Incident Report #7 – March 2019 Flooding March 21, 2019 – 7:00 pm Contact: State Emergency Operations Center Phone: 608-242-3239 SUMMARY The weather will remain cool and relatively dry into next week; however, continued snow melt across central and northern Wisconsin will aid in sustaining levels on main stem rivers. The Trempealeau River has dropped to minor flood stage but is expected to rise back into moderate flood stage overnight and remain around 11.5 feet into next week. The Crawfish River will be in moderate flood stage through Friday while the Rock River, the Fox River, and the Manitowoc River will remain in moderate flood stage through next week. Two local shelters housed 19 displaced residents in Fond du Lac and Brown Counties overnight. The Brown County shelter is now closed. The State Emergency Operations Center remains at Level 4 as the state continues to monitor flooding and respond to requests. INJURIES/FATALITIES None reported EVACUATIONS East Central Region Brown County ‐ 37 homes remain condemned in the City of Green Bay, pending building inspection and essential repairs. Manitowoc County ‐ a shifting ice jam caused 10 people from 5 homes to be evacuated in the City of Manitowoc near 41st Street and Archer Street, with 2 water rescues. SHELTERS East Central Region East Central Region Fond du Lac County, Community Church had 16 people overnight. The shelter is expected to close on Friday. Brown County, Preble High School has three people overnight. The shelter closed at noon today. American Red Cross continues to work with individuals and families within the shelters to identify alternate housing. ROADS & HIGHWAYS UPDATE – As of March 21 - 5:00 pm Latest road closure information: Crawford County WIS 131 is closed southbound at WIS 60 due to flooding in Wauzeka. Kewaunee County: Roads previously closed are all open. Highway working on completing road repairs.  Manitowoc County: The ice jam on the Manitowoc River has moved and flooded an area near 41st Street and  Archer Street in the City of Manitowoc. Approximately 5 homes were evacuated  with 2 water rescues occurred. Sheboygan County: One road to clear and get re opened. Ice Jam has moved downstream, but is jammed up  on the Sheboygan River at 14th Street Bridge. Minor flooding along the low areas  upstream of the jam.  Winnebago County: WIS 21 in the City of Omro remains closed. There are residents and volunteers  conducting sandbagging efforts in both the City of Omro and Town of Omro. The water  levels had risen slightly overnight, but Omro reported decline of approximately 6" this  morning around 10:00 A.M. The areas most affected are East River Drive in the City of  Omro, Young's Channel in the Town of Omro, and Delhi in the Town of Rushford. There  have been no official evacuations ordered, but a shelter is on standby with the Red Cross. West Central Region Pepin County There was a minor ice jam on the Chippewa River near Durand reported the afternoon  of March 20 which caused the river level to rapidly rise in the downtown area. The water  level spiked from action level to minor flood levels. No damages to downtown  businesses/structures reported at this time.    The Village of Pepin has been pumping water off private property and roadways; the  highway department reports assorted roadways damages throughout county including  local, county, and state roadways due to culvert washouts and water over roads from  melting snow.    VOLUNTEER AGENCY (VOAD) RESPONSE Red Cross: American Red Cross opened a total of 5 shelters for this event, one of which is still open in Fond du Lac.  In addition, Red Cross has provided 911 meals, 586 snacks, 682 clean up kits, and 1376 other bulk items.  These items have been provided to a total of 659 homes.  2-1-1 Wisconsin: 211 Wisconsin Is collecting damage reports and referring callers to available disaster resources on behalf  of 31 counties.  United Way: The United Way set up a Volunteer Reception Center at the Pilgrim United Church of Christ at 535 Stow  Street in City of Fond du Lac open from 12:00 P.M. through 03:00 P.M. on March 21 and 8:30 A.M.  through 03:00 P.M on March 23.  Team Rubicon: Team Rubicon is assisting with clean‐up of homes in Fond du Lac County. River Flooding Black River at Highway 95 (between Neillsville and Black River Falls) rose above major flood last evening.  This is a non‐forecast point, but the trend is down and appears that is should fall below major flood later  tonight.    Rock River at Ft. Atkinson is now above moderate flood.    Trempealeau River at Dodge has dropped to minor flood.  It is expected to rise back into moderate flood  (11.0 feet) tonight and remain between 11.0 and 11.5 feet into early next week.  Additional snow melt across central and northern Wisconsin will aid in sustaining levels on main stem  rivers.    Flood Category Updates:  Major flooding: Black River at Highway 95 (between Neillsville and Black River Falls).    Moderate flooding: Rock River from Jefferson to Lake Koshkonong, Fox River (North) at Berlin and  Crawfish River at Milford.    Minor flooding continues along parts of the Mississippi, Rock, Fox (North), Wolf, Baraboo, Fox (South),  Pecatonica, Yellow, Chippewa and Oconto Rivers.  -END-
