locke were homeless, living out of the car, and he was just trying to take care of her and make sure she was okay.
