The cleanup activities will be performed by National Grid ("remedial party") with oversight provided by NYSDEC. Documents related to the cleanup of this site are available at the location identified to the left under "Where to Find Information." Remedial activities are expected to begin in April 2019, and last about 2 months. The total cost for this remedy is estimated to be $1,600,000. Highlights of the Upcoming Cleanup Activities: The goal of the cleanup action for the site is to achieve cleanup levels that protect public health and the environment. The key components of the remedy are:  Excavate and dispose off-site of approximately 1,200 cubic yards of soils that exceed the residential soil cleanup objectives on the adjacent residential property. Excavated soils will be replaced with imported soils that meet the residential soil cleanup objectives.  The excavation will require some limited dewatering activities for some of the deeper areas. This water will be collected and treated prior to disposal.  Installation of a coal tar recovery system on the site. This system will consist of multiple wells that will be located within the areas of contamination and will be constructed to collect tar from the subsurface within the well for removal.  Implementation of a long-term site management plan to ensure the remedy remains protective of human health and the environment. This plan includes maintenance of the coal tar recovery system involving the regular inspection of the wells and removal of tar from the wells as needed for off-site treatment and maintenance of the existing site-wide soil cover.  Record an Environmental Easement to ensure implementation of the Site Management Plan. Whitehall MGP (Site No.: 558044) March 2019 Fact Sheet (Page 2) MANUFACTURED GAS PLANT PROGRAM A site-specific health and safety plan (HASP) and a Community Air Monitoring Plan (CAMP) will be implemented during remediation activities. The HASP and CAMP establish procedures to protect on-Site workers and residents and includes required air monitoring as well as dust and odor suppression measures. Next Steps: After cleanup activities are completed, National Grid will prepare a Final Engineering Report (FER). The FER will describe the cleanup activities completed and certify that cleanup requirements have been achieved or will be achieved. Additionally, institutional controls in the form of an environmental easement will be imposed and a Site Management Plan implemented that describes the post remedial action monitoring to be performed. Coal tar was found in the subsurface soils at depths of 10 feet or more. This material originates on site and has migrated north. There is additional VOC and SVOC contamination that exceeds the residential soil cleanup objectives found on the adjacent residential property. Groundwater on the site is contaminated with VOCs and SVOCs. The contaminated groundwater has migrated to the north and is found in both the soil and the underlying bedrock. The NYSDOH and NYSDEC have evaluated the potential for exposures related to soil vapor intrusion in the residential building to the east and the office building to the north and determined that no action was needed to address this potential exposure pathway. NYSDEC will keep the public informed throughout the cleanup of the site. Site Description: The site is located on Bellamy Street in the Village of Whitehall. The site is 0.31 acres of open vacant land used most recently as a parking area for the Lake Champlain Coal Company that is across the street. From about 1866 through 1896, the site was used as gas manufacturing facility. The properties have been vacant since then. The gas manufacturing process involved the heating of coal and/or petroleum products to produce a gas mixture. Once cooled and purified, the gas was distributed through a local pipeline network throughout Whitehall. The gas was used for heating and cooking in much the same way that natural gas is used today. In the early years, the gas was also used for lighting in homes and streetlights. The primary contaminants of concern at the site are coal tar, a by-product of the gas production process, and its constituent VOCs and SVOCs.
