2019 CIP RECOMMENDED PROJECTS-FINAL 3/11/2019 Recommended Project Name Metro Jail - Lock and Door Upgrades Phase 3 Miscellaneous Jail Improvements Government Plaza – Renovation of Elevators 7-11 Government Plaza Renovations 2019 CIP RECOMMENDED PROJECTS Project Description Metro Jail has been plagued with security issues associated with locks and doors. Inmates are ever more creative in learning to disable cell door locks and wedge isolation doors. This last phase will address doors of the 1000/1200 building and should be the last phase of lock and door upgrades We propose to reduce maintenance issues at the metro jail by implementing a large project to replace porcelain sinks and toilets with detention grade equipment, replace mechanical hardware with electronic/vandal proof controls for sinks and toilets, replace deteriorated showers and also to perform large scale painting and refinishing. The four public elevators of the North tower are the most heavily used and are loaded to maximum capacity throughout the morning hours each day. Each elevator has the equivalent of over one million miles of travel. The elevators are beginning to show their age and repeatedly fall out of service due to problems associated with worn out parts. We consider these to be the highest priority elevators in the building and also the worst condition. We propose to replace every wearable part of the elevators with exception of the cab and rails. The ceremonial court room need to be updated. Flooring replacement and other aesthetic improvements will be made. I would consider this our biggest aesthetics need. The Bay Haas building is approximately 25,000 square feet. To spruce it up with new flooring, paint and ceiling tiles and also to perform any minor reconfiguration that may be needed, I'd estimate $800,000M. Bay Haas also needs new paving and striping which I'd estimate at another $200K. Animal Shelter A major recommendation in the University of $400,000.00 Florida’s Maddie’s Shelter Medicine Program Consultant Report is to “Execute comprehensive disease control measures”. “Prompt relocation of sick animals from the general population to an isolation area is the single most effective strategy for controlling spread of infectious disease and prevent an outbreak.” Currently the shelter does not have an isolation area to move contagious animals to in an emergency in order to prevent a contagious disease from spreading throughout the entire shelter. This isolation area is needed in order to strengthen our efforts to keep the shelter at low risk from a contagious breakout. The County has outgrown its Virginia St. $2,762,812.00 Location. The funds allocated will be for the purchase of land and phase one of new building construction.
